Council Report – December 2016

We continued our community outreach this month with more self defense and Run/hide/Fight training to different groups.  Specifically the Guide Dogs organization

On 12/10/16, Chief Yamashita, Officer Olmos, Officer Argubright and his wife, Officer Lundry and his wife, Reserve Officer Crombie and his wife all participated in this years shop with a cop.  We took 10 kids from both the Oregon Trail School District and 10 kids from the Estacada School District shopping for Christmas.  Kids from all over Clackamas county were in attendance and over all 150 kids went shopping.  We had a great time.

On 12/14/16, SPD and SFD conducted joint classroom training and then on 12/20/16 we conducted a joint exercise.  The purpose of the training was to explore ways to effectively integrate police and fire in active shooter type of emergencies.  Our goal is to get fire and medically trained personnel to the wounded sooner.  Like all good training, we learned what we knew, and what we don’t know.  We also learned what works and what doesn’t.  Overall it was very successful training.

Chief Yamashita started her transition this month to Interim City Manager and Sergeant Roberts started his transition to Interim Chief of Police.  As a result of these changes the SPD conducted sergeants promotional testing on 12/30/16 for a new sergeant.  Exciting changing times for both the SPD and the City!

 

 

Council Report – November 2016

Officer’s Olmos and Hodges, along with Chief Yamashita, conducted another Run Hide Fight training this month.  This time it was for the staff at Mt. Hood Athletic Club on November 2nd.

Chief Yamashita and Scott Coleman from Oregon Trail School District, presented our “Culture of Safety” presentation at the Annual Oregon School Board Association conference on November 12th.  It was a well received.  As a result of this, the Milton Freewater School district asked Chief Yamashita to come to out next month to address their school board.  They are preparing to build a new school and want some input.

A search warrant was executed in the industrial park for violation of building codes.  Terre Gift and the SPD were able to get some life safety issues addressed with the owners of the grow site.

A threat assessment was done of Mt. Hood Athletic Club and the Sandy Police Department are working together to develop emergency operations plans for the business.

We received our official letter from the Oregon Accreditation Alliance this week, awarding our accreditation for the next three years.

Council Report – October 2016

Superintendent Aaron Bayer, some of his staff and Chief Yamashita attended the Oregon Emergency Management Conference the first week of October.  They were asked to speak about the “Culture of Safety” we have created for the school district and steps that we’ve taken to ensure the best possible outcomes should we see violence in our schools.

On Monday, October 10th, Chief Yamashita was asked to speak at the Clackamas County Libraries Conference.  She talked about safety both on and off the job.

We conducted a tabletop exercise on October 11th with the Estacada Fire Department and the City of Estacada to go over Active Shooter protocols.  Our hope is that we can get the  school districts and fire departments from both cities on the same or similar programs, level of training and preparedness.

Officer’s Olmos, Hodges and Chief Yamashita conducted Run Hide Fight training for the OTSD on October 19th.

Officer’s Steffanson and Olmos helped out the library with their Creepy Halloween event.  Olmos was in the dunk tank for over 45 minutes and Steffanson helped with crowd wrangling.

Got Drugs?  We did a drug take back event and we “took back” 123 pounds of unwanted medications.  What a great event and my thanks to Sgt. Shawn Burns and Juli Smith for their hard work on this event.

Council Report – September 2016

On September 7th, we tested several candidates for addition to our Fire Arms Program.  I am happy to report that the program will see the addition of Officer Steffanson, Officer Sytsma and Officer Olmos as instructors.

Also on the 7th, we met with the Chamber of Commerce regarding “Travelers” and how we can best calculate the cost of homelessness on our business.  The event wen’t well.   Next steps to is to try to formulate some sort of way to quantify the costs of time loss, clean up, buisness loss etc.  Chief Yamashita and Seth Atkinson will continue to participate in the statewide workshop regarding this topic.

On September 14th, Chief Yamashita and Seth Atkinson attended a shelter planning meeting at Sandy HS.  In addition to school district representatives, members of the county emergency manage and red cross were on had to discuss the ways to designate, stock and prepare shelter space in our local area.

On September 28th Chief Yamashita and Mayor King attended and spoke at the Citizens Forum on Marijuana Education.  We heard several stories from local area residents about the problems they face living near marijuana production sites.

Council Person Olga Gerberg and Chief Yamashita spoke about creating “Healthy Communities” by improving out relationships with diverse cultures in our community.

  • Sent Drug Take Back information to newspapers for publication of  Event scheduled for October 22nd at the Senior Center.
  • Submitted 10 month old Sytsma drug case to the District Attorney after repackaging evidence.
  • Covanta incineration trip planned for late October, early November.

 

 

Council Report – August 2016

We worked with Estacada this month and got Code Enforcement up and running.  We have good support for city staff and citizens alike.

The Sandy Police Department “represented” in two charity golf tournaments this month.  One, “Officer Mulligan” benefits Shop with a Cop through the Clackamas County Peace Officer Benevolent Foundation.  The other benefited Oregon Impact, an organization to improving safety on our roadways be reducing DUII and Distracted driving.

We provided EarthQuake and Emergency Preparedness training to the Mt. Hood Hospice group.

We also hosted a blood drive this month with the Oregon Red Cross, meeting and exceeding our goal of 35 units of blood.

 

 

 

Council Report – July 2016

July is always our busiest month.  With fireworks shows in both Sandy and Estacada and Timberfest the 4th of July was quite the celebration.

Later that same week we moved on to the Parade, Kids Parade, and Mt. Festival over the weekend of the 9th.  Everything went well and there were no problems reported.  It is always nice to get these events behind us.

