{"id":666,"date":"2018-07-13T00:28:28","date_gmt":"2018-07-13T00:28:28","guid":{"rendered":"http:\/\/reports.cityofsandy.com\/planning\/?p=666"},"modified":"2018-07-13T00:42:51","modified_gmt":"2018-07-13T00:42:51","slug":"development-services-monthly-report-june-2018","status":"publish","type":"post","link":"https:\/\/reports.cityofsandy.com\/planning\/2018\/07\/13\/development-services-monthly-report-june-2018\/","title":{"rendered":"Development Services \u2013 Monthly Report \u2013 June 2018"},"content":{"rendered":"<p><strong>Planning items:\u00a0 <\/strong><\/p>\n<p><u>Jacoby Heights Subdivision:<\/u> \u00a0We received an application for a 31 lot subdivision at 19124 Jacoby and are in the process of reviewing it for completeness.<\/p>\n<p><u>Sandlandia Food Cart Pod<\/u>: \u00a0We received a request for a second tent to provide covered seating area, and the request was approved.\u00a0 Final order issued July 10<sup>th<\/sup>.<\/p>\n<p><u>Pioneer Meadows:<\/u>\u00a0 The first six townhouses are being constructed to the east of the Fir Hill Cemetery and south of the Sandy High School athletic fields. This subdivision will include a total of 27 townhouses when complete. No more houses can be constructed until the second lift of asphalt is installed on the streets inside the subdivision (University Avenue and College Street).<\/p>\n<p><a href=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/A1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-663\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/A1-1024x768.jpg\" alt=\"\" width=\"584\" height=\"438\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/A1-1024x768.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/A1-300x225.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/A1-768x576.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/A1-400x300.jpg 400w\" sizes=\"auto, (max-width: 584px) 100vw, 584px\" \/><\/a><\/p>\n<p><u>Mountain View Ridge (formerly Birdsong Subdivision)<\/u>:\u00a0 This subdivision to the west of Bornstedt Park and towards the end of Arletha Court is currently being graded. \u00a0There was a delay in development due to some unforeseen medical issues with one of the developer\u2019s family members, but it looks like the development is back on track. \u00a0This will add to the population in the Bornstedt neighborhood and intensify the need to connect Village Blvd. to HWY 211<\/p>\n<p><u>Sandy Bluff Annex 6 (a.k.a. Sandy Woods)<\/u>:\u00a0 This project was approved to subdivide an 11.2 acre property into 43 single family dwelling lots. The development will include public alleyways, 3 pedestrian tracts for additional connection\/circulation and was granted three block length variance in order to create a logical right-of-way for vehicular traffic.<\/p>\n<p><u>Next Adventure<\/u>:\u00a0 If you look behind the Next Adventure building you will notice some new concrete. This concrete is the foundation for the next Adventure rental storage facility that has been approved for construction. It will be one of the nicest two-story Sandy Style storage buildings around.<\/p>\n<p><a href=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/Next-Adventure.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-665\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/Next-Adventure-1024x768.jpg\" alt=\"\" width=\"584\" height=\"438\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/Next-Adventure-1024x768.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/Next-Adventure-300x225.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/Next-Adventure-768x576.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/Next-Adventure-400x300.jpg 400w\" sizes=\"auto, (max-width: 584px) 100vw, 584px\" \/><\/a><\/p>\n<p><u>Other large reviews being conducted<\/u>:<\/p>\n<ul>\n<li>Jewelberry Ridge: Planning Commission approved this 9 unit subdivision at their June 25<sup>th<\/sup>\u00a0 Final order is pending.<\/li>\n<li>US Metal Works: Approved to construct three new buildings east of 362<sup>nd<\/sup>\u00a0 These buildings are to be used for school bus maintenance and administrative purposes as well as facilities storage.<\/li>\n<li>Tractor Supply Company:\n<ul>\n<li>Partition final order completed on June 25.<\/li>\n<li>Scheduled to go before Planning Commission on July 30<sup>th <\/sup>\u2013 for design review, a conditional use permit and requested variances.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><u>Other large reviews being submitted soon<\/u>:<\/p>\n<ul>\n<li>McDonald\u2019s: Pre-application meeting is complete.\u00a0 We expect this $250K exterior remodel to go forward soon.