{"id":47,"date":"2012-04-06T20:20:02","date_gmt":"2012-04-06T20:20:02","guid":{"rendered":"http:\/\/reports.cityofsandy.com\/police\/?p=47"},"modified":"2012-04-12T00:42:32","modified_gmt":"2012-04-12T00:42:32","slug":"council-report-march-2012","status":"publish","type":"post","link":"https:\/\/reports.cityofsandy.com\/police\/2012\/04\/06\/council-report-march-2012\/","title":{"rendered":"Council Report &#8211; March 2012"},"content":{"rendered":"<p><strong><span style=\"text-decoration: underline\">Administration<\/span><\/strong><\/p>\n<p><strong>Forfieture Program<\/strong> &#8211; I continue to work with our legal counsel regarding the forfeiture of seized property.\u00a0 The process and forms have been established and we have successfully \u201cwon\u201d \u00a0the right to keep some cash that was seized relative to a drug arrest.\u00a0 The rest of the process includes an IGA with the County as state law requires we share some of the funds.\u00a0 The law also requires the disbursements of funds to various programs in the State.\u00a0 Once those issues are worked out our process should be complete.<\/p>\n<p><strong>Reserve Academy<\/strong> &#8211; Sgt. Burns and I attended a meeting regarding the reserve academy.\u00a0 The academy has been spear headed by Lt. Nunez of the Oregon City Police.\u00a0 She is retiring and was looking for someone to take over the program.\u00a0 Capt. Rasch of the Milwaukie PD has agreed to spearhead the program.\u00a0 I have been working on the project with Capt. Rasch.\u00a0 The reserve academy mirrors the academy taught by DPSST in Salem.\u00a0 It is important that it be a quality product so that agencies with reserve officers can limit their failure to train liabilities.\u00a0 Since the project is so important, I have offered the use of some of our instructors (defensive tactics, firearms etc) as well as some of our facilities, should the need arise.<\/p>\n<p><strong>Reserve New Hires<\/strong> \u2013 Six applicants have made it through the background checks done by Det. Bickle.\u00a0 They are scheduled in April for their medical and psychological exams.\u00a0 Once that is completed you can expect a swearing in ceremony.<\/p>\n<p><strong>Records Management System<\/strong> \u2013 We are up and live on our new program.\u00a0 It is working great and the staff have adapted to the changes very well.\u00a0 I have recently met with a representative from the DA\u2019s office regarding the integration of our system with the one they use.\u00a0 The goal of both agencies is to go as paper free as possible.\u00a0 I will be holding an overview of the program for the Council on April 9<sup>th<\/sup> at 5:00 pm.<\/p>\n<p><strong>Training<\/strong> \u2013 Sgt\u2019s Roberts, Burns, Diane Reed and I all had training on the accreditation software (TAME).\u00a0 All sworn staff are scheduled for Taser re-training in April.\u00a0 Officer Sytsma was chosen as the new Taser instructor and will be going to instructor school in May.<\/p>\n<p><strong><span style=\"text-decoration: underline\">Code Enforcement<\/span><\/strong> \u2013 Officer Moody stayed busy this month.\u00a0 He is not using the electronic ticketing program, which will reduce data entry by administrative staff.\u00a0 His van has also been equipped with a computer so he can receive his calls by computer, freeing up radio air time.<\/p>\n<p>The Hood street property was cleaned up by a construction crew.\u00a0 We paid $2900 for their services. They did a great job and the property is no longer considered a nuisance.\u00a0 Here is what the property looks like now<\/p>\n<p><a href=\"http:\/\/reports.cityofsandy.com\/police\/files\/2012\/04\/Hood-Street.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-48\" src=\"http:\/\/reports.cityofsandy.com\/police\/files\/2012\/04\/Hood-Street-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/><\/a><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline\">School Resource Officer<\/span><\/strong><\/p>\n<p>Officer Way spoke with approximately 12 people (teachers, students and parents seeking advice or referrals. \u00a0He also had 2 outside agency contacts requesting assistance with cases. He conducted 22 background checks for the school district.\u00a0 Between the snow days and spring break this month, there is not much more to report.\u00a0 He did receive a complaint of a criminal mischief \u00a0from the school district regarding damage to the gazebo in the walking trails.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"text-decoration: underline\">Evidence<\/span><\/strong><\/p>\n<p><strong>Statistics<\/strong><strong> &#8211;<\/strong> We took in 109 pieces of evidence and purged 9 in the month of March.\u00a0 Our year to date in-take is 281 items of evidence with 30 items purged. Juli Smith also submitted 10 times to the crime lab for analysis.<\/p>\n<p><strong>Sales-<\/strong> The Property Room had sales of $30.38 this month.\u00a0 Yearly sales total $1,166.15<\/p>\n<p><strong>Other activity<\/strong> &#8211; The Property Room hours were greatly reduced this month due to covering the Desk for vacations, snow days, and RMS training.\u00a0 Daily intake, evidence processing and DA requests were handled and other projects accomplished as follows: (from Juli Smith)<\/p>\n<ul>\n<li>Property Disposition form was created and implemented.<\/li>\n<li>Stocked FRS Kits for the National Missing Persons Program<\/li>\n<li>Distributed information on the Anonymous Analysis Program through OSP<\/li>\n<li>Designed and placed order for ergonomic recycling center for Property Room<\/li>\n<li>Accompanied Sgt. Roberts on Cartlidge search warrant and processed evidence<\/li>\n<li>Returned\u00a0 stolen firearm #11-1892 to Pennsylvania law enforcement<\/li>\n<li>Processed Marijuana from #12-0298\u00a0\u00a0 6.07 ounces<\/li>\n<li>Called out to process Marijuana on cases #12-0375 &amp; #12-0383 with officers in the field on back to back days.\u00a0 59 plants total.<\/li>\n<li>An unscheduled audit of the Property Room was conducted by Sgt.
