{"id":875,"date":"2020-05-12T23:39:11","date_gmt":"2020-05-12T23:39:11","guid":{"rendered":"http:\/\/reports.cityofsandy.com\/planning\/?p=875"},"modified":"2020-05-12T23:39:11","modified_gmt":"2020-05-12T23:39:11","slug":"development-services-monthly-report-april-2020","status":"publish","type":"post","link":"https:\/\/reports.cityofsandy.com\/planning\/2020\/05\/12\/development-services-monthly-report-april-2020\/","title":{"rendered":"Development Services \u2013 Monthly Report \u2013 April 2020"},"content":{"rendered":"\n<p><strong>Planning items:<br> <br><\/strong>Gunderson Road &amp; Parkland Annexation: \u00a0The annexation, comprehensive plan map, and zoning map proposal will be heard by Planning Commission at the May 27 meeting. \u00a0This land use item will be heard by the City Council on June 15. \u00a0The UGB Expansion related to this same property was continued to the Clackamas County Board of Commissioners meeting on June 3.<\/p>\n\n\n\n<p>Bailey Meadows subdivision: The City Council will hear the proposed revisions to the conditions of approval on May 18, and a decision regarding the Bailey Meadows subdivision appeal is anticipated.<br><\/p>\n\n\n\n<p>DCA 5G Small Cell code\nadoption (20-012 DCA): Staff\nis currently compiling a draft code for presentation to the Planning\nCommission.&nbsp; Aiming for a June PC\nmeeting.<\/p>\n\n\n\n<p>McCormick Drive re-zone\n(19-037 CPA\/ZC): After a recommendation of\napproval with conditions was forwarded by the PC, City Council heard this at\ntheir April 20th meeting.&nbsp; Council approved\nthe requested comp plan map and zone change, which will go into effect on May\n20, 2020.<\/p>\n\n\n\n<p>Sandy Vault Storage (19-046\nMOD\/VAR\/DEV): This request for\nmodifications to the previously approved storage facility was heard at the PC\nmeeting on April 27 and was approved with some conditions.&nbsp; Approval was issued May 1, 2020.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"498\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_141844-1024x498.jpg\" alt=\"\" class=\"wp-image-876\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_141844-1024x498.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_141844-300x146.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_141844-768x373.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_141844-500x243.jpg 500w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Sandy Vault Storage site<\/figcaption><\/figure>\n\n\n\n<p>Sandy Community Campus Replat\n(18-045 MP): Staff is currently working\non the final order for this project.<\/p>\n\n\n\n<p>Pleasant Street Master Plan\n(18-022 CPA): &nbsp;After a temporary hiatus due to a heavy Planning\ndivision workload, staff is re-starting work on this project and currently\ndetermining the best route to proceed.&nbsp;\nMore to come soon.<\/p>\n\n\n\n<p><strong>Design\nReview:<\/strong><strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Clackamas\nCounty Health Clinic (20-014 DR\/VAR\/DEV\/ADJ): This request to construct a new county health facility for\nClackamas County Health, Housing &amp; Human Services is currently under\nreview.<\/li><li>OTSD\/Bull\nRun tree removal (20-014 TREE): A\nrequest to remove five trees from the OTSD property on Industrial Way as part\nof the new Bull Run Electric facility on Industrial Way is currently under\nreview.<\/li><li>Trillium Machine (19-017 DR\/VAR\/DEV\/TREE): A final order for the request for\na new building behind their existing building will be issued in May.<\/li><li>Sunflower Ave tree removal (20-011 TREE): This request\nto remove a required retention tree from Sandy Bluff Annex 5 subdivision was\napproved and issued on April 9, 2020<\/li><li>Bull Run Terrace (19-050\nCPA\/ZC\/SUB): Staff is working on the staff report and presentation in\npreparation for the May 27 PC meeting.<\/li><\/ul>\n\n\n\n<p><br>\n<strong>Kelly\u2019s Kudos:<\/strong><\/p>\n\n\n\n<p>I want to thank Marisol Martinez for her commitment to keeping the lights on in Development Services during the COVID-19 pandemic. Marisol has been instrumental in helping business remain close to normal. She has assisted Noryne in City Hall drop box appointments and created a &#8216;quarantine&#8217; station for items that we recently received from the public. These modifications to our processes have allowed staff to continue processing land use applications and building permits. Thanks, Marisol, for your commitment during this very difficult and challenging time.<br> <\/p>\n\n\n\n<p><em><strong>I<\/strong><\/em><strong>nternal projects:\u00a0 <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Emergency Small Business\nAssistance Program:\n&nbsp;In response to the COVID-19 pandemic, Economic\nDevelopment completed the creation of an emergency small grant program to\ndistribute $75,000 in aid to 25 Sandy small businesses in the form of $3K\ngrants.&nbsp; The program received 109\napplications, 73 of which met the stated criteria for acceptance.&nbsp; We received a lot of thanks from grant\napplicants for not requiring an abundance of paperwork in order to apply.