\u00a0 Nothing from them this month, however.<\/li>\n<li>Regional coffee retailer: We have yet another pre-application meeting with another franchisee for the same retailer that is interested in developing the lot next to 7-Eleven.\u00a0 We are hopeful that the prospective developers can meet City code and ODOT standards. \u00a0However, the property has a challenging footprint for development, especially considering that their business model calls for locating a drive-thru on this irregular shaped lot. \u00a0Developer does seem to be working through the issues, and we anticipate that there will be more to report on this project soon.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/lot-spreadsheet2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-673\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/lot-spreadsheet2-1024x1020.png\" alt=\"\" width=\"584\" height=\"582\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/lot-spreadsheet2-1024x1020.png 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/lot-spreadsheet2-150x150.png 150w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/lot-spreadsheet2-300x300.png 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/lot-spreadsheet2-768x765.png 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/lot-spreadsheet2-301x300.png 301w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/lot-spreadsheet2.png 1248w\" sizes=\"auto, (max-width: 584px) 100vw, 584px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p><em><u>Internal projects<\/u><\/em>:<\/p>\n<ul>\n<li><u>Pleasant Street Master Plan<\/u>: Based on direction staff received from Council at the June 12<sup>th<\/sup> workshop, staff is postponing the completion of the Pleasant Street Master Plan. Staff is currently working on re-contracting with AECOM (the engineering firm for the project) to develop a new design for the Alt Avenue area, with design work beginning in August. The new design will not include a realignment of Alt Avenue.\u00a0 Instead, staff is creating a design that addresses the original realignment objectives:\n<ul>\n<li>to\u00a0improve safety at the Alt Avenue\/Shelley Avenue\/Proctor Boulevard intersection.<\/li>\n<li>to improve the pedestrian connection between Pleasant Street and Proctor Boulevard via Alt Avenue\u00a0within the existing Alt Avenue right-of-way.<\/li>\n<\/ul>\n<\/li>\n<li><u>Downtown Walkability Assessment<\/u>: A full report will be presented to City Council at the August 6<sup>th<\/sup> regular City Council meeting by our RARE.<\/li>\n<li><u>Fantasy Forest Murals<\/u>: A local artist named Karin Hoffman (Bliss Brush Studios) recently contacted us about putting a series of murals on the inverse side of the Fantasy Forest structure of where we installed murals several years ago.\u00a0 We paid for the materials and Ms. Hoffman donated the artistry and her time.\u00a0 The murals were installed on June 29<sup>th<\/sup>, and depict a nature scene inspired by Mount Hood and native plantings.\u00a0 They are an absolutely beautiful permanent addition to our park and play structure, and we are looking forward to working with Ms. Hoffman and other area artists to do similar art installations around the City in the future.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/fantasy-forest-murals.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-668\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/fantasy-forest-murals.jpg\" alt=\"\" width=\"800\" height=\"576\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/fantasy-forest-murals.jpg 800w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/fantasy-forest-murals-300x216.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/fantasy-forest-murals-768x553.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/fantasy-forest-murals-417x300.jpg 417w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/a><\/p>\n<ul>\n<li><u>Longest Day Parkway<\/u>: at the Longest Day Parkway event, planning staff held children&#8217;s and adult&#8217;s activities to gather information and desires of Sandy community members. \u00a0Surveys were taken to determine if the results from the 2013 Parks Survey are still applicable to the community&#8217;s vision for the City&#8217;s parks, and staff focused specifically on getting input directly from our school-aged community members to see what they wanted to see in our parks system.<\/li>\n<li><u>PetSafe Dog Park grant<\/u>: Planning staff has applied for a $5K PetSafe \u201cBark For Your Park\u201d grant to make improvements to the Sandy Bluff Dog Park.