{"id":773,"date":"2019-07-22T20:08:22","date_gmt":"2019-07-22T20:08:22","guid":{"rendered":"http:\/\/reports.cityofsandy.com\/planning\/?p=773"},"modified":"2019-07-22T20:08:22","modified_gmt":"2019-07-22T20:08:22","slug":"development-services-monthly-report-june-2019","status":"publish","type":"post","link":"https:\/\/reports.cityofsandy.com\/planning\/2019\/07\/22\/development-services-monthly-report-june-2019\/","title":{"rendered":"Development Services \u2013 Monthly Report \u2013 June 2019"},"content":{"rendered":"\n<p><strong>Planning items:<\/strong><\/p>\n\n\n\n<p>Ballot Measure&nbsp;3-540:Staff is still working with\nFirwood Design to confirm the legal&nbsp;descriptions associated with the\nannexed parcels after&nbsp;receiving comments from the Department of\nRevenue.&nbsp;<\/p>\n\n\n\n<p>Sign code: A future work session with Council&nbsp;and Staff shall take\nplace (autumn potentially) regarding proposed updates to the existing sign code\nregulations. Staff has met several times to discuss existing and additional\nrecommendations and will pass the recommendations to City attorney prior to\nscheduling a work session.&nbsp;<\/p>\n\n\n\n<p>Eagle Park improvements (19-009 DR):&nbsp;\nReview on this project should be issued in mid-June.<\/p>\n\n\n\n<p>Scenic Street (old Mt. Hood Hospice site): Staff had a pre-app in\nlate May for a new senior residence\/memory care facility.<\/p>\n\n\n\n<p>Bloom Annexation (18-026 ANN): Scheduled&nbsp;for the\n7\/22\/19 Planning Commission meeting. Once&nbsp;Planning Commission&nbsp;renders their&nbsp;recommendation the case\nwill be scheduled to be heard by City Council.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Sandy Community Campus (SCC) replat:&nbsp;\nCity Manager in communication with OTSD to\ndetermine location of fence and proposed land entitlements. OTSD is considering\na renovation to the existing Sandy Grade School campus which may affect the\ndesired placement of the fencing.&nbsp;&nbsp;<strong><\/strong><\/p>\n\n\n\n<p><strong>Platted Lots through Q2:<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"971\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/07\/platted_lots_Q2-1024x971.png\" alt=\"\" class=\"wp-image-770\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/07\/platted_lots_Q2-1024x971.png 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/07\/platted_lots_Q2-300x284.png 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/07\/platted_lots_Q2-768x728.png 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/07\/platted_lots_Q2-316x300.png 316w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/07\/platted_lots_Q2.png 1190w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Attached is an&nbsp;updated&nbsp;platted&nbsp;and\ntentative&nbsp;platted&nbsp;lots&nbsp;list through June 30, 2019.&nbsp; Two new\nsubdivisions were recently platted, Sandy Woods and Mt. View Ridge, which added\n81 available lots for single family homes. We issued a model home permit in\nSandy Woods prior to June 30th and since then have issued numerous other\npermits in those two subdivisions.&nbsp;Now that we have more lots available\nfor development, we are getting a number of house permits submitted.&nbsp;Marshall\nRidge (37 lots) and City Center Townhomes (6 lots) should be platted in the\nnext few months.<\/p>\n\n\n\n<p>You will receive the next&nbsp;update&nbsp;in\nOctober 2019.<strong><\/strong><\/p>\n\n\n\n<p><strong>Design Review:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Tractor Supply Company shed addition: (19-022 DR) applied for a\ndesign review for a shed on the site of the primary use however no plans were\nsubmitted. &nbsp;Staff intends to deem the\napplication incomplete should plans not be submitted within 30 days of\nreceiving the initial application (6\/27\/19). <\/li><li>Dutch Bros: (18-057 DR\/CUP) Design Review, Conditional\nUse and Variances (3) was approved at the 6\/24\/19 Planning Commission meeting.\nStaff is in the process of completing a Final Order and predicts it will be\ncomplete the week of July 15-19th.<\/li><li>Stowaway Mini Storage (18-048 DR): At the 6\/10 PC meeting, this was continued to the\nJuly 22 PC meeting.<\/li><li>PGE Redevelopment (19-002): This was deemed complete on 6\/4 and tentatively\nscheduled for the August 26 PC meeting.&nbsp;<\/li><li>Fun Time RV (18-030 DR): (18-030 DR) was continued at the 5\/28\/19 Planning Commission\nmeeting to August 26, 2019. Staff has since met with the applicant&nbsp;and\ntheir representative to discuss the proposal.<\/li><li>Bird Property Annexation (18-034 ANN): Scheduled for the July 15<sup>th<\/sup>\nCouncil meeting.<\/li><li>Trillium Machine: (19-017) proposes to build a second\nstructure on their site located at&nbsp;36535\nINDUSTRIAL WAY. The application was deemed incomplete&nbsp;on June 20, 2019.