Monthly Report – Public Works Department – September, 2013

WATER – A total of 26,614,00 gallons of water were produced, 20,798,000 at Alder Creek Treatment Plant and 5,816,000 at Brownell Springs. Peak day water production was 1.36 MG on the 12th. A total of 9.16 inches of rainfall were recorded at the treatment plant site during September.  Work continued on the Intertie project. The reservoir roof forms were placed however, due to the wet weather at the end of September the roof pour was put off until October.

SEWER – A total of 35,070,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.73 MGD on the 13th. Maximum day flow was 3.08 MGD on the 29th. Rainfall was 1.20 on the 28th and 1.25 on the 29th. 7.28 inches of rainfall were recorded at the treatment plant site during September. The heavy rain at the end of the month forced plant staff to discharge some treated flow to Tickle Creek earlier than anticipated. All discharges were below permit limits for BOD, SS and e.coli. BOD concentration was 10.1 mg/l; BOD loading was 75 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 9.2  mg/l; SS loading was 69 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of September. Effluent BOD and SS limits do not apply when the treated wastewater is used for land application these figures are shown to demonstrate treatment efficiency. 277,770 gallons of sludge (24 dry tons) were processed and spread on local pasture land. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 312 hours with no significant problems.

STREETS – The street sweeping contractor spent 42.4 hours sweeping streets and collected 12 tons (26 cu. yds.) of debris, covering 135 lane miles. City crews finished painting parking stalls, crosswalks and stop bars during the month.

PARKS / OTHER –  The unusual rains in September greened up the turf grass in parks rapidly allowing us to reduce supplemental irrigation. The lighting in Sandy Bluff Park (three fixtures) was replaced with LEDs and a short was repaired in the lighting circuit wiring.

 

Monthly Report – August 2013, Public Works Department

WATER – A total of 40,602,800 gallons of water were produced, 30,664,000 at Alder Creek Treatment Plant and 9,938,800 at Brownell Springs. Peak day water production was 1.57 MG on the 8th. A total of 0.4 inches of rainfall were recorded at the treatment plant site during August.   Work continued on the Intertie project. All the reservoir wall sections and columns were poured by the 30th and the underfloor piping and conduit at the booster pump station was installed.

SEWER – A total of 24,480,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.64 MGD on the 29th. Maximum day flow was 0.99 MGD on the 11th. 0.48 inches of rainfall were recorded at the treatment plant site during the month. BOD concentration was 9.4 mg/l; BOD loading was 63 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 8.0  mg/l; SS loading was 54 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of August. Effluent BOD and SS limits do not apply when the treated wastewater is used for land application these figures are shown to demonstrate treatment efficiency. 692,700 gallons of sludge (23.5 dry tons) were processed and spread on local pasture land. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 254 hours, a pump at Meinig Ave. lift station was sent in for service.

STREETS – The street sweeping contractor spent 47.5 hours sweeping streets and collected 12 tons (24 cu. yds.) of debris, covering 138 lane miles. City crews painted parking stalls, crosswalks and stop bars during the month.

PARKS / OTHER –  Parks staff cleaned up after a night of vandalism in Meinig Park on the 21st.  Several picnic tables were dumped in NoName creek, the portable toilet in the parking lot was tipped over, trash was emptied out of the containers and dumped in the creek and scattered throughout the park and several park buildings were tagged with graffiti.  Sandy Police responded quickly and almost apprehended some people fleeing from the park.

The PW Crew Leader position was filled in August. Kevin Anderson from Eagle Creek was selected. He had worked previously in Estacada and with the City of Beaverton in a similar position.

Monthly Report – Public Works Department July, 2013

WATER – A total of 46,989,000 gallons of water were produced, 34,773,000 at Alder Creek Treatment Plant and 12,216,000 at Brownell Springs. Peak day water production was 1.75 MG on the 20th. A total of 0.06 inches of rainfall were recorded at the treatment plant site during July.   Work continued on the Intertie project. All the pipe has been installed as of the end of July. The connection to Portland’s system is complete. Two pipeline sections remain to be tested.  Concrete work has begun at the reservoir site. The reservoir floor poured on the 23rd. This was the largest pour of the project and it went smoothly. Crews are preparing for the first wall pour and the column pours.

