Staff has met several times to discuss existing and additional\nrecommendations and will pass the recommendations to City attorney prior to\nscheduling a work session.&nbsp;<\/p>\n\n\n\n<p>Eagle Park improvements (19-009 DR):&nbsp;\nReview on this project should be issued in mid-June.<\/p>\n\n\n\n<p>Scenic Street (old Mt. Hood Hospice site): Staff had a pre-app in\nlate May for a new senior residence\/memory care facility.<\/p>\n\n\n\n<p>Mt. Hood Cigar (19-008 DR):&nbsp; This application\nfor a smoking shed in the parking lot has been deemed incomplete.<\/p>\n\n\n\n<p>Bloom Annexation (18-026 ANN): Case No. 18-026 ANN,\nBloom Annexation,&nbsp;scheduled to be on the July 22, 2019 Planning Commission\nagenda.<\/p>\n\n\n\n<p>Sandy Community Campus (SCC) replat:&nbsp;\nJordan Wheeler to speak with OTSD representative regarding the placement\nof the fence, potential easements and land exchanges prior to final plat.<\/p>\n\n\n\n<p><strong>Design Review:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>McDonald\u2019s (19-105 VAR): This is for a variance relating to parapet height \u2013 should be\nissued in mid-June.<\/li><li>Space Age Fueling Station (19-012 DR): This application has been\ndeemed incomplete.<\/li><li>Dutch Bros (18-057 DR\/CUP): Design Review, Conditional Use and three\nvariances for this project were continued to the PC meeting on 6\/24.<\/li><li>Stowaway Mini Storage (18-048 DR): At the 6\/10 PC meeting, this was continued to the\nJuly 22 PC meeting.<\/li><li>PGE Redevelopment (19-002): This was deemed complete on 6\/4 and tentatively\nscheduled for the August 26 PC meeting.&nbsp;<\/li><li>Fun Time RV (18-030 DR): At the\nPC meeting on 5\/28, this was continued to the August 26 PC\nmeeting.<\/li><li>Jacoby Heights subdivision (18-025 SUB\/VAR\/FSH\/TREE\/INT):&nbsp; Final order on this project was issued.<\/li><li>Bird Property Annexation (18-034 ANN): Scheduled for the July 15<sup>th<\/sup>\nCouncil meeting.<\/li><li>Trillium Machine (19-017 DR\/VAR): This company submitted an\napplication for a new building located at 36535 Industrial Way on June 4.<\/li><\/ul>\n\n\n\n<p><strong>Parks &amp; Trails Advisory\nBoard:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>An RFP for the creation of a City of Sandy Parks Master Plan was\nposted back in May.&nbsp; Responses are due on\nJune 28<sup>th<\/sup>.<\/li><li>We are in the process of drafting an RFP for shade structures\nrequested for Sandy Bluff Park and Bornstedt Park.<\/li><li>At their June 12<sup>th<\/sup> meeting, the Parks and Trails\nAdvisory Board reviewed and discussed board policies and welcomed Recreation\nManager Sarah Richardson as their new staff liaison.<\/li><\/ul>\n\n\n\n<p><em><strong>Internal projects<\/strong><\/em><strong>:&nbsp; <\/strong><\/p>\n\n\n\n<p>City Hall\nRemodel: City Hall is currently undergoing a series of exterior improvements to\nthe building \u2013 current status is as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>All\nwindows on the second story have been replaced.&nbsp;\nAll siding that needed to be replaced has been replaced except for a\nsmall section on the west side of the building (see below).<\/li><li>Masonry work is now completed on the ten exterior\ncolumns.&nbsp; Special thanks to the brothers\nat Schaffer Masonry of Oregon City for their quick and professional work. <\/li><li>Paint has been completed on the back of the building.&nbsp; Some of the front has also been completed,\nbut we have been waiting for the remainder of the siding work on the roof to be\ncompleted before the painters come back.&nbsp;\nPaint colors are Vinal Haven (base) and Codman Claret (trim)<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"497\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-remodel-1024x497.jpg\" alt=\"\" class=\"wp-image-763\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-remodel-1024x497.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-remodel-300x145.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-remodel-768x372.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-remodel-500x242.jpg 500w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-remodel.jpg 1431w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>We were able to find a structural engineer to do the engineering for the City Recorder\u2019s window and received the engineering work as I was typing this.\u00a0 The final change order for this job will be to add that window, remove the window to the data room on the west side of the building (replace with siding \u2013 removing a security risk) and replace the siding on that data room wall with Hardi shingle (currently has T-111, which is no longer allowed in the C-1 zone).<\/li><li>Concrete skim coat contractor will begin work on June 21<sup>st<\/sup> to repair the entrance to the building.