{"id":776,"date":"2019-08-08T01:25:30","date_gmt":"2019-08-08T01:25:30","guid":{"rendered":"http:\/\/reports.cityofsandy.com\/planning\/?p=776"},"modified":"2019-08-08T01:25:30","modified_gmt":"2019-08-08T01:25:30","slug":"development-services-monthly-report-july-2019","status":"publish","type":"post","link":"https:\/\/reports.cityofsandy.com\/planning\/2019\/08\/08\/development-services-monthly-report-july-2019\/","title":{"rendered":"Development Services \u2013 Monthly Report \u2013 July 2019"},"content":{"rendered":"\n<p><strong>Planning items:<\/strong><\/p>\n\n\n\n<p>Tree code\n(19-020 DCA): Staff is in the process of drafting major\nrevisions to our tree code \u2013 the revisions are extensive enough that we will\nlikely \u201crepeal and replace\u201d the entire code section.<\/p>\n\n\n\n<p>Sign code: Staff\n(Associate Planner James Cramer and Economic Manager David Snider) shall\ncomplete an initial meeting with City Council representative to update findings\nfor a future formal workshop with all of Council.<\/p>\n\n\n\n<p>Eagle Park improvements (19-009 DR):&nbsp; Fa\u00e7ade improvements issued June 19<sup>th<\/sup><sup><\/sup><\/p>\n\n\n\n<p>Space Age Fueling Station (19-012 DR): Undergoing\nsecond review for completeness.<\/p>\n\n\n\n<p>Scenic Street (19-027 CUP): Staff\nhad a pre-app in late May for a new senior residence\/memory care facility at\nthe old Mt. Hood Hospice site n Scenic Street.<\/p>\n\n\n\n<p>Mt. Hood Cigar (19-008 DR): Application\nfor the smoking shed in their parking lot has been deemed incomplete.<\/p>\n\n\n\n<p>Bloom Annexation (18-026\nANN): At the 7\/22\/19 Planning Commission meeting\nit was voted to pass the request to City Council&nbsp;with the&nbsp;recommendation&nbsp;for approval with four (4) conditions.&nbsp;<\/p>\n\n\n\n<p><strong>Design\nReview:<\/strong><strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Tractor\nSupply Company shed addition:\n(19-022 DR) applied for a design review for a shed on the site of the primary\nuse however no plans were submitted. &nbsp;Staff\nintends to deem the application incomplete should plans not be submitted within\n30 days of receiving the initial application (6\/27\/19). <\/li><li>Bailey\nMeadows Subdivision (19-023 SUB\/VAR): &nbsp;This proposed 100 lot subdivision by Ponder\nLane has been deemed incomplete.<\/li><li>McDonald\u2019s\n(19-015 VAR): Variance for parapet height\napproved and issued June 18.<\/li><li>Dutch Bros (18-057 DR\/CUP): Design Review, Conditional Use and\nVariances (3) was approved at the 6\/24\/19 Planning Commission meeting and a\nFinal Order was completed 7\/22\/19. <\/li><li>Stowaway Mini Storage (18-048 DR): approved\nat the 7\/22\/19 Planning Commission meeting and a Final Order should be\ncompleted the week of 8\/5\/19.<\/li><li>PGE Redevelopment (19-002): This is tentatively\nscheduled for the 8\/26\/19 Planning Commission meeting \u2013 however, the applicant\nexpressed interest in postponing to a later date.<\/li><li>Fun\nTime RV (18-030 DR): On\nthe agenda for the 8\/26\/19 Planning Commission meeting.&nbsp;<\/li><li>Trillium Machine: (19-017) Deemed incomplete on\n8\/20\/19.&nbsp;&nbsp;&nbsp;<\/li><li>US\nMetal Works (19-026 MOD):\nRequested a modification to the approved site plan to increase parking and\ndecrease the SF of Building C. <\/li><li>Jewelberry\nMeadows (19-018 SUB): This\nis a proposed 20 lot subdivision west of Sandy Bluff 5 and Jewelberry Ave. was\nsubmitted 7\/5\/19, deemed incomplete 7\/26\/19 and resubmitted 8\/2\/19. <\/li><\/ul>\n\n\n\n<p><em><strong>Internal projects<\/strong><\/em><strong>:&nbsp; <\/strong><\/p>\n\n\n\n<p>City Hall\nRemodel: City Hall is currently undergoing a series of exterior improvements to\nthe building \u2013 current status is as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>This project is basically completed.&nbsp; Remaining work is comprised of a small amount\nof trim painting, replacing the blinds in the conference room, painting a\ncouple of windowsills and completing the trim work around Karey\u2019s window.&nbsp; All of this should be completed before our\nnext department report.<\/li><li>Our first round of bidding\nfor the replacement of the plumbing in City Hall resulted in zero qualified\nbids out of four contractors stating interest.&nbsp;\nWe are going to go out for a second round of bids shortly and will\nengage a minimum of five larger contractors from around the greater Portland\nmetro area.<\/li><\/ul>\n\n\n\n<p><strong><br>\n<\/strong><strong>Economic Development items:<\/strong><\/p>\n\n\n\n<p><em> Econ Devl &#8211; Commercial Properties (vacancies, new businesses, etc.)<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>New restaurant at the Chariteas\nsite:&nbsp; I have been working for several\nmonths now with a local couple that has recently purchased this building and is\ninterest in developing it into a full-service restaurant.&nbsp; They currently own a successful crepe\nrestaurant in NW Portland and would like to turn this site into their second\nlocation.&nbsp; The concept is to serve\ncrepes, both sweet and savory, along with a strong beer, wine and cocktail list\nto create a good \u201cdate-night\u201d place for the community.