Subdivisions (The Bornstedt Views and Sandy Woods II): Both of these subdivisions include 43-lots and are both nearing substantial completion in regards to the public improvements (utilities, streets, etc.). In the next few weeks or so, both of these subdivisions should be platted, which will allow for home construction to begin.

Building Division Update:
Permits Issued = 22
C of O’s Issued = 3 for single family homes, 1 detached duplex, 1 adult foster care home, and 78 apartment units (Cascade Creek Apartments)
ERUs Issued = 0

The Building Division scanned more than 6,000 building permits in 2025, which were a mix of residential and commercial permits dating back to 2005. Staff is currently uploading all the scanned building permits into our online document archive system, Laserfiche. This will allow residents the ability to search for building permits by address on the City website. Staff have uploaded 3,000 permits so far with the hope of having all 6,000 permits in the online Laserfiche system by the summer or fall of 2026.

Unpermitted Storage Units: The City’s Code Enforcement Specialist has been working to eliminate code violations and facilitate business compliance. One such issue being addressed is on Industrial Way where storage containers usually found on ships or trains, have been installed for people to rent for self storage. Companies also sometimes use them to store materials or equipment. The problem is that they are considered temporary structures which are only allowed for a limited time of sixty (60) days in a twelve-month period. These storage containers also do not meet the statewide building code, City of Sandy Development Code, and forego paying SDCs and property taxes. 

One particular property owner on Industrial Way recently met with Planning Division staff at a pre-application meeting to discuss their long-term and short-term solutions. Typically, the City will work with property owners to steer them towards the construction of a new building and investment in their property. Limiting stormwater impacts, requiring adequate building and site design, collecting SDCs and property taxes, and making sure that buildings are safe for the public continue to be priorities of the Development Services Department.

Code Enforcement Report:

  • 11 Citations were issued in December
    • Eight citations were issued to property owners at 362nd Drive and Highway 26 for continuing to maintain attractive nuisances and accumulated junk on the property.
    • Three citations were issued to a property on Seaman Street for continuing to store a temporary storage unit on the property beyond the 60-day limit.
