{"id":734,"date":"2019-03-07T20:38:23","date_gmt":"2019-03-07T20:38:23","guid":{"rendered":"http:\/\/reports.cityofsandy.com\/planning\/?p=734"},"modified":"2019-03-07T20:38:23","modified_gmt":"2019-03-07T20:38:23","slug":"development-services-monthly-report-february-2019","status":"publish","type":"post","link":"https:\/\/reports.cityofsandy.com\/planning\/2019\/03\/07\/development-services-monthly-report-february-2019\/","title":{"rendered":"Development Services \u2013 Monthly Report \u2013 February 2019"},"content":{"rendered":"\n<p><strong>Quarterly Building Dept Report \u2013 Winter 2018\/2019:<\/strong><\/p>\n\n\n\n<p>The Residential building activity for\nWINTER 2019 has a bit slower than normal in part due to weather, and in part\ndue to the lack of available building lots.&nbsp;\nBut Commercial activity has been very busy.<\/p>\n\n\n\n<p>Residential construction includes 67\ncurrent residential dwelling permits &#8212; of which 45 are Townhomes.&nbsp; Palladian Group tops the list with 41 single\nfamily townhomes being constructed in Champion Village, and Tony Mills, of\nEdison Homes have 4 town houses under construction.&nbsp;&nbsp; The Zion Meadows subdivision are nearly all\nfilled.&nbsp; Raze Custom Homes, D.A Gray Richard\nHaggerty, and Matt Stott Construction have 14 homes currently under construction,\nor are ready to be finaled.&nbsp; And Colby\nCustom Construction, Levi Brotnov, Tom Orr Construction, SKS Construction, Ron\nHaggerty and Kelly-Speer Homes account for the other new homes being\nconstructed in Sandy city limits.<\/p>\n\n\n\n<p>COMPLETED COMMERCIAL PROJECTS:<\/p>\n\n\n\n<p>The newly remodeled Sandy Fire Station\nhas been fully occupied now for nearly a year; yet the Station still had a few\nunfinished items.&nbsp; (The Fire Station was\ngiven a temporary occupancy but did not receive the Formal Approval for\nOccupancy of Station was not given.)&nbsp;&nbsp;\nThe Building Department is happy to report that all of the remaining\nmechanical and building items were completed in February, and the formal\nCertificate of Occupancy was signed and issued by the Building Official.&nbsp;&nbsp; <\/p>\n\n\n\n<p>Notable commercial projects that were\ncompleted this winter include the new PNW TATTOO SHOP at 39400 Pioneer; the\n9-unit, Tupper Hill apartment building; and NEXT ADVENTURE\u2019s 2-story addition;\nand the remodeled PAOLA PIZZA BARN.&nbsp; Many\neager skiers and snow enthusiasts were happy to see that Next Adventure was\nopened in time for this 2018-2019 ski season.&nbsp;&nbsp;\nAnd all were happy to see Paola\u2019s Pizza Barn completed and re-opened\nafter a thorough cleaning and exhaustive remodel of the main level.&nbsp; The new management reopened the doors in time\nfor Valentine\u2019s Day and received many positive compliments and reviews from the\ncustomers. The new manager is hoping to open the upper levels to the public\nlater this year, after the stairs and exiting has been made compliant with\nOregon\u2019s fire\/life\/safety codes.&nbsp; <\/p>\n\n\n\n<p>CURRENT COMMERCIAL PROJECTS:<\/p>\n\n\n\n<p>Other current commercial projects\ninclude the 148-unit Sandy Place Apartment Complex on Sandy Heights; and the\n24-unit Cedar Ridge Apartments Project on Vista Loop.&nbsp;&nbsp; Cedar Ridge has completed the framing,\nroofing, and siding.&nbsp;&nbsp; Sandy Place\nApartments are pushing hard to open the first three apartment buildings and\ntheir community center by early April.&nbsp; <\/p>\n\n\n\n<p><strong>Planning items:<\/strong><\/p>\n\n\n\n<p>Dutch Bros:&nbsp; The proposed Dutch\nBrothers design review (18-057 DR\/CUP) was issued an incompleteness&nbsp;letter\non 2\/21\/19.&nbsp; This store will be built on\nthe vacant lot next to 7-Eleven if the project moves forward.<\/p>\n\n\n\n<p>Stowaway Mini Storage: Staff received a resubmittal from Stowaway Mini Storage\n(18-048 DR) and will meet with them again on 3\/4\/19 regarding submitted\ndocuments.<\/p>\n\n\n\n<p>Sign Code update:&nbsp; A future work session\nwith Council&nbsp;and Staff shall take place in the spring of 2019 regarding\nproposed updates to existing sign code regulations. &nbsp;Staff is meeting internally to discuss\nexisting and additional recommendations prior to scheduling work session.&nbsp;<\/p>\n\n\n\n<p>Scenic Street snowboarding school\/camp: Conditional use permit request\nnow deemed complete; Conditional Use hearing scheduled for March 19 PC meeting.