Bornstedt Views FSH Zoning Map Amendment: The Planning Commission held a quasi-judicial public hearing on August 24, 2026, for a zoning map amendment to add the Flood Slope Hazard (FSH) Overlay over a portion of the Bornstedt Views subdivision. The Planning Commission recommended approval of the amendment to City Council which will hold their own public hearing of October 5, 2026, for a final decision. When the 43-lot subdivision was first approved on July 28, 2022, there was a condition of approval placed on the development to submit their findings of any delineated wetlands or streams on the property to the Oregon Department of State Lands (DSL) prior to any development activities on the site.  

The developer submitted their report to the Department of State Lands (DSL) as required on August 6, 2024. The DSL issued a letter concurring with the submitted wetland delineation for the property. This delineation and concurrence identified a 0.03-acre wetland at the northern boundary of the site and a non-jurisdictional ephemeral stream traversing the property from south to north. The mapping concludes at the Bornstedt Views subdivision’s north property line.

Pedestrian Path Variance 15212 Jewelberry Road: The homeowner of 15212 Jewelberry Avenue received approval for a variance to Section 17.82.20.C. for the construction of a pedestrian path greater than 120 percent from a direct path from the transit street sidewalk to an adjacent primary entrance. Section 17.82.20.C. states that all dwellings shall have a primary entrance connecting directly between the transit street and building interior. Since Jewelberry Avenue is a transit street, the connection may not be more than 20 feet longer or 120 percent of the straight-line distance. The homeowner requested installing the path to run adjacent to the north property line. Their request is directly related to the protection of identified retention trees left in place when the subdivision was developed.

Permits Issued = 30
C of O’s Issued = 2 for single family homes and 1 for an attached duplex

Two Parcel Partition – 19124 Jacoby Road: The Planning Commission held a quasi-judicial public hearing on August 24, 2026, and approved the partition of a 9.64-acre property into two parcels. The outcome was that Parcel 1 resulted in a piece of land of 8.77 acres while Parcel 2 will retain an existing house on a 32,857 square feet piece of land or 0.75 acres. The remaining 0.12 acres not attached to either parcel consists of a ten (10) foot piece of land along the entire west property line adjacent to Jacoby Road that will be dedicated to the City for additional right-of-way.

Two (2) Special Variance requests were approved with the partition. Both variances allow all public improvements including frontage improvements required in conjunction with land divisions to be deferred until further development is approved for Parcel 1. Consideration of the existing sanitary sewer moratorium (Resolution 2026-04) where sanitary sewer service is unavailable at this time was taken into account.  

This partition triggered the payment of a Parks fee in-lieu for the existing house on Parcel 2. The applicant will have to pay the parks fee in-lieu of $17,732.54 prior to the recording of the partition plat. Consistent with the 2022 Parks and Trails Master Plan and Trail 43 on Map 14, the applicant was conditioned to dedicate a 100-foot wide trail easement along Tickle Creek’s top of bank for a future trail. Business Licenses Update:
19 new business licenses were applied for in the month of August.

St. Michael’s – Sandy Cruisin’ Car Show: St. Michael’s  Catholic Church was approved to hold their annual Cruisin’ Car Show event on Saturday, September 12, 2026, from 7:00 a.m. to 3:00 p.m. The church is located at 18090 SE Langensand Road and both breakfast and lunch will be available for all visitors. This will be Saint Michael’s twenty-eighth (28th) year of holding an annual car show and the event continues to grow every year. Due to the addition of amplified music during the event and the proximity of adjacent residential neighbors, the City Manager approved a noise exemption permit but only for the duration of the permitted event. Parking for event attendees will be provided in the existing St. Michael Catholic Church parking lot to the east and south of the church. The event will be monitored to ensure there is no disruption of traffic on SE Langensand Road, adverse impacts to adjoining properties, and is in compliance with sanitation requirements.

AntFarm Operations Building Awning: The applicant is proposing to add a single pitch, awning style roof to the AntFarm Outdoor Programs Building located at 38600 Proctor Blvd. The roof pitch will adhere to the required Sandy Style Elements for secondary roof forms. The awning material and color are proposed to match the existing building. Due to the current condition of the parking areas, the applicant is required to submit an action plan and timeline for the repair work to the onsite parking areas as required under Section 17.98.130. The action plan and timeline for the repair work shall include patching the large pothole in the Pioneer Blvd. driveway approach.

Code Enforcement Report:

  • 3 citations were issued in the month of August
    • 2 for noxious vegetation
    • 1 for storing a temporary storage unit longer than 60 days
  • 2 properties were posted as “dangerous buildings” due to having water service shut-off for more than 7 days 
  • Walgreens was required to clean up their parking lot which included repairing potholes, re-striping, replacing dying vegetation, and removing litter, tree suckers, and noxious vegetation. They have also ordered a new sign to replace the old faded one.