No rainfall was recorded at the treatment plant site during the month. BOD concentration was 8.7 mg/l; BOD loading was 58 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 8.7  mg/l; SS loading was 58 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of July. Effluent BOD and SS limits do not apply when the treated wastewater is used for land application these figures are shown to demonstrate treatment efficiency. 330,440 gallons of sludge (39.5 dry tons) were processed and spread on local pasture land. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 268 hours with no significant problems.

STREETS – The street sweeping contractor spent 40 hours sweeping streets and collected 9 tons (16 cu. yds.) of debris, covering 134 lane miles. As part of the waterline project Bluff Rd. was repaved between Hood St. and Bell St. The northbound lane of Bluff was repaved from Bell St. to the city limits.

PARKS / OTHER –  Public Works staff set up and took down the traffic control for the Mountain Festival parade. Prior to the Festival PW staff patched deteriorated asphalt on the paths in Meinig Park.  The park stood up well to Mountain Festival traffic. Parks staff removed weeds, trimmed vegetation and placed bark mulch at the Pioneer parking lot, Heritage Sq. parking lot and at Vista Loop Reservoir.

Monthly Report May 2013 – Public Works Department

WATER – A total of 32,712,400 gallons of water were produced, 20,496,400 at Alder Creek Treatment Plant and 12,216,000 at Brownell Springs. Peak day water production was 1.39 MG on the 5th. A total of 8.89 inches of rainfall were recorded at the treatment plant site during May.   Work continued on the Intertie project. All piping between Kelso Rd. and Bell St. was pressure tested and passed. Clean up and seeding took place on the sections outside the City. There were some issues with delays on Bluff during Sandy High School arrival and dismissal times but the contractor was able to make some adjustments to help reduce impacts.

SEWER – A total of 46,550,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.73 MGD on the 16th. Maximum day flow was 2.4 MGD on the 23rd. Rainfall on May 22nd was 1.65″ with 0.75″ following on the 23rd.  6.02 inches of rainfall was recorded at the treatment plant site during the month. BOD concentration was 7.5 mg/l; BOD loading was 107 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 4.6  mg/l; SS loading was 69 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of May. Effluent BOD and SS limits do not apply when the treated wastewater is used for land application these figures are shown to demonstrate treatment efficiency. 12,320 gallons of sludge were processed during the month, no sludge was hauled or spread. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 357 hours. We had some issues with the level control system at Meinig Ave. pump station and experienced two overflows during May. The power supply was replaced and the station seems to be operating properly. We will install a backup level control system in this station over the summer.

STREETS – The street sweeping contractor spent 47 hours sweeping streets and collected 10 tons (18 cu. yds.) of debris, covering 126 lane miles.

PARKS / OTHER –  Parks staff fertilized turf at Cascadia Village, Sandy Bluff and Barlow Ridge parks.

 

Monthly Report, April 2013 – Public Works Department

WATER – A total of 27,035,800 gallons of water were produced, 14,070,400 at Alder Creek Treatment Plant and 12,965,400 at Brownell Springs. Peak day water production was 1.07 MG on the 27th. A total of 7.66 inches of rainfall were recorded at the treatment plant site during April.   Work continued on the Intertie project. All piping between the booster pump station site and Kelso Rd. was pressure tested and passed. Trench patching took place on Hudson Rd. and Bluff Rd. and work began within the city limits during the last two weeks of the month.

SEWER – A total of 34,470,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was .80 MGD on the 28th. Maximum day flow was 2.4 MGD on the 7th. Rainfall on April 6th was 1.25″ with 0.50″ following on the 7th.  3.67 inches of rainfall was recorded at the treatment plant site during the month. BOD concentration was 6.4 mg/l; BOD loading was 54 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 4.6  mg/l; SS loading was 42.7 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of April. No sludge  was processed or hauled during the month. City staff installed an extension on the treated sludge discharge line that will permit plant staff more flexibility when processing and storing sludge. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 299 hours with no significant problems.

STREETS – The street sweeping contractor spent 41 hours sweeping streets and collected 9 tons (16 cu. yds.) of debris, covering 133 lane miles.