&nbsp;&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>Internal projects:\u00a0 <\/strong><\/p>\n\n\n\n<p>City Hall\nRemodel: City Hall is currently undergoing a series of exterior improvements to\nthe building \u2013 current status is as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>This\nproject is mostly completed.&nbsp; Only clean\nup work remains at this point.<ul><li>Paint\nhas been completed \u2013 note that the metal railings at the front of City Hall\nwere painted in the trim color as well.<\/li><\/ul><ul><li>City\nRecorder\u2019s window will be completed on Saturday, July 27.&nbsp; This should be the final work needed to\ncomplete this project.<\/li><\/ul><ul><li>The\nwindow on the west wall of the downstairs data room has been removed and\nreplaced with lap siding.&nbsp; This was done to\nimprove security to the data room.<\/li><\/ul><\/li><li>Concrete\nskim coat for the entry to City Hall is now complete.<\/li><li>We\nare now waiting on bids to replace the plumbing in the building.&nbsp; &nbsp;Bids\nfor this phase shall be due in late July.&nbsp;\nThis should be the final City Hall urban renewal project for 2019.<\/li><\/ul>\n\n\n\n<p><strong>Economic Development items:<\/strong><\/p>\n\n\n\n<p><em><br> Econ Devl &#8211; Commercial Properties (vacancies, new businesses, etc.)<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>AntFarm Youth Services: &nbsp;There has been talk\nlately of AFYS starting to think about additional space.&nbsp; They are aware that the Leathers lot that\ncurrently houses their Outdoor Programs is likely to develop before too much longer,\nand would also like to move their current offices out of the caf\u00e9 space to\nallow that entity to grow as well.&nbsp; Nunpa\nhas expressed some interest, if any space ultimately becomes available, in\nlooking at space at the Sandy Community Campus \u2013 he would be interested in a long-term\nlease for some office space at the very least.&nbsp;\nThe first floor of the Bunker Building would work, as would any new\nspace that might get built in the future.&nbsp;\nHe would like the City of Sandy to keep him in mind as we think about\ndeveloping this space in the near future.<br>\n<br>\n<\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Internal Projects<\/em>:<br><\/p>\n\n\n\n<p>Downtown maintenance:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Although the blue recycle bins are accumulating some trash, they\nare also being used for their intended purpose as well. &nbsp;AntFarm is emptying the bins regularly<\/li><li>Cleanup on Proctor Blvd: the AntFarm crew is completed with the\nfirst downtown cleanup project we have engaged them in.&nbsp; We had them weed and cleanup about a half\ndozen planter strip and sidewalk sections including some pretty bad ones at\nBrady\u2019s Brats &amp; Burgers, the Chariteas Building and the Clackamas County\noffices.&nbsp; Also had them remove sod in a\ncouple of overgrown planter strips and replace with barkdust.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Derelict buildings &#8211; residential:\u00a0 <ul><li>One of the Pendergrass properties (the small garage directly behind Meadowlark Ski) has been approved for demolition.\u00a0 Konell Construction has already pulled the demolition permit, so look for this structure to be gone within the next week or two.<\/li><li>After the recent discussion with Council, we seem to be back on track with the Lamb demolitions.\u00a0 Jordan was able to get in touch with Mr. Lamb directly, and he agreed to comply with the City-led demolition process.\u00a0 The scope of work for the demolition is complete &#8211; we are waiting for Mr. Doughman to draft a letter committing him to this process for him to sign before we move forward with the bid process.\u00a0 <\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Derelict buildings \u2013 Smith Building:\u00a0 This project has stalled out because of a deteriorating relationship between the two building owners.\u00a0 We are reluctant to get in the middle of this growing dispute, and we note that most of the \u201cnuisance issues\u201d at the building have been corrected.\u00a0 The cost of properly prepping and painting the building is going to be extremely high for the owners as the building is registered as historic and the paint is almost certainly lead-based. \u00a0Considering the condition of the building and the fact that it is probably not able to be occupied in its current condition, staff is reassessing our path here.<\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Conferences\/training<\/em>:<br>\n<br>\n<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>June\n5: Building in Oregon \u2013 an OEDA certification class (Cottage Grove, OR)<\/li><li>June 7:\nOEDA Summer Conference (Cottage Grove, OR)<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Planning items: Ballot Measure&nbsp;3-540:Staff is still working with Firwood Design to confirm the legal&nbsp;descriptions associated with the annexed parcels after&nbsp;receiving comments from the Department of Revenue.&nbsp;
