We issued 9 single family homes between July and September.\u00a0 The six remaining lots in Sandy Woods have all been reviewed and will likely be issued in October. \u00a0The seven remaining lots in Mt. View Ridge are in various stages of review and will likely all be issued before the end of the year. \u00a0The 15 remaining lots in Marshall Ridge were recently purchased by Lennar who also bought the 100 lots in Shaylee Meadows.<\/p>\n\n\n\n<p>Speaking of Shaylee\nMeadows, Gunderson Road is being installed and the land is currently being\ngraded. &nbsp;I would expect that land to be\nready for house permits in spring of 2021. October 2020<\/figcaption><\/figure>\n\n\n\n<p>DCA Code Updates to Chapters 17.100,\n17.84 and 17.10 (20-023 DCA): &nbsp;&nbsp;These proposed code changes, primarily in\nrelation to ADT standards, were approved at City Council\u2019s September 21<sup>st<\/sup>\nmeeting and went into effect on September 21<sup>st<\/sup>.&nbsp; <\/p>\n\n\n\n<p>20-032 DCA code changes associated with\nHouse Bill 2001 related to duplexes and ADUs: Planning staff will be\nholding a work session regarding&nbsp;HB 2001 at the PC meeting on October 26<sup>th<\/sup>.<\/p>\n\n\n\n<p>Hood Street Daycare (20-039 DCA\/ADJ): This\nrequest&nbsp;to construct a new building for a daycare facility at 38422 Hood\nStreet has gone through the pre-app process.&nbsp;\nCompleteness check is pending.<\/p>\n\n\n\n<p>Sandy Crest Planned Development (20-033): This\napplication was withdrawn completely on September 18<sup>th<\/sup>.&nbsp; We may see a new application for a planned\ndevelopment at this location in the future.<\/p>\n\n\n\n<p>16230 Bluff Road tree removal (20-035\nTREE): &nbsp;Tree removal request at\n16320 Bluff Rd \u2013 this tree removal request is associated with demolishing and\nrebuilding a single-family house. &nbsp;Final\norder was issued on September 11<sup>th<\/sup>.<\/p>\n\n\n\n<p>Tree removal at 38432 Maple Street (20-036\nTREE): &nbsp;This tree removal request\nat 38432 Maple Street and request to install a retaining wall and grade near\nretention trees has been deemed incomplete.<\/p>\n\n\n\n<p>Sandy Woods II (20-034 ZC):&nbsp; This zoning map update with FSH overlay for\nSandy Woods II has been deemed incomplete.<\/p>\n\n\n\n<p>Rogue Fabrication zone change:&nbsp; This request to change zoning designation from\nI-1 to I-2 for Rogue Fabrication\u2019s new facility at the corner of Champion Way\nand Industrial Way is in process.<\/p>\n\n\n\n<p>Upcoming pre-apps:&nbsp; Pre-apps are scheduled for the following\nfuture projects<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>An accessory structure on Kelso Road<\/li><li>Two proposed residential dwellings on Jacoby Road<br><\/li><\/ul>\n\n\n\n<p>Vista Loop Lot Line\nAdjustment (20-031): &nbsp;Staff is waiting on an updated plat map from\nthe applicant.&nbsp; Once that is complete, the\nfinal order will be issued.<\/p>\n\n\n\n<p>Pleasant Street Master Plan\n(18-022 CPA):&nbsp; This project remains on the back burner for a\nbit as staff works on Bull Run Terrace and The Views.&nbsp; We will revisit this project when those\nlarger projects are complete.<\/p>\n\n\n\n<p><strong>Design\nReview:<\/strong><strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Bull Run Terrace (19-050 CPA\/ZC\/SUB): Staff has now received updated application materials from the applicant and are working on producing an updated staff report. \u00a0This project will be heard by Planning Commission at their October 26<sup>th<\/sup> meeting.\u00a0 Shelley Denison will be creating an updated video summary of this project shortly. <\/li><li>OAOR Annexation (20-025):\u00a0 Staff asked for a continuance for this project at the last Planning Commission meeting due to a fairly serious code violation with Clackamas County. \u00a0Staff will be meeting with the applicant in mid-October to correct this issue.\u00a0 This project will be brought back before the PC once that is complete at a date to be determined.<\/li><li>The Views Planned Development (20-028): \u00a0Planning Commission review of this project has been rescheduled to the November 23<sup>rd<\/sup> PC meeting.\u00a0 Staff report in progress.<\/li><li>16320 Bluff Road (20-037 DR):\u00a0 This request to construct a new single family residence on Bluff Rd is currently under review by staff.<\/li><\/ul>\n\n\n\n<p><em><strong>Internal projects<\/strong><\/em><strong>:&nbsp; <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Minor changes to Community\nCenter:\nThe City of Sandy Urban Renewal Agency is looking to upgrade a couple of items\nat the Community Center<ul><li>Lighting: Fixtures on order, work to be completed by next report.<\/li><\/ul><ul><li>Garbage enclosures:&nbsp; Complete<\/li><\/ul><ul><li>West entrance awning: &nbsp;Design\nfor awning has been received and approved.&nbsp;\nContractor is currently building the awning in his shop.&nbsp; Should be installed by next report.<\/li><\/ul><ul><li>West entrance \u2013 new metal door:&nbsp; The Community Services Director asked me if\nUrban Renewal could replace the metal door and frame at the west entrance \u2013 it has\nnever worked properly and is beginning to become an issue.&nbsp; I have accepted a quote from the same company\nthat is designing and building the permanent awning, and am awaiting their\nsuggested replacement door.&nbsp; New door\nwill be as close to identical to the old door as possible \u2013 metal door with window\nand interior crash bar.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong><br>\n<\/strong><strong>Economic Development items:<\/strong><\/p>\n\n\n\n<p><em><br> Econ Devl &#8211; Commercial Properties (vacancies, new businesses, etc.)