On July 19th we held another negotiation meeting with the Sandy Police Officers Association.  Things are almost complete and firmed up.  We should have a draft proposal for the council on the August 15th agenda.

On July 20th we were visited by the Department of Public Safety Standards and Training.  We are working with them to try to get more training regionally, to avoid the travel to Salem.

Sandy PD staff conducted Run Hide Fight training for the Sandy Hospice group.  We had great fun and they won us over by having donuts.

We set up the preliminary Sandy PD Mobile App.  We are still adding some content, but it should be ready to roll out sometime in August.

 

 

 

Council Meeting – June 2016

On June 6th we had our second negotiations meeting between the City and the Sandy Police Officer’s Association.  Things are moving along well and we should have a new EOpcontract soon.  There will be some delay because of vacations.

On June 7,  SPD hosted the Cascadia Subduction Zone exercise.  Department heads, elected officials, school officials and every SPD employee where in attendance.  We left the table top exercise with a good appreciate for how important self preparedness is and an action plan to help get the rest of our community prepared.

 

That afternoon, several SPD staff participated with the City of Estacada in a table top similar to ours.

Then to end the week SPD staff participated with the Oregon Trail School District with their tabletop exercise.

We conducted interviews for Diane Reed replacement on June 14th, hiring Nick Weltch. He starts in July so they will have a little over a month to work together before Diane departs.

On June 17th, Chief Yamashita conducted a self defense class for young women at the Community Center.

Oregon Trail School District staff and Chief Yamashita were asked to speak at a school board administrators conference about the steps we’ve taken to secure our schools. This spurred other speaking engagements for the group including the Oregon Emergency Managers Conference in October.

On June 27th, we had our accreditation renewal inspection and passed. We are accredited for another three years.

 

 

 

Council Report – May 2016

May was a fun month.  We had another month of outreach and training along with our assigned police duties.

On May 3rd, Chief Yamashita hosted Good Morning Sandy, talking about several topics and providing a tour of the building.  Later that same day SPD did training with City Hall front office staff about safety and dealing with difficult people.  We ended the day having a meeting with the director for the regional Behavioral Health Department.  We are trying to expand our integration of their services with our calls for people in crisis.  Behavioral Health will respond either on the phone or in person when we are dealing with an individual in crisis and help us eliminate risk to them and us but using their skills in diffusing the situation whenever possible.  Additionally, they will work with us on chronic mentally ill cases and try to act before a crisis occurs.  This will be a great resource that should ensure the best possible outcome and provide us with other tools and options.

On May 4th, the entire department turned out for Defense Tactics training where we practiced old skills and learned new techniques.  My thanks to instructors Olmos and Hodges for a good work out.DT

Contract negotiations between the City and the Sandy Police Officers Association began on May 23rd.  Everyone is positive and working well together to find a fair settlement.

We hosted a large group of 8 year olds from the Hoodview Academy here at the SPD on May 25th.  The kids had a tour and question and answer period.  We all had fun!

 

 

 

Council Report – April 2016

On April 6, 2016 all SPD staff received updates and training on our regional records management system called RegJIN. While we continue to learn and have days that are a tad frustrating, the end result seems to be worth the time and effort. Agencies all over the region have been able to solve crimes as a result of this information sharing.

On April 7th, Chief Yamashita presented earthquake safety and preparedness to the Clackamas Community Bank staff.

Chief Yamashita attend the Oregon Chief’s Association Conference in Bend the week of April 11th. She heard from speakers around the country and discussed legal updates (including changes in the legalization of marijuana), labor law and other exciting topics. The information will be shared with staff.

SPD hosted a meeting with Gladstone PD to show and discuss our current Run, Hide, Fight school safety protocol and the the changes made to schools in our district. We discussed the importance and encouraged the development of a relationship with their district and other community members.

Bright and early on April 20th, Chief Yamashita hosted “Good Morning Sandy” at the PD. We discussed the upcoming bond initiative and did a demonstration as two why our radios service is insufficient. We also answered other SPD related questions and gave a tour of the facility.

On Friday April 22, Officer Hodges and Chief Yamashita presented a personal safety training to Guide Dogs staff. They have elected to have us return and do more training.

The week of April 25th was a busy one. We held a personal safety class for Clackamas Community Bank on Tuesday, Did our mandatory Taser re-certification training on Wednesday, Taught at Kelso Elementary (how science is used in Law Enforcement) on Thursday. Also on Thursday Officer Jeff Argubright received the “Officer of the Year Award” from the City of Estacada. and then on Friday we participated in the Cedar Ridge Career Day event. Whew….

Council Report – March 2016

Officer’s Olmos, Wetherbee and Chief Yamashita completed Run Hide Fight training at all branches oft he Clackamas County Banks this month. It was so well received that they had us back to teach disaster preparedness and Earthquake training.

Accreditation Renewal preparation is complete and our application was sent to the Oregon Accreditation Alliance for our renewal. Inspection of our renewal application and supporting documents is now underway and in pending status. We should hear something very soon. We are anticipating our renewal certification award at the Oregon Association of Chief’s of Police award dinner in Bend this April, 2016.

Chief Yamashita was a guest at the Oregon Impact Annual luncheon on March 16th. Oregon Impact is a non-profit working on reducing DUII, distracted driving and other fatalities on the roads in Oregon.

SPD sponsored a Spring Break Self-Defense class for mom’s and daughters on March 21st. It was attended by about 20 individuals that had a great time and learned a little something.