&nbsp; I have gotten them started with a max TI\ngrant project to add a hood, grease trap, bar and second bathroom on the\ninterior, and also plan to simultaneously do a fa\u00e7ade project with them to\npaint the building, repair the gutters and the front railings and possibly improve\nADA access a bit.<\/li><li>Ascent Physical Therapy: This new\nbusiness has moved into the north end of Mr. Picking\u2019s building across the\nstreet from City Hall.&nbsp; This is a\nstandard physical therapy office.<br>\n<br>\n<\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Internal Projects<\/em>:<br><\/p>\n\n\n\n<p>Downtown\nmaintenance:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Cleanup on\nPioneer Blvd: We have contracted again with the AntFarm crew to engage in a\nsecond round of clean-up items downtown.&nbsp;\nRound Two will include weeding in the landscaping areas around Mad Dogz\nHobbies and Sandlandia, and the removal of a dead spruce bush at Dairy Queen.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/08\/20190807_181324-1024x536.jpg\" alt=\"\" class=\"wp-image-777\" width=\"682\" height=\"356\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/08\/20190807_181324-1024x536.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/08\/20190807_181324-300x157.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/08\/20190807_181324-768x402.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/08\/20190807_181324-500x262.jpg 500w\" sizes=\"auto, (max-width: 682px) 100vw, 682px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>Mural restoration: Two of Sandy\u2019s\ndowntown murals are undergoing restoration at the moment.&nbsp; The mural at Ace Hardware is being restored\nby volunteers from the Sandy Arts Commission \u2013 special thanks to Commissioners <strong>Becky\nHawley<\/strong> and <strong>Pamela Smithstead<\/strong> for taking the initiative to get this\nmural cleaned up.&nbsp; The mural on the back\nof the Mountain Moka Building is being restored by the original artist, Lee Lauritzen,\nand his son Craig.<\/li><li>Mountain Days:<ul><li>Music Fair\nand Feast:&nbsp; The Sandy Area Chamber of Commerce\nhad a pretty good turnout this year at MF&amp;F and improved on last year\u2019s\nfundraising totals.&nbsp; A few issues with a\nlocal food vendor, but otherwise problem free.<\/li><\/ul><ul><li>Fun\nCenter: &nbsp;Nunpa reports that the\ncarnival vendors were amazing this year \u2013 there were no security issues\nreported, the site was meticulously cleaned after the event and they even made\na $500 donation to AFYS.&nbsp; Excellent work\nall around.<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Derelict\n     buildings &#8211; residential:&nbsp;\n     <br>\n     <br>\n     <ul><li>Pendergrass: The small garage directly behind Meadowlark Ski will\n      be removed prior to our next department report.&nbsp; Konell has pulled the demo permit and should\n      get started literally any day now.&nbsp;\n      The tree on this lot will also be removed by AntFarm Youth\n      Services as a courtesy to the City and the landowner.<\/li><li>Lamb: Mr. Doughman has drafted a contract committing Mr. Lamb\n      to the demolition of these three structures in return for City\n      reimbursement of 50% of demolition costs of his two structures in the C-1\n      zone.&nbsp; We forwarded this contract\n      as well as a complete scope of work for the project to Mr. Lamb on July\n      25<sup>th<\/sup>.&nbsp; Mr. Lamb has not\n      returned the contract with his signature as of this writing and has not\n      responded to an inquiry sent to him and Ms. Glenn on August 5<sup>th<\/sup>.&nbsp; A second attempt to contact him will be\n      made on August 7<sup>th<\/sup>.<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Derelict\n     buildings \u2013 Smith Building:&nbsp;\n     This project is currently stalled, but the building owners are engaged\n     with our elected officials at the moment and looking at all options.&nbsp; We have informed the building owners\n     that the City of Sandy will engage with a surface restoration expert at\n     our own cost to determine next steps here \u2013 we have requested a report\n     from Dao Architecture in Portland detailing the appropriate steps to take\n     to halt degradation of the building surface and suggesting an appropriate\n     method to restore surface paint. &nbsp;We\n     are aware that this report\u2019s findings may suggest solutions that place an\n     undue financial burden on the building owners, and staff may adjust our\n     approach with them as appropriate.&nbsp;\n     This should take about a month, as Dao has some current deadlines\n     they have to meet before they can get started on this project.<\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013\nConferences\/training<\/em>:<br>\n<br>\n<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Nothing\nin July<\/li><\/ul>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Planning items: Tree code (19-020 DCA): Staff is in the process of drafting major revisions to our tree code \u2013 the revisions are extensive enough that we will likely \u201crepeal and replace\u201d the entire code section.