<\/em>:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Rogue Fabrication \u2013 EZ project:&nbsp; This Sandy business mentioned in last month\u2019s\nreport is slowly moving forward with a development project at the recently\npurchased Eastwinds site.&nbsp; As this\ncompany is a light manufacturing company that produces tools and machinery for\npipe bending, they qualify for 3 years of partial property tax abatement\nthrough the Enterprise Zone program offered by the State of Oregon and\nClackamas County.&nbsp; I have been working\nwith the business owner and Cindy Moore from ClackCo Business and Economic\nDevelopment to explain the program, and an application was sent to him on\nOctober 12.&nbsp; This is the first Enterprise\nZone project in the City of Sandy that I am aware of.<\/li><li>Commercial vacancies:&nbsp; I did not notice any new business closures in\nSeptember.&nbsp; We have lost about 10\nbusinesses in the age of COVID-19 thus far; about half of them have been\nconfirmed COVID casualties.&nbsp; On the\npositive side, we have seen a few new businesses move into some of the vacant\nspaces \u2013 two commercial landlords have told me that all recent business\nvacancies in their buildings have already been filled.&nbsp; A 2020 round of \u201cmusical businesses\u201d\n(businesses moving within town to a) take advantage of better rental rates or b)\nupgrade their space) is now starting, with Impact Jiu-Jitsu moving into the\nspace formerly occupied by Wolfpack Theater.&nbsp;\nI anticipate several more moves like this between now and the end of the\nyear.<\/li><li>Expedited process for temporary outdoor\nseating covers:&nbsp; Development Services has\ninstituted a new streamlined process for temporary covers for outdoor seating areas\nin Sandy restaurants.&nbsp; A simple, one page\napplication with a quick staff-level review and a inspection by the fire\nmarshal is all that is required for non-permanent structures to be erected for\nthis purpose.&nbsp; This new process has no fees\nand will be in place until later stage COVID restrictions governing indoor occupancy\nlevels are lifted.&nbsp; Letters and email\nnotices were sent to all Sandy businesses (also applies to gyms) in the first\nweek of October announcing the new procedure.&nbsp;\nWe have already had three Sandy businesses complete the &nbsp;process entirely (Boring Brewing, Le Happy, Smoky\nHearth).&nbsp; Feedback from member Bill\nSchwartz (owner, Boring Brewing) at the October Ec Dev Committee meeting was extremely\npositive \u2013 easy to apply, City staff was responsive, and no fee required was very\nmuch appreciated.&nbsp; Approved temporary outdoor seating covers<\/figcaption><\/figure>\n\n\n\n<p><em>Econ Devl \u2013 Internal Projects<\/em>:<br><\/p>\n\n\n\n<p>Downtown maintenance:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>AntFarm\ndowntown maintenance crew: New work requested from the maintenance\ncrew for the month of October includes:<ul><li>Clean up\nSE corner of Meinig and Proctor (weeds) &#8212; COMPLETED <\/li><\/ul><ul><li>Weed the\nplanter strip on Proctor adjacent to DQ<\/li><\/ul><ul><li>Major\nweeding of planter strip on SE corner of Pioneer and Bruns at car wash (remove\nblackberries, weed and trim back plants in strip)<\/li><\/ul><ul><li>Clean up small\ncorner planter strip on south side of Proctor at Bruns (remove grass, put down\nweed matting and barkdust) <\/li><\/ul><\/li><li>Flower\nbaskets:&nbsp; The\nflower baskets were removed during the last week of September.&nbsp; Our watering contractor took good notes relating\nto what worked and what didn\u2019t in the baskets this year and will forward to our\nbasket provider for next year.&nbsp; Considering\nthe wind and wildfire damage sustained, the baskets performed admirably.<\/li><li>Holiday\nstreet tree lighting:&nbsp; Coming\nsoon \u2013 will be installed by the end of October.<\/li><\/ul>\n\n\n\n<p><em><br>\n<\/em><em>Econ Devl \u2013 Economic Development Committee<\/em>:<\/p>\n\n\n\n<p>The October meeting of the Economic Development Committee was held\nvirtually on October 7<sup>th<\/sup>.&nbsp; It\nbegan with a presentation in the Updates section highlighting the new expedited\nprocess for installing outdoor seating cover structures at local restaurants, a\nreview of current commercial construction projects in Sandy and updated local\nbusiness closures.&nbsp;&nbsp; Member discussion\nstarted with member COVID and wildfire updates (most were ok, Wippersnappers is\nreally hurting), and then proceeded into a continuation of our current\ndiscussion about urban renewal spending priorities.&nbsp; One point that members seemed to agree on is\nthat we should be considering some sort of media marketing campaign to extoll\nthe virtues of the City of Sandy.&nbsp; <\/p>\n\n\n\n<p>We concluded the meeting by giving our members a target area (space to be created by 362<sup>nd<\/sup> extension) for future commercial development \u2013 we asked members to consider what specific kind of development might be prosperous there, and what kinds of new incentives the City should be considering to help drive this development\u00a0 The discussion will continue on November 4th.<br> <\/p>\n\n\n\n<p><em>Econ Devl \u2013 Conferences\/training<\/em>:<br><\/p>\n\n\n\n<p>No\nconferences or training in September due to the COVID-19 pandemic, but I will\nbe attending the 2020 OEDA (the Oregon Economic Development Association)\nConference on October 26-28 (full days) as well as Travel Oregon\u2019s Outdoor\nRecreation Summit during the first half of October (Zoom meeting series).&nbsp;
