Sign Code Amendment: The Chapter 15.32 Sign Code amendments were adopted unanimously by the City Council on April 20, 2026. The sign code regulations were last revised in 2011. These amendments ensure compliance with constitutional requirements (e.g. first amendment rights), make code enforcement processes clearer, remove burdensome code provisions, and modify the code for easier comprehension and implementation.

Fourth Annual Forest Fest/SICC: The fourth annual Forest Fest and Sandy Invitational Chainsaw Competition (SICC) has received approval for their three-day event to be held from Friday June 5 through Sunday June 7, 2026. Once again, the event will be held on a vacant parcel located behind the Dick Hannah dealership (36936 Hwy 26). Parking will be available on site in a lot adjacent to the dealership. The main access to the event will be through a designated driveway that can be accessed via Industrial Way just south of Hwy 26. The festival hours will be from 8:00 a.m. to 6:00 p.m. The event is divided into five parts with the main event being the active carving. The applicant stated that they are capping it at 25 artists this year for the selling and auctioning of their art. A “Quick Carve” event will also take place each day and will have a live auction in the evenings on both Saturday and Sunday.
There will also be educational booths that pertain to other career/tech jobs within the timber industry and there will be a series of live demonstrations that include mechanized big equipment and timber sports competitions that are overseen by former OSU students.
One of the highlights of the festival will be an attempt by one individual to set a new Guinness Book of World Records for the continuous use of a chainsaw for the purposes of carving wood. The continuous carving will start at noon on Friday June 5 and go beyond noon on Saturday June 6 to attempt longer than a twenty-four (24) hour carving timeframe.
Mount Hood Athletic Club Retaining Wall/Fence Variance: On March 19, 2026, the owner of Mt. Hood Athletic Club (MHAC) received approval to construct two outdoor Pickle Ball Courts. These courts are in addition to the existing pickle ball court that was built in 2025. The design review approved the two new pickle ball courts to be located on the east side of the building in a lower area adjacent to the parking lot.
The east property line elevation changes gradually along the unimproved Kate Schmitz Avenue right-of-way. To mitigate the elevation change and maintain a secure level area for the two pickleball courts, the applicant proposed to install a retaining wall along a portion of the east property line. The proposed retaining wall is engineered to start at two feet in height and rise to eight feet in height and have a six-foot-high fence installed on top of the wall to enclose the two pickleball courts. The variance was granted along the area where the combination of the retaining wall and fence exceeded the eight (8) foot maximum height limit.
Code Enforcement Report:

- No citations were issued in the month of April.
- 5 street tree replacement cases have been completed with the planting of new street trees.
- A building on University Avenue with long outstanding code violations has been vacated by the violating tenant. The property owners intend to repaint and lease the structure to less controversial tenants.
- A property which was in disrepair on Pleasant Street has made vast improvements after code enforcement actions.
