{"id":738,"date":"2019-04-11T16:42:55","date_gmt":"2019-04-11T16:42:55","guid":{"rendered":"http:\/\/reports.cityofsandy.com\/planning\/?p=738"},"modified":"2019-04-11T18:24:28","modified_gmt":"2019-04-11T18:24:28","slug":"development-services-monthly-report-march-2019","status":"publish","type":"post","link":"https:\/\/reports.cityofsandy.com\/planning\/2019\/04\/11\/development-services-monthly-report-march-2019\/","title":{"rendered":"Development Services \u2013 Monthly Report \u2013 March 2019"},"content":{"rendered":"\n<p><strong>Planning items:<\/strong><\/p>\n\n\n\n<p>Dutch Bros (18-057 DR\/CUP): Design Review, Conditional Use and three variances are tentatively scheduled for the PC meeting on 4\/22.<\/p>\n\n\n\n<p>PGE Redevelopment (19-002): PGE resubmitted the necessary documents and a\ncompleteness letter is being drafted.&nbsp; Tentatively\nscheduled for the 5\/28\/19 Planning Commission hearing.&nbsp;<\/p>\n\n\n\n<p>Ruthhardt Properties Bull Run Building: A proposal for a new 12,000\nsquare foot building has been submitted for the Maiden property on Industrial Way.&nbsp; Current design shows 3 tenant spaces, and\nbuilding would be owned and anchored by a local electrical contracting company.<\/p>\n\n\n\n<p>Double Creek Condos modification: Modifications to this 69-unit\ncondominium complex modification have been approved.&nbsp; Final order issued April 4.<\/p>\n\n\n\n<p>Stowaway Mini Storage (18-048 DR): Design review was deemed complete on 3\/21.&nbsp; Planning Commission hearing date is TBD.<\/p>\n\n\n\n<p>Marshall Ridge Subdivision: &nbsp;Grading and utility work has started on Sandy\u2019s newest neighborhood.&nbsp; This subdivision is located off Bornstedt Road next to Zion Meadows and will have 37 single family homes when complete.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"867\" height=\"650\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/marshall-ridge.jpg\" alt=\"\" class=\"wp-image-741\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/marshall-ridge.jpg 867w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/marshall-ridge-300x225.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/marshall-ridge-768x576.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/marshall-ridge-400x300.jpg 400w\" sizes=\"auto, (max-width: 867px) 100vw, 867px\" \/><\/figure>\n\n\n\n<p>Scenic Street snowboarding school\/camp: Conditional use permit has been\napproved.&nbsp; Final order issued on March\n27. <\/p>\n\n\n\n<p>Sandy Vault Storage: This storage unit development has been approved.&nbsp; Final order for the development was issued on\nApril 4.<\/p>\n\n\n\n<p>Sign code: A future work session with Council&nbsp;and Staff shall take\nplace (spring potentially) regarding proposed updates to the existing sign code\nregulations. Staff is meeting internally to discuss existing and additional\nrecommendations prior to scheduling work session.&nbsp;<\/p>\n\n\n\n<p>Ballot Measure&nbsp;3-540:Staff is working with Firwood\nDesign to confirm the legal&nbsp;descriptions associated with the annexed\nparcels after&nbsp;receiving comments from the Department of Revenue.&nbsp;<\/p>\n\n\n\n<p>Bird Property Annexation (19124 Jacoby): Deemed complete, letter sent on April 9.  <\/p>\n\n\n\n<p>Bloom Annexation (18-026 ANN): Bloom Annexation,&nbsp;has been granted an\nextension not to extend beyond May 27, 2019 (245 days).&nbsp; <\/p>\n\n\n\n<p>Sandy Community Campus (SCC) replat:&nbsp;\nStaff has received the&nbsp;updated&nbsp;plans completed by the\ncontracted land surveyor for the proposed final plat of the Sandy Community\nCampus and Sandy Grade School campus. &nbsp;Staff\nhas also met with an OTSD facilities manager to discuss the placement on the\nproposed&nbsp;property lines.&nbsp;<\/p>\n\n\n\n<p><strong>Vacant Platted, Tentative Platted &amp; Expired Lots Report &#8211; 1st Quarter 2019<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/Vacant-Platted-Tentative-Platted-and-Expired-Lots-1st-Quarter-2019-1024x944.png\" alt=\"\" class=\"wp-image-746\" width=\"721\" height=\"661\" \/><\/figure>\n\n\n\n<p>We issued permits for 9 new single family residential structures (single&nbsp;family homes and row houses) over the past three months.