Development Services – Monthly Report – November 2025

Housing Production Strategy (HPS): On November 17, 2025, the City Council adopted Ordinance No. 2025-30, adopting the Housing Production Strategy (HPS) with the track change edits as recommended by DLCD. The adopted HPS report is now under final DLCD review and approval. This final approval process includes a 45-day public comment period. Currently, DLCD is seeking public comment on the Sandy HPS through January 5, 2026. Public comments may be submitted via email to housing.dlcd@dlcd.oregon.gov.

DKS Task Requests: The City has signed contracts for three separate transportation studies with the City Transportation Engineer, DKS. The studies will assist in future planning decisions regarding safety, traffic control, and right-of-way alignments. The studies include the following intersections/areas:

  1. Highway 211/Dubarko Road intersection solutions project (a work session with the City Council will be scheduled to discuss the options).
  2. 362nd/Dubarko Road intersection solutions project (see below update on RV Park Proposal).
  3. Industrial Way alignment project for future connection with Jarl Road and HWY 26.

Building Division Update:
Permits Issued = 17
C of O’s Issued = 5 for single family homes and 1 for a commercial business
ERUs Issued = 0

RV Park Proposal: The City attended a Clackamas County pre-application meeting for a proposed conceptual layout for a recreational vehicle park at 17151 SE 362nd Drive. This is inside the Sandy UGB, but currently outside the Sandy city limits. The property owner wanted to develop multifamily housing on this site, but due to the moratorium cannot obtain sewer connections at this time. The intent now is to develop a recreational vehicle park through the County’s process. The City is involved in accordance with our existing Urban Growth Management Agreement (UGMA) with Clackamas County. The City concerns introduced at the meeting were related to the protection of the Tickle Creek riparian corridor and obtaining a sewer/pedestrian easement, the improvements along 362nd Drive meeting the City of Sandy roadway standards, and creation of an agreement so when the property is annexed and redeveloped that the Dubarko Road right-of-way as shown in our TSP is dedicated and developed.

RV Park Proposal

AutoZone at 17060 Ruben Lane: AutoZone will be completing significant interior modifications to the former location of Advanced Auto Parts at the southeast corner of Ruben Lane and Highway 26. Exterior modifications will include a new trash enclosure, new exterior lighting, new street trees, a new pathway to Ruben Lane, and new paint.

Adult Foster Home at 18212 Bluff Road: Earlier in 2025 and in accordance with ORS 197.670, the City approved an adult foster home at 18212 Bluff Road that included converting the existing garages into living space and creating additional bedrooms. Final inspections have been requested. Both the Planning and Building Divisions have minor outstanding items that must be completed, but the facility is expected to be granted occupancy within the next few weeks after all permits are final and a certificate of occupancy is issued.

Code Enforcement Report:

  • A property on Davis Drive with extreme junk accumulation, noxious vegetation, and noxious odor violations has had all known code violations abated by the City. The property owner will return to reside in the home which will be monitored by Code Enforcement to ensure the violations are not repeated.
  • No citations were issued in November. 
  • A property at HWY 26 and 362nd Drive has failed to abate their ongoing junk accumulation and noxious vegetation violations and daily citations will resume on December 15. 
  • A parking lot striping audit was conducted with 8 properties being identified as having non-existent or non-compliant striping. Code Enforcement is working with these property owners to bring the parking lots into compliance.