&nbsp; While there have been some inquiries by businesses\nnot chosen to receive a grant as to how applications were analyzed (and a\ncouple of disgruntled responses), the reaction to this program has been largely\npositive.&nbsp; Thanks to Councilors Lee,\nExner and Pietzold, and to SACC Executive Director Khrys Jones and Everfresh\nCEO Kurt McKnight for serving on the application review work group and helping\nto choose our grant recipients. <\/li><li>Dutch\nBros:&nbsp; Construction\nat this site is edging closer to completion.&nbsp;\nThe overhead electrical line to Mattress World is scheduled to be\nundergrounded during the week of May 11, and the undergrounding of the telecom\npedestal in the pedestrian right of way in front of the site is complete.&nbsp; The construction of the building is about 80%\ncomplete, and the installation of the required stormwater infrastructure is\ncomplete (see picture below) and awaiting Public Works approval.&nbsp; Remaining to be completed: surface work\n(blacktop and concrete), Pleasant Street access and landscaping.&nbsp; The Urban Renewal Agency is paying for the\nelectrical undergrounding (cost: $10,670 + cost of removal of contaminated\nsoil, if necessary) and will contribute $30K through Urban Renewal toward a\nrequired stormwater main and some of the streetscape improvements.&nbsp; The URA also split the cost of the pedestal\nwith Frontier to ensure that it was completed in a timely manner (URA cost:\n$3,575).<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"798\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_143402-1024x798.jpg\" alt=\"\" class=\"wp-image-877\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_143402-1024x798.jpg 1024w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_143402-300x234.jpg 300w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_143402-768x599.jpg 768w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_143402-385x300.jpg 385w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/20200512_143402.jpg 1934w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Dutch Bros: building side view<\/figcaption><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"958\" height=\"1024\" src=\"http:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/Dutch-Bros-Pleasant-St-access-958x1024.jpg\" alt=\"\" class=\"wp-image-878\" srcset=\"https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/Dutch-Bros-Pleasant-St-access-958x1024.jpg 958w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/Dutch-Bros-Pleasant-St-access-281x300.jpg 281w, https:\/\/reports.cityofsandy.com\/planning\/files\/2020\/05\/Dutch-Bros-Pleasant-St-access-768x821.jpg 768w\" sizes=\"auto, (max-width: 958px) 100vw, 958px\" \/><figcaption>Dutch Bros: new stormwater main install<\/figcaption><\/figure>\n\n\n\n<p><strong>Economic Development items:<\/strong><br><br><\/p>\n\n\n\n<p><em>Econ Devl &#8211; Commercial Properties (vacancies, new businesses, etc.)<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>AntFarm Youth Services:\u00a0 We have engaged in two small projects with AFYS during the lockdown period that are both now complete.\u00a0 The first was to do a small Tenant Improvement project to correct all of the electrical issues creating code issues in both of their buildings \u2013 Bull Run Electric was able to get about 8 different small issues completed in one day.\u00a0 The second was a Fa\u00e7ade project to replace the rear doors and widen the rear entrance to the Caf\u00e9 so that they meet ADA requirements \u2013 a project almost 10 years in the making!\u00a0 This rear entry is now fully ADA compliant and approved by our Building Official.\u00a0 Special thanks to Todd Speck at Mt. We have a signed Fa\u00e7ade contract with the\nAction Center now, and Bull Run Electric will be installing the new lighting\nduring the week of May 18<sup>th<\/sup>.&nbsp;\nThis project not only upgrades lighting at this facility to fully\ndark-skies compliant fixtures \u2013 it also resolves a code enforcement complaint\nfrom a residential neighbor.<\/li><li>AntFarm downtown maintenance crew:&nbsp; Neal and company continue to work on trimming\nup city street trees on Proctor and Pioneer Boulevards.&nbsp; Proctor Blvd is largely complete in the\ncouplet; crew is now working on Pioneer Blvd.&nbsp;\nWe have also renewed AntFarm\u2019s maintenance contract for another full\nyear \u2013 this crew has been exceptionally responsive to City needs and requests\nand is providing us with good value for their work.<\/li><li>Mountain Moka Building: &nbsp;Brad Picking has recently contacted us about\nthe possibilities of a fa\u00e7ade project to paint this building and make some minor\nrepairs to go along with the new signage he has installed on Proctor Blvd.&nbsp; Arts Commission Chair Becky Hawley has been\nworking with Brad to secure another mural to the back of his building and has also\nbeen helping him with the selection of paint colors.<\/li><li>PGE power pole streetscape repair work:&nbsp;
