Staff is working on\nthe revisions now. <\/p>\n\n\n\n<p>Sign code: Staff shall\ncomplete an initial meeting with City Council representatives to update\nfindings for a future formal workshop with all of Council.&nbsp; Staff is almost complete with code review and\nwill be available to meet with Councilor Pietzold and Mayor Pulliam shortly.<\/p>\n\n\n\n<p>Space Age Fueling Station (19-012 DR): Waiting\nfor comments from the transportation related agencies before drafting final\norder.<\/p>\n\n\n\n<p>Scenic Street (19-027 CUP): Staff has\ndeemed this application incomplete.<\/p>\n\n\n\n<p>Bloom Annexation&nbsp;(Case No. 18-026\nANN): City&nbsp;Council&nbsp;approved Ord. 2019-16&nbsp;approving the\nproposed&nbsp;annexation.&nbsp;<\/p>\n\n\n\n<p><strong>Design\nReview:<\/strong><strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Tractor\nSupply Company shed addition:\n(19-022 DR) Final order issued August 15. <\/li><li>Cashatt Duplex (19-028 DR\/CUP): Applied for a conditional use permit to have a duplex\nwithin a C-1 zoned property (located on Pleasant St.)<\/li><li>Bailey\nMeadows Subdivision (19-023 SUB\/VAR):&nbsp; We are waiting on the applicants for this\nproposed 100 lot subdivision by Ponder Lane to send hard copies so we can send\nthem out for agency review and neighbor notice.<\/li><li>Dutch Bros (18-057 DR\/CUP): A Final Order was completed\n7\/22\/19. &nbsp;This site is clear to begin\ndeveloping.<\/li><li>Fun&nbsp;Time&nbsp;RV (18-030 DR): Planning commission approved the\nConditional Use for outside display and storage of merchandise for the entire\nsite and Special variance to eliminate the required building at the 8\/26\/19\nmeeting.&nbsp;<\/li><li>Trillium Machine: (19-017) Deemed incomplete on\n8\/20\/19.&nbsp;&nbsp;Applicant has recently reached out with miscellaneous questions.<\/li><li>US\nMetal Works (19-026 MOD):\n&nbsp;Approved\nsite plan modifications, issued Final Order&nbsp; 8\/21\/19.&nbsp;<\/li><li>Jewelberry\nMeadows (19-018 SUB): Submitted\n7\/5\/19, deemed incomplete 7\/26\/19 and resubmitted 8\/2\/19. &nbsp;Currently under review.<\/li><\/ul>\n\n\n\n<p><strong>Kelly\u2019s\nKudos: <\/strong>This is a new section of the Development Services\nDepartment Report reserved for our director to identify when staff goes above\nand beyond the call of duty<\/p>\n\n\n\n<p>For\nAugust of 2019, I would like to recognize Terre Gift for his extraordinary work\nsolving a safety issue identified by a resident in the Champion Village\nsubdivision. Terre&#8217;s quick actions resolved a fall hazard next to a sidewalk on\nChampion Way that is used for school children walking to their bus stop. &nbsp;Thanks to Terre for working with the developer\nto &nbsp;satisfy an immediate safety concern\non the same day it was identified.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190905_172601-1024x768.jpg\" alt=\"\" class=\"wp-image-782\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190905_172601-1024x768.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190905_172601-300x225.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190905_172601-768x576.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190905_172601-400x300.jpg 400w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><em><strong>Internal projects<\/strong><\/em><strong>:&nbsp; <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>City\nHall Remodel: This project, at long last, is 100% completed.&nbsp; Many thanks to Columbia Cascade Inc of Boring\nfor getting everything completed, including all the last-minute changes.&nbsp; Total cost of the project including all change\norders and the replacement of the stonework on the exterior columns: $176,275<\/li><li>We\nare currently going through a second round of electrical work at City Hall.&nbsp; We are removing as many of the Lazenby-era\noutlet strips as we can and replacing those with standard inset outlets, replacing\nthe older grey outlets and switches with newer white ones for consistency and adding\na few extra outlets where needed.&nbsp; Bull Run\nElectric is doing the work.<\/li><li>Once\nthe electrical work at City Hall is completed (2<sup>nd<\/sup> week of\nSeptember), we will remove all of the old blinds on the south and west sides of\nthe building, and then contract with a drywaller\/finisher to repair all of the\ndrywall cuts in the building and get all of the interior painting cleaned up.<\/li><\/ul>\n\n\n\n<p><strong><br> Economic Development items:<\/strong><\/p>\n\n\n\n<p><em>Econ Devl &#8211; Commercial Properties (vacancies, new businesses, etc.)<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>New restaurant at Chariteas site: We are in the bidding stage of two different Tenant Improvement grants at this site \u2013 one for the purchase and installation of a kitchen hood, and one for an interior remodel to add a bar, additional ADA restroom and to upgrade and relocated the grease interceptor.&nbsp; More to come soon!<\/li><li>Tractor Supply Company: &nbsp;Work continues at this site as the company prepares for an targeted September 27<sup>th<\/sup> grand opening date.&nbsp; There is a representative from the corporate office on site now conducting interviews to hire staff for the store.