&nbsp;<strong>We are still pretty much out of lots available for single family homes!&nbsp;<\/strong>On the plus side, the six lots in City Townhomes should be constructed this spring\/summer and the lots in Mt. View Ridge (38 lots) and Sandy Woods (43 lots) should be online for development in the first half of 2019. Marshall Ridge (37 lots) is also moving along quickly.<\/p>\n\n\n\n<p>You will receive the next&nbsp;update&nbsp;in July 2019.<\/p>\n\n\n\n<p>Design Review:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Mt. Hood Cigar (19-008 DR): We have issued an incompleteness\nletter regarding their proposal for a \u201csmoking shed\u201d that will conceptually\nfill two parking spaces in front of the store.<\/li><li>37918 Hamilton Ridge Drive (18-058 ADJ): This request to make\nadjustments to the rear and side setbacks to a residential deck is currently\nunder review.<\/li><li>Robert Mottice (18-051 VAR): Mr. Mottice\u2019s has appealed the Planning Commission&#8217;s&nbsp;1\/28\/19\ndecision&nbsp;to deny the requested setback variance for an RV storage&nbsp;structure\non a residential&nbsp;property to the City Council. &nbsp;This will be heard by Council at their\nscheduled 4\/15\/19 meeting. <\/li><li>Fun Time RV (18-030 DR): Deemed\ncomplete on 3\/5 and placed on the agenda for the PC meeting on 5\/28.&nbsp;<\/li><li>Jacoby Heights subdivision (18-025 SUB\/VAR\/FSH\/TREE\/INT):&nbsp; Approved at the April 8<sup>th<\/sup> Planning\nCommission <\/li><\/ul>\n\n\n\n<p>Parks &amp; Trails Advisory Board:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Sandy Parks Board had a meeting on March 27 and discussed\napplying for an OPRD grant for 2020 parks improvements, revising the Parks\nMaster Plan so we can explore restroom facilities in Bornstedt Park &amp; polling\ncitizens about their preferences for a shade structure there, future trails,\nand CPP funding for Jonsrud Viewpoint.<\/li><li>Ms. Walker\u2019s CPP grant application for a second round of\nimprovements to Jonsrud Viewpoint was partially funded.&nbsp; The Sandy Tourism Board and Clackamas County\nTourism approved $10,000 of funding for this project to pay for new\ninterpretive signage, a new telescope and new entry signage \u2013 all of these\nitems are well worn and definitely in need of replacement.&nbsp; <\/li><li>City staff met at the Bluff Dog Park to discuss potential upgrades\nto the existing park using the funds raised for upgrades and Sarah Richardson\nwill present some ideas and solicit for advisement from the Board at the April\nmeeting.&nbsp; <br>\n<br>\n<\/li><\/ul>\n\n\n\n<p><em>Internal projects<\/em>:&nbsp; <\/p>\n\n\n\n<p>City Hall is\ncurrently undergoing a series of exterior improvements to the building\nincluding the following work:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Siding\non the wall facing Meinig Park has failed.&nbsp;\nContractors are tearing existing siding and window trim off this wall,\nreplacing all windows (picture and slider), repairing flashing and improving\nframing where needed, installing proper weatherproofing, window trim and new\nHardie shingle siding.<\/li><li>Contractors\nalso discovered that the rock face on the ten rock wrapped columns around City\nHall is failing \u2013 we are in the process of getting proper quotes for a change\norder to replace this with new, properly installed rock wrap.<\/li><li>The\nentire building will be painted in a new color combination.&nbsp; This includes the roof.<\/li><li>Lighting\non the pedestrian path on the west side of the building will be replaced with\nenergy-efficient fixtures.<\/li><li>Many\nsmall improvements in the front of the building (repairing the wood work around\nthe vestibule windows, tinting the vestibule windows, power washing, etc.)<\/li><li>Repairing\nthe concrete entryway in front of both front doors.<\/li><\/ul>\n\n\n\n<p><strong><br>\n<\/strong><strong>Economic Development items:<\/strong><\/p>\n\n\n\n<p><em><br> Econ Devl &#8211; Commercial Properties (vacancies, new businesses, etc.)<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Mt. Hood Impact Jiu Jitsu:&nbsp; Mr. Rodriguez\u2019\ndojo is open and accepting new students. &nbsp;Already has 10 signed up.&nbsp; Welcome to Sandy, sir!