<\/li><li>We are now almost ready to move on to the next phase of this project and request bids to replace the entirety of the plumbing in the building.\u00a0 \u00a0Bids for this phase shall be due in late July.<\/li><\/ul>\n\n\n\n<p><strong><br>Economic Development items:<\/strong><\/p>\n\n\n\n<p><em>Econ Devl &#8211; Commercial Properties (vacancies, new businesses, etc.)<\/em>:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Maiden complex: <ul><li>Mr. Maiden\u2019s plans for an exterior upgrade to his buildings as part of a zone change are being reviewed and are anticipated to be largely accepted.<\/li><li>Mr. Maiden is also converting the old foundry into two leasable spaces: one 1,600 SF office space and one 3,000 SF general purpose space.\u00a0 We anticipate both to be available sometime in June.<\/li><li>A new sign business moved into the last currently available space in this complex.\u00a0 Garo Signs moved here from the Clackamas Industrial corridor in May and seems to be a couple of younger fellows that create a variety of smaller commercial signs for businesses.\u00a0 They also operate a business called Mt. Hood RV Rentals out of this location. <\/li><\/ul><\/li><li>Tee Building (38888 Pioneer Blvd):\u00a0 This building has seen some activity now that the pawn shop has left.\u00a0 A self-described \u201cconvenience store\u201d business that has leased the right side of the building from Ms. Tee since the carpet shop moved out is now leasing both sides of the building.\u00a0 We have seen activity inside the building lately, but the interior seems no closer to housing a retail establishment than it was six months ago.\u00a0 More to come (hopefully\u2026)<br> <\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Internal Projects<\/em>:<br><\/p>\n\n\n\n<p>Downtown maintenance:<br><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"498\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-planter-1024x498.jpg\" alt=\"\" class=\"wp-image-764\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-planter-1024x498.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-planter-300x146.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-planter-768x373.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-planter-500x243.jpg 500w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/City-Hall-planter.jpg 1105w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>Flower baskets: Flower baskets and summer plantings in the planters have both been installed and look particularly good this year.\u00a0 AntFarm has been watering as      per usual.<ul><li>In  addition to the flower baskets this year, we have contracted with       Cedarglen Floral to do a couple of minor upgrades in preparation for Mtn       Festival \u2013 patches of colored annuals have been installed at both       downtown entry islands, and the primary flower bed in front of City Hall       has been reconfigured and improved.<\/li><li>We should also see some substantial cleanup on Proctor Boulevard during       mid-June as we have given AntFarm\u2019s outdoor manager a list of cleanup       items we\u2019d like to see.<\/li><li>We have added three blue recycle bins for deposit containers in the downtown (bus terminal, library, bus stop at Walgreen\u2019s), and have a signed       contract with AntFarm for maintenance and emptying.\u00a0 They empty these things once a week free of charge in exchange for the cans &amp; bottles.<\/li><\/ul><\/li><\/ul>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/06\/recycle-bin.jpg\" alt=\"\" class=\"wp-image-765\" width=\"177\" height=\"324\" \/><\/figure><\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Derelict buildings &#8211; residential:\u00a0 <ul><li>We have a dialog going on with the owner of the Pendergrass properties       regarding the rehab of those two buildings and are currently waiting on a       completed rehab report from Axis Design of Gresham. <\/li><li>We have not heard from the owner of the Lamb properties since they told us       they were no longer participating in the process back in April.\u00a0 We are currently waiting to consult with legal counsel to determine next steps.<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Derelict buildings \u2013 Smith Building:\u00a0 This project is stalling out because of a deteriorating relationship between the two building owners.\u00a0 We are reluctant to get in the middle of this growing dispute and are discussing internally what to do next.\u00a0 Fortunately, they have gotten almost every identified issue with the building corrected except the paint.\u00a0 <\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Conferences\/training<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Nothing\nin May 2019.&nbsp;