\n<\/p>\n\n\n\n<p>Portland Community Church property:&nbsp;\nThe owners of this property, located between the Assembly of God Church and\nAvamere on McCormick Drive, have proposed a zone change from C-2 to R-2.&nbsp; Pre-application meeting occurred on March 6.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"777\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/03\/PCC-1024x777.jpg\" alt=\"\" class=\"wp-image-735\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/03\/PCC-1024x777.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/03\/PCC-300x228.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/03\/PCC-768x583.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/03\/PCC-395x300.jpg 395w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/03\/PCC.jpg 1106w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Ballot Measure 3-540: Staff resubmitted\nthe requirements needed to the&nbsp;Department&nbsp;of\nRevenue on 3\/1\/19 and are waiting for a response. &nbsp;Once staff has received a response they shall\nsubmit to the Secretary&nbsp;of State and County as the final steps.<\/p>\n\n\n\n<p>Bird Property (19124 Jacoby): Annexation application for this property was deemed\nincomplete.&nbsp; Still waiting on the\napplicant to provide additional information.<\/p>\n\n\n\n<p>Bloom Annexation:&nbsp; Case No. 18-026 ANN,\nBloom Annexation,&nbsp;has been granted an extension not to extend beyond May\n27, 2019 (245 days). &nbsp;The applicant&#8217;s\nrepresentative is working with Clackamas County to remove the existing historic\ndesignation(s) associated with the property&#8217;s structure before proceeding to\nPlanning Commission for consideration.<\/p>\n\n\n\n<p>Sandy Community Campus (SCC) replat:&nbsp;\nStaff has received the&nbsp;updated&nbsp;plans completed by the\ncontracted land surveyor for the proposed final plat of the Sandy Community\nCampus and Sandy Grade School campus. &nbsp;Staff\nwill complete an internal review of the plans to determine if they depict the\nintended outcome and proceed accordingly.&nbsp;<\/p>\n\n\n\n<p>Design Review:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>McDonald&#8217;s: Final Order for their exterior remodel (18-050 DR) was issued\non February 12.&nbsp;<\/li><li>Robert Mottice: Mr. Mottice submitted an appeal to the Planning\nCommission&#8217;s&nbsp;1\/28\/19 decision&nbsp;to deny the requested setback variance\nfor an RV storage&nbsp;structure on a residential&nbsp;property. Staff hopes to\nhave this appeal on the 4\/15\/19 council agenda.&nbsp;(18-051 VAR). <\/li><li>Fun Time RV: This business (18-030 DR)\nsubmitted additional information on 2\/7\/9 for consideration. Completeness check\nis planned for 3\/7\/19 if provided necessary payments are received&nbsp;by stated date.&nbsp;<\/li><li>Double Creek Condos modification: This 69-unit condominium\ncomplex modification is currently under Design Review.<\/li><li>Jacoby Heights subdivision:&nbsp; Continuation\nof the February 25 Planning Commission hearing will occur at the April 8<sup>th<\/sup>\nPC meeting (18-025 SUB\/VAR\/FSH\/TREE\/INT).<\/li><li>Center City Townhouses: An application for a tree variance has been submitted to move a\nrequired detention tree due to root damage.&nbsp;\nWill be heard at the January 28<sup>th<\/sup> Planning Commission\nmeeting.<\/li><li>Sandy Vault Storage: Staff has deemed this complete and has scheduled a Design\nReview hearing for the March 19<sup>th<\/sup> PC meeting. <\/li><\/ul>\n\n\n\n<p>Parks &amp; Trails Advisory Board:<\/p>\n\n\n\n<p>Parks &amp; Trails Advisory Board:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Sandy Parks Board and the Sandy City Council had a joint\nmeeting on February 27 to discuss a myriad of different issues including\nfees-in-lieu, SDCs, and future policy.<\/li><\/ul>\n\n\n\n<p><em>Internal\nprojects<\/em>:&nbsp;\n<\/p>\n\n\n\n<p>Internal changes\ncontinue here at City Hall on the Planning side of the building.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Bull Run Electric\u2019s work is completed and paid for, both for the Development Services side of the building and downstairs for IT.\u00a0 Next project: plumbing at City Hall.   Also, the repairs to the building\u2019s south wall (including a paint job for the entire building) will begin in March and hopefully end by May 31<sup>st<\/sup>. <\/li><\/ul>\n\n\n\n<p><strong><br>\nEconomic Development items:<\/strong><\/p>\n\n\n\n<p><em><br>\n<\/em><em>Econ Devl &#8211; Commercial\nProperties (vacancies, new businesses, etc.)