<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"812\" height=\"521\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/impact.jpg\" alt=\"\" class=\"wp-image-742\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/impact.jpg 812w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/impact-300x192.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/impact-768x493.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/impact-468x300.jpg 468w\" sizes=\"auto, (max-width: 812px) 100vw, 812px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>Beauty Room of Sandy (formerly Passion Family Hair Care):&nbsp; This new salon takes the place of Passion Family Hair Care in the unit next door to the Sandy Area Chamber of Commerce.&nbsp; Proprietor Sarah Chavez is a Sandy resident.<\/li><li>Rene\u2019s Lucky Finds:&nbsp; This new second hand store in the building next door to City Hall (Mills Building) is now open to the public.&nbsp; They will be hosting an open house on May 4th from 10-7 (their regular hours) with the Sandy Area Chamber of Commerce hosting a ribbon cutting at noon.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"559\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/rene-1024x559.jpg\" alt=\"\" class=\"wp-image-743\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/rene-1024x559.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/rene-300x164.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/rene-768x419.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/04\/rene-500x273.jpg 500w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><em>Econ Devl \u2013 Internal Projects<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Special Service Contract Program: &nbsp;Final payments are processing for the second year of this biennial program.&nbsp; City Manager\u2019s office, Finance &amp; Development Services will be meeting in April to discuss changes to the program for the 2019-2021 biennium, including:<ul><li>Reviewing 17-19 results \u2013 are these the results that Council wants to see?<\/li><li>How can we improve the program rules and guidelines to more accurately       produce the results Council is expecting?<\/li><li>Reaching out to <strong>all <\/strong>non-profits interested in the program.<\/li><li>Improving the financial auditing process for this grant to ensure that the funds       City Council has allocated for this program are being spent appropriately.      <br>       <\/li><\/ul><\/li><li>Downtown maintenance:<br> <ul><li>Derelict buildings &#8211; residential:&nbsp; The Pendergrass family properties will be rehabbed.&nbsp; Paula Sorenson has decided to bring both the apartment and the stand-alone garage into compliance with City building code. &nbsp;She has gone through the appropriate steps with Axis Design and has an arrangement with an unknown contractor to do the work. We have received mixed signals from the owner of the Lamb properties of late regarding demolitions and are in the process of consulting with our city attorney on next steps.<\/li><li>Derelict buildings \u2013 Smith Building:&nbsp; Work continues, but we have not heard from the owners in a while.&nbsp; I am currently scheduling calls to see where they are at about finding a design professional to work with.&nbsp; Also:<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Now  waiting on a quote from Neilson Construction to remove and dispose of        the old light post out front of the Smith Building.&nbsp; PW crew was not comfortable with removing  it, so we will contract it out.<\/li><li>The  decorative waste receptacle was received and installed in between the Gateway Pub and the Smith Building.&nbsp; Also added to regular trash pickup for downtown.&nbsp; Thanks to Parks Super Joe Preston for the installation.<\/li><\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><em>Econ Devl \u2013 Conferences\/training<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Nothing\nin March, but I will have many entries here in the coming months\u2026<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Planning items: Dutch Bros (18-057 DR\/CUP): Design Review, Conditional Use and three variances are tentatively scheduled for the PC meeting on 4\/22.