PARKS / OTHER –  Dennis Damici, former Parks Board member and Meinig Park neighbor and Liz Storn installed wetland and upland plants in the detention pond east of the amphitheater over two weekends in April. Volunteers, including the Boring Middle School ‘Eco-Helpers’ spread bark mulch adjacent to the pedestrian paths in the Cascadia Village and Tygart Meadows subdivisions and at the Veteran’s Memorial.

 

 

Monthly Report, March 2013 – Public Works Department

WATER – A total of 26,172,000 gallons of water were produced, 13,097,000 at Alder Creek Treatment Plant and 13,075,000 at Brownell Springs. Peak day water production was 1.04 MG on the 22nd. A total of 5.10 inches of rainfall were recorded at the treatment plant site during March.  PW staff continued exercising valves in the distribution system and updating records and location information. Work continued on the Intertie project. Most of the work on Hudson Rd. was completed and work began on Bluff Rd.

SEWER – A total of 35,280,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was .87 MGD on the 31st. Maximum day flow was 1.68 MGD on the 6th. Rainfall on March 5th was 0.40″ with 0.70″ following on the 6th.  3.31 inches of rainfall was recorded at the treatment plant site during the month. BOD concentration was 7.0 mg/l; BOD loading was 67.6 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 4.9  mg/l; SS loading was 45.4 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of March.  No sludge  was processed or hauled during the month due to the wet weather. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 241 hours. One of the pumps at Northside pump station was removed and sent away for repairs and a grit collector at the treatment plant was temporarily repaired until replacement parts arrive.

STREETS – The street sweeping contractor spent 39 hours sweeping streets and collected 15 tons (19 cu. yds.) of debris, covering 144 lane miles.

PARKS / OTHER –  With the warmer, weather in March mowing season in City parks began. The drier than usual weather allowed  Parks staff to keep up with the mowing. A tree fell onto Tickle Creek Trail and was removed by Park staff. The restrooms in Meinig Park were opened for Spring Break and will be kept open on weekends and when there is nice weather during the week.

WATER – A total of 24,008,200 gallons of water were produced, 11,896,000 at Alder Creek Treatment Plant and 12,112,200 at Brownell Springs. Peak day water production was 0.99 MG on the 6th. A total of 4.13 inches of rainfall were recorded at the treatment plant site during February.  The pre-construction conference for the Intertie Project was held on February 4th. PW staff began exercising valves in the distribution system and updating records and location information.

SEWER – A total of 33,040,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was .84 MGD on the 19th. Maximum day flow was 2.41 MGD on the 1st. Rainfall on January 31st was .77″ and .64 on the 1st. 2.47 inches of rainfall was recorded at the treatment plant site during the month. BOD concentration was 5.5 mg/l; BOD loading was 52.3 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 4.4  mg/l; SS loading was 40.2 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of February.  No sludge  was processed or hauled during the month due to the wet weather. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 387 hours. One of the pumps at Northside pump station was removed and sent away for repairs.  City staff cleaned approximately 6,000 feet of 6″, 8″ and 10″ sewer line south of US 26 and east of Meinig Ave. in February.

STREETS – The street sweeping contractor spent 44 hours sweeping streets and collected 19 tons (23 cu. yds.) of debris, covering 168 lane miles.

Monthly Report – Public Works – December, 2012

WATER – A total of 26,197,100 gallons of water were produced, 13,274,000 at Alder Creek Treatment Plant and 12,923,100 at Brownell Springs. Peak day water production was 1.0 MG on the 31st. A total of 12.14 inches of rainfall were recorded at the treatment plant site during December. Bids for the Portland Water Bureau Intertie Project were opened on the 18th.  We received 8 bids ranging between $8.5M and $10.1M. The low bid was $8,568,096 from Rotschy, Inc. of Vancouver, WA.

SEWER – A total of 59,920,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was 1.14 MGD on the 31st. Maximum day flow was 2.97 MGD on the 4th. 8.37 inches of rainfall was recorded at the treatment plant site during the month. BOD concentration was 10.8 mg/l; BOD loading was 218 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 6.36  mg/l; SS loading was 102.4 lbs.; permit allows 10 mg/l and 125 lbs.  We began discharging to Tickle Creek on November 16th. Since we only discharged to the stream for half the month and because the peak flow was more than 2.5 times the design flow we were able to remain in compliance with our discharge permit. No sludge  was processed or hauled during the month due.The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 1066 hours with no significant problems.  City staff cleaned approximately 25,000 feet of 6″, 8″ and 10″ sewer line south of US 26 and east of Meinig Ave. in December.