<\/li><li>Oregon\u2019s Wild Harvest building: &nbsp;This building has been purchased by our friends at Clackamas County Health, Housing &amp; Human Services and will be used as expansion space for existing services here in Sandy.&nbsp; After a zone change, the office section of the building will be removed, parking will be expanded, and the interior will undergo an extensive remodel prior to reopening. &nbsp;The new owners are also looking for off-site parking for staff to help alleviate the restricted parking on-site.<br> <br><\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Internal Projects<\/em>:<br>\n<br>\nDowntown\nmaintenance:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Cleanup on Pioneer Blvd: In process.<\/li><li>Rip City Rally:&nbsp; <strong>The Portland Trailblazers<\/strong> are hosting\nan event in downtown Sandy on the corner of Scales and Proctor as part of a\nstatewide marketing campaign.&nbsp; They have\nasked to make this as much of a \u201ccommunity event\u201d as possible by setting up\nnear the Farmer\u2019s Market and making space available for local non-profit\noriented organizations to set up booths and distribute information.&nbsp; More on the Rally in next month\u2019s report.<\/li><li>Changes coming to Mtn. Moka\nBuilding:&nbsp; We have made arrangements with\nBrad Picking to take care of a few aesthetic changes to this building at the\nCity\u2019s expense in preparation for a potential paint job in the near future:<ul><li>Oregon\nTree Care will remove the large tree on the SE corner of Proctor and Meinig on\n9\/12 \u2013 this tree is growing into the electrical infrastructure above it, and is\nfar, far too large for the space it\u2019s currently growing in.&nbsp; Wood to be donated to AntFarm\u2019s firewood\nprogram.&nbsp; Mr. Picking has stated that he\nwill replace with something more fitting to that space later.<\/li><\/ul><ul><li>The\ndisintegrating wheel stop bars made of old railroad ties along the Meinig\nAvenue side of the parking lot will be replaced by concrete wheel stops from\nMichael\u2019s Precast Concrete on 9\/11.&nbsp;\nWheel stops paid for by City of Sandy; installation to be done by KLM\nConstruction at Mr. Picking\u2019s cost.<\/li><\/ul><\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190909_175107-1024x498.jpg\" alt=\"\" class=\"wp-image-783\" width=\"640\" height=\"311\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190909_175107-1024x498.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190909_175107-300x146.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190909_175107-768x373.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2019\/09\/20190909_175107-500x243.jpg 500w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>Mural restoration: Both of the downtown\nmurals undergoing restoration work are now complete.&nbsp; The Ace Hardware mural looks noticeably brighter\n\u2013 special thanks to Arts Commissioners <strong>Becky Hawley<\/strong> and <strong>Pamela Smithstead<\/strong>\nfor completing the work by volunteering their labor and time and by reaching\nout to Ace Hardware, who donated the paint for this project (a significant\nexpense).&nbsp; The restoration work on the mural\nattached to the back of the Mountain Moka Building was completed by the\noriginal artist, Lee Lauritzen, and his son Craig under an existing maintenance\nagreement.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Derelict buildings &#8211; residential:\u00a0      <br>      <br><ul><li>Pendergrass: The small garage directly behind Meadowlark Ski was       removed by Konell Construction in late August, and the fruit tree that       was there was removed by AntFarm Youth Services and donated to their       firewood program with the property owner\u2019s blessings at about the same       time.\u00a0 This property is now on the commercial market for sale.\u00a0 The other small garage was brought up to current code by local contractor Jonah Nail and has passed final inspection.\u00a0 This concludes our derelict buildings process with the Pendergrass family, as represented by Ms. Paula       Sorenson, the family matriarch.\u00a0 Ms. Sorenson picked up her reimbursement check for the demolished garage here at City Hall on Friday, September 6<sup>th<\/sup>.<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Derelict buildings \u2013 commercial: <ul><li>Smith Building: We have requested a report from Dao Architecture in Portland detailing the appropriate steps to take to halt degradation of the building surface and suggesting an appropriate method to restore surface paint.\u00a0 Dao has some current deadlines they have to meet before they can get started on this project \u2013 we are currently waiting on them to have enough time available in their schedule to do a site visit.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><em>Econ Devl \u2013 Conferences\/training<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Nothing\nin August<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Planning items: Tree code (19-020 DCA): Staff is still in process of drafting major revisions to our tree code \u2013 the revisions are extensive enough that we will likely \u201crepeal and replace\u201d the entire code section.