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Economic Development items:<br \/>\n<\/strong><strong>\u00a0<\/strong><\/p>\n<p><em><u>Commercial Properties (vacancies, new businesses, etc.)<\/u><\/em>:<\/p>\n<ul>\n<li><u>Sandlandia<\/u>: A second covered tent for outdoor dining has been submitted for and approved by Planning.\u00a0 Also, one of the carts is departing at the end of July.<\/li>\n<li><u>Joe\u2019s Donuts<\/u>: The roof of the building is now painted, and this completes the work for this project with one minor electrical issue still outstanding.\u00a0 We are currently calculating the reimbursement amount due to the Vargos and will pay them shortly.\u00a0 They are very happy with the results, and they recently thanked the City for \u201call of your support, because without it, we would not have done it.\u201d\u00a0 Our investment in this project will be in the neighborhood of $__K, and this allowed us to leverage almost $40K worth of repair work to this building that badly needed it and make a local institution very, very happy.<\/li>\n<li><u>Sandy restaurants<\/u>: I have spoken with several of Sandy\u2019s restaurant owners in the last month, and the overall consensus seems to be that business is pretty good right now.\u00a0 Probably a combination of Sandy\u2019s rapid growth, a booming economy\u2026.and considering the time of year it is, commercial air conditioning!\u00a0 Bonus points to the ownership group of the Tollgate Inn for adding the covered wagon and upgrades to the lounge \u2013 a very nice touch!<\/li>\n<li><u>Regional coffee chain<\/u>: We have a regional coffee chain that has been interested in Sandy for years that has taken concrete steps toward developing one of our downtown infill lots.\u00a0 The plan is still evolving, but the prospects for development look pretty good right now.\u00a0 Watch this space.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><em><u>Econ Devl &#8211; Internal Projects<\/u><\/em>:<\/p>\n<ul>\n<li><u>Downtown maintenance<\/u>:\n<ul>\n<li>We went ahead and removed ALL (8) defunct paper boxes from around the commercial areas of the entire City. These are all going to recycling shortly.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><a href=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/boxes-removed.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-664\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/boxes-removed-1024x768.jpg\" alt=\"\" width=\"584\" height=\"438\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/boxes-removed-1024x768.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/boxes-removed-300x225.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/boxes-removed-768x576.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2018\/07\/boxes-removed-400x300.jpg 400w\" sizes=\"auto, (max-width: 584px) 100vw, 584px\" \/><\/a><\/p>\n<ul>\n<li>Motivated by the Mountain Festival\u2019s arrival, we moved forward with the AntFarm contract for general downtown maintenance. There is a crew of 2-3 kids out working daily for now to do the following:\n<ul>\n<li>Remove weeds\/grass from sidewalks, curbs, pedestrian rights-of-way<\/li>\n<li>Remove new growth shoots from street tree wells and street trees<\/li>\n<li>General cleanup<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Moving forward with prep for small building demolitions over at Sandy Community Campus. The small annex building in front of the pool and the old patchwork brown play structure in the back of the pool are going away.\u00a0 Asbestos reports complete, utilities currently being disconnected from the buildings.\u00a0 We anticipate demolition sometime in late July or early August.<\/li>\n<\/ul>\n<ul>\n<li><u>Clackamas County Tourism\u2019s Community Partnership Program grant<\/u>: Moving forward on all fronts\u2026\n<ul>\n<li>Jonsrud Viewpoint: surveying work is complete and being processed now.\u00a0 An auto-turn report will be the next step, and \u201ccurb-shaving\u201d will be engaged as recommended by that report.<\/li>\n<li>Meinig Park Entry Arch: We received final design work and engineering on the arch from Tahran Architects this week.\u00a0 Will move forward with a scope of work and requests for bid soon.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><em><u>Econ Devl &#8211; Conferences\/training<\/u><\/em>:<\/p>\n<ul>\n<li>Nothing this month.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Planning items:\u00a0 Jacoby Heights Subdivision: \u00a0We received an application for a 31 lot subdivision at 19124 Jacoby and are in the process of reviewing it for completeness.