<\/em>:<br>\n<br>\n<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Mt. Hood Impact Jiu Jitsu:&nbsp; This martial\narts studio has moved into the space that the hot tub store used to be in.&nbsp; This studio is currently owned and operated\nby Jose Rodriguez and will be the eastern-most franchise associated with Impact\nJiu Jitsu of Beaverton.&nbsp; Jose is\nconverting the space now, and they should be open in a matter of weeks.<\/li><li>Destination hotel discussion: Economic Development and Planning will be meeting\nwith Patrick Nofeld of Escape Lodging on March 7<sup>th<\/sup> for a general\ndiscussion.&nbsp; This is the same hotel group\nthat was looking at the land behind Johnson RV a few years ago.&nbsp; They are currently assessing the possibility\nof building a small hotel on the larger available lot next to Mt. Hood Athletic\nClub.<\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Internal Projects<\/em>:<br>\n<br>\n<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Special Service Contract Program: Letters to go out shortly to\nthe three recipients of this revolving grant.&nbsp;\nData collection reporting is required from these non-profits in order to\nget their final payment for year 2 of this program.<br>\n<br>\n<\/li><li>Downtown maintenance:<br>\n<br>\n<ul><li>AntFarm downtown maintenance crew:&nbsp;\nThis is in flux at the moment.&nbsp;\nTheir Outdoor Programs Manager is no longer with the organization, and\nthe first candidate to replace didn\u2019t make it through his first week.&nbsp; Nunpa is assuming responsibilities for this\nright now, but fortunately there won\u2019t be much to do until spring anyway.&nbsp; Also, we have signed a new contract with\nAntFarm for flower basket maintenance.<\/li><\/ul><ul><li>Derelict buildings &#8211; residential:&nbsp;\nWe received the final report from Dean Hoque of Axis for the maintenance\nneeded on the Pendergrass properties and asked them to suggest some deadlines\nfor us; should receive an answer in a week or two.&nbsp; Also waiting on the property owner to decide\nif she wants to rehab or demo the little garage.&nbsp; Owner of Lamb properties is standing by until\nwe figure that part out.&nbsp; Next step:\nputting the demolitions out to bid.<\/li><\/ul><ul><li>Derelict buildings \u2013 Smith Building:&nbsp;\nWork continues, but we have not heard from the owners in a while.&nbsp; I am currently scheduling calls to see where\nthey are at about finding a design professional to work with.&nbsp; Also:<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Waiting\n       for input from Parks Super\/PW Super to see if they can remove the old\n       light post out front or if we should hire a contractor to do it.&nbsp; Either is fine, but the former would\n       be faster and cheaper.<\/li><li>We\n       have ordered a decorative waste receptacle like the ones in front of\n       City Hall to install outside the Smith Building at the building owern\u2019s\n       request.&nbsp; Should be installed in\n       March.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Clackamas County Tourism\u2019s Community Partnership Program grant\nprojects:<br>\n<br>\n<ul><li>Jonsrud Viewpoint 2018: &nbsp;Complete!&nbsp; <\/li><\/ul><ul><li>Jonsrud Viewpoint 2019:&nbsp; Parks Board Chair\nKathleen Walker has submitted for a 2019 CPP grant to complete the\ntransformation of Jonsrud.&nbsp; She proposes\nto replace the interpretive signage and broken telescope, as well as make a\nnumber of needed cosmetic repairs.<\/li><\/ul><ul><li>Sandy Tourism Board: The STB will meet in March to discuss 2019 CPP applications\nand decide on what projects they would like to see move forward this year.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Conferences\/training<\/em>:<br>\n<br>\n<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Clackamas\nCounty Destination Sustainability Assessment Review&nbsp;and Action Planning Workshop\n(Feb 21):&nbsp; This day-long event was an\noutgrowth of the east Clackamas County tourism studio I requested about a year\nago.&nbsp; ClackCo Tourism gathered a bunch of\nstakeholders from this side of the county, including Timberline Lodge and some\nof the outdoor recreation retailers out here to discuss issues surrounding\ntourism and how to improve\/increase tourism out here without overloading\nourselves.&nbsp;