STREETS – The street sweeping contractor spent 50 hours sweeping streets and collected 33 tons (50 cu. yds.) of debris, covering 204 lane miles.

 

Monthly Report – November 2012 Public Works Department

WATER – A total of 26,361,800 gallons of water were produced, 14,231,000 at Alder Creek Treatment Plant and 12,130,800 at Brownell Springs. Peak day water production was 1.08 MG on the 13th. A total of 12.72 inches of rainfall were recorded at the treatment plant site during November. The contract for the Portland Water Bureau Intertie Project was advertised on November 13th. A pre-bid meeting for the project was held on November 27th with more than 32 contractors, subs and suppliers attending.

SEWER – A total of 60,580,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.95 MGD on the 10th. Maximum day flow was 4.23 MGD on the 20th. 10.63 inches of rainfall was recorded at the treatment plant site during the month. BOD concentration was 11.1 mg/l; BOD loading was 269 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 9.7  mg/l; SS loading was 253 lbs.; permit allows 10 mg/l and 125 lbs.  We began discharging to Tickle Creek on November 16th. Since we only discharged to the stream for half the month and because the peak flow was more than 2.5 times the design flow we were able to remain in compliance with our discharge permit. No sludge  was hauled during the month due to the unusually wet weather.The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 578 hours with no significant problems. Pump hours are up significantly at Northside pump station because of the new variable speed drive. Which means pumps run longer at a lower rpm.

STREETS – The street sweeping contractor spent 92 hours sweeping streets and collected 41 tons (133 cu. yds.) of debris, covering 405 lane miles.

 PARKS / OTHER –  Parks staff winterized all park facilities and buildings. This consists of cleaning gutters, draining water and irrigation lines and frost-proofing park buildings. Parks staff also installed Christmas lights on City buildings and sites.

Monthly Report October, 2012 – Public Works Department

WATER – A total of 31,963,600 gallons of water were produced, 18,924,000 at Alder Creek Treatment Plant and 13,039,000 at Brownell Springs. Peak day water production was 1.29 MG on the 3rd. A total of 13.12 inches of rainfall were recorded at the treatment plant site during October. A power surge on October 23rd affected some sensitive electronic equipment used to measure and monitor particle concentration in the water. Repair parts are no longer available for these items so we had to purchase a new streaming current monitor however CH2M-Hill was able to find a replacement turbidimeter at their Lebanon project. City crews extended the 6″ water main in Sunset St. to provide service to a new parcel in the Mt. Hood Industrial Park. The developer of the site failed to complete these improvements and the City collected funds held in escrow to pay for this work.

SEWER – A total of 50,660,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.83 MGD on the 18th. Maximum day flow was 0.95 MGD on the 29th. 11.21 inches of rainfall was recorded at the treatment plant site during the month. We were in compliance with our waste discharge permit for the month of October. BOD concentration was 4.8 mg/l; BOD loading was 65 lbs.; permit allows 10 mg/l and 83 lbs.; SS concentration was 6.0  mg/l; SS loading was 81.2 lbs.; permit allows 10 mg/l and 83 lbs.126,938 gallons of liquid sludge were pressed into 9.9 dry tons of sludge which was hauled and spread on local pastureland approved by DEQ for this use. The Northside Pump Station Upgrade project was completed. Variable speed drives were installed on the existing pumps to accommodate the increased sewage flow from the new Sandy High School. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 256 hours with no significant problems.

STREETS – The street sweeping contractor spent 49 hours sweeping streets and collected 17 tons (23 cu. yds.) of debris, covering 142 lane miles. 

 PARKS / OTHER –  Decorative boulders were installed in the Parkway subdivision detention pond in Meinig Park. This will help reduce the velocity of the water entering the facility and reduce erosion. We purchased wetland plants for placement in the pond by volunteers over the winter. Landscaping and decorative boulders were installed in the planter strips and islands in the parking lot at Meinig Park. The grass area at the bottom of the slope below the play structure was regraded and reseeded to improve drainage.
