Farewell and thank you: Development Services Department staff want to thank Breezy Poulin for serving on the Planning Commission for four years. Her calm demeanor and balanced approach to decision making was highly valued by staff. Commissioner Poulin helped pass important code provisions, numerous long range planning documents, and participated in several hotly debated land use proceedings. Staff say farewell to Commissioner Poulin and wish her the best in all of her future endeavors.

38201 Burgs Lane Detached ADU or duplex unit: Development Services Department staff provided pre-application notes to an applicant that would like to construct an approximately 1,382 square foot accessory dwelling unit (ADU) or duplex unit at 38201 Burgs Lane. The property is on the corner of Burgs Lane and Baumback Avenue and the new dwelling unit would be associated with the existing home and garage on the property. The property is currently using a septic tank and drain field, and the applicant was informed that Clackamas County has the jurisdiction to approve an expansion to their existing system. The applicant prefers that the new dwelling is located on the southwest corner of the property close to the existing street intersection.
The subject site is considered a corner lot and abuts both Burgs Lane and Baumback Avenue. Both Burgs Lane and Baumback Avenue are partially improved, but do not have curb, stormwater facilities, streetlights, or sidewalks. The applicant was advised that road improvements may be required if the value of the new structure compared to the assessed value of the existing structures reached the fifty (50%) percent threshold as required by Chapter 15.20 of the Sandy Municipal Code.

Deer Pointe Park Basketball Court Structure Major Modification: The plans for Deer Pointe Park were reviewed by the Planning Commission in July 2025 and their final order was issued on August 1, 2025. Both proposed structures were required to adhere to the Sandy Style design standards. The picnic structure was designed and built with all the design requirements met. For the larger basketball court shelter, the Parks and Recreation Department requested to omit certain material standards based on safety concerns and practicality due to the designated use. Some of their requests were granted by the Planning Commission and some were not. Cupolas were conditioned as a secondary roof form, however, the number and size of them was conditioned to be explored by the project architect. Since the columns were not constructed of wood, the Planning Commission conditioned that a faux wood paint was to be applied to the gable ends.
On January 12, 2026, the Parks and Recreation Department asked for a major modification to their original approval and requested that the conditioned cupolas were removed as a requirement. Furthermore, the Parks and Recreation Department asked that the condition to add a faux wood paint to the steel columns was removed as well due to the I-bean style being used in the gable ends. Both requests were approved by the Planning Commission.
Code Enforcement Report:

- 20 Citations were issued in December
- 19 citation was issued to the property owners of the property at 362nd Drive and Highway 26 for continuing to maintain attractive nuisances and accumulated junk on the property.
- 1 citation was issued to a property owner on Seaman Street for continuing to store a temporary storage unit on the property beyond the 60 day limit.
- Business License Audit for expired licenses past due for renewal is underway. 41 businesses have yet to renew.
- A parking lot striping audit was performed with 7 lots requiring new striping.
