Monthly Report, September 2012 – Public Works Department

WATER – A total of 42,953,600 gallons of water were produced, 30,092,000 at Alder Creek Treatment Plant and 12,861,600 at Brownell Springs. Peak day water production was 1.85 MG on the 16th. A total of 0.16 inches of rainfall were recorded at the treatment plant site during the month. City crews repaired a leak on the 16” transmission main from Alder Creek a main leak on Bluff Rd. and a service line leak on McCormick Dr.

SEWER – A total of 25,210,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.75 MGD on the 4th. Maximum day flow was 0.95 MGD on the 9th. No rainfall was recorded at the treatment plant site during the month. We were in compliance with our waste discharge permit for the month of September. BOD concentration was 7 mg/l; BOD loading was 69 lbs.; permit allows 10 mg/l and 83 lbs.; SS concentration was 4  mg/l; SS loading was 41.4 lbs.; permit allows 10 mg/l and 83 lbs. 465,440 gallons of liquid sludge were pressed into 33 dry tons of sludge which was hauled and spread on local pastureland approved by DEQ for this use.  One of the aeration basins and one of the clarifiers were drained for annual cleaning. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 200 hours with no significant problems.

STREETS – The street sweeping contractor spent 49 hours sweeping streets and collected 17 tons (23 cu. yds.) of debris, covering 142 lane miles. Work wrapped up on the 2012 paving projects, centerline, bike and turn lane striping and legends were applied to arterial and collector streets.  No parking areas on Proctor and Pioneer, city facility parking lot striping and stop bars on local streets were painted by City crews.

 PARKS / OTHER –  Accumulated sediment was cleaned from the Parkway subdivision detention pond in Meinig Park. The beaver dam on No Name creek east of Ruben Lane was removed once we received the blessing of ODFW and DSL. The beaver, true to its industrious nature started rebuilding the same evening. A drain inlet was installed on the low point of the pond to collect overflow should the beaver restore the dam to its former elevation. This will prevent the overflow from running over the sidewalk.

Monthly Report – August 2012, Public Works Department

WATER

A total of 51,208,000 gallons of water were produced, 38,442,000 at Alder Creek Treatment Plant and 12,766,000 at Brownell Springs. Peak day production was 2.20 MGD on the 17th. A total of 0.02 inches of rainfall was recorded at the treatment plant site during the month of August.Design work continued on the Portland Water Bureau Intertie Project. The access drive at Sandercock reservoir and the entrance drive and parking area at the Water Treatment Plant were slurry sealed in August.

 SEWER

A total of 26,270,000 gallons of wastewater were treated. Minimum flow was 0.75 MGD on the 4th; maximum day flow was 0.92 MGD on the 19th. No rainfall was recorded at the treatment plant site during the month.  We were in compliance with our waste discharge permit for the month of August. BOD concentration was 6.3 mg/l, permit allows 20 mg/l; BOD loading was 54 lbs., permit allows 83 lbs.; SS concentration was 4.3 mg/l, permit allows 20 mg/l; SS loading was 48 lbs., permit allows 83 lbs. Effluent BOD and SS permit limits do not apply when treated wastewater is used for irrigation, these numbers are shown to demonstrate treatment efficiency. One of the clarifiers was drained for inspection and cleaning.  857,120 gallons of sludge were processed during the month reduced to 42.4 dry tons of ‘cake’ which was hauled and spread on local, DEQ-approved pasture sites. Approximately 12,000 SF of the access drives and parking/maneuvering areas at the treatment plant site were slurry sealed. This is about 1/3 of the total plant site, we plan on doing a similar amount in the next two years until the entire site has been resurfaced.   The pumps at Marcy St., Meinig Ave. Sleep Hollow and Northside lift stations ran a total of 203 hours with no significant problems.

 STREETS

A total of 6 tons of asphalt were used patching potholes and utility trenches. The street sweeping contractor spent 44 hours sweeping streets, collected 18 tons (17 cu. yds.) of debris, and covered 125 lane miles. August was a busy month for the street maintenance program. The paving contractor placed asphalt overlays on 10 of the 12 streets on their schedule, (Shalimar and Jonsrud  will be completed in September). The slurry seal contractor completed all their work in August – resurfacing 12 streets. The voluntary sidewalk repair program met a merciful end we had about 16 properties participate.

PARKS – OTHER

There was some vandalism to electrical fixtures in Meinig Park and at the main stage over a single night in August. The total damage was approximately $1,600.   A leaking water line along the path on the north side of the creek was replaced in time for the final concert. The dry weather has affected the turf grass in some of the parks despite a robust irrigation schedule. The grass in Sandy Bluff Park is especially affected. It is irrigated with water from the pond on the south side of the park. The water level in the pond has gotten so low that is is difficult to keep up with the irrigation demand for the grass.

WATER

A total of 41,670,500 gallons of water were produced, 29,728,000 at Alder Creek Treatment Plant and 11,942,500 at Brownell Springs. Peak day production was 1.73 MGD on July 25th. A total of 0.59 inches of rainfall was recorded at the treatment plant site during the month of July. City staff continued replacing water service lines on streets that are to be repaved this summer. design work continued on the Portland Water Bureau Intertie Project, 50% design plans were submitted for review.

 SEWER

A total of 25,750,000 gallons of wastewater were treated. Minimum flow was 0.68 MGD on the 21st; maximum day flow was 0.99 MGD on the 1st (0.35” rainfall on June 30th). A total of 0.2” of rainfall was recorded at the treatment plant site during the month.  We were in compliance with our waste discharge permit for the month of July. BOD concentration was 7.9 mg/l, permit allows 20 mg/l; BOD loading was 45 lbs., permit allows 83 lbs.; SS concentration was 6.4 mg/l, permit allows 20 mg/l; SS loading was 45 lbs., permit allows 83 lbs. Effluent BOD and SS permit limits do not apply when treated wastewater is used for irrigation, these numbers are shown to demonstrate treatment efficiency. One of the clarifiers was drained for inspection and cleaning.  604,010 gallons of sludge were processed during the month reduced to 51.71 dry tons of ‘cake’ which was hauled and spread on local, DEQ-approved pasture sites. The pumps at Marcy St., Meinig Ave. Sleep Hollow and Northside lift stations ran a total of 282 hours with no significant problems.

 STREETS

 A total of 12 tons of asphalt were used patching potholes and utility trenches. The street sweeping contractor spent 45 hours sweeping streets, collected 19 tons (16 cu. yds.) of debris, and covered 127 lane miles. A few stragglers were added to the voluntary sidewalk repair program.

PARKS – OTHER

Meinig Park held up fairly well after the Mountain Festival. The new parking lot lighting and overflow parking area were also useful during the event. Parks staff chpped up debris on the Tickle Creek trail and removed weeds and laced bark mulch on the connector path in the Barlow Ridge subdivision.

Monthly report – Public Works Department – June, 2012

WATER – A total of 31,747,300 gallons of water were produced, 18,809,000 at Alder Creek Treatment Plant and 12,938,300 at Brownell Springs. Peak day water production was 1.34 MG on June 21st. A total of 7.46 inches of rainfall were recorded at the treatment plant site during the June. City crews replaced water service lines on streets planned for paving this summer. Design work continued on the Portland Water Bureau Intertie Project. City and consultant staff met with Clackamas County to refine the pipeline alignment and discuss road restoration requirements outside the city limits.

SEWER – A total of 32,460,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.75 MGD on the 1st. Maximum day flow was 1.69 MGD on the 8th, (rainfall was .55 inches on the 7th). A total of 4.9 inches of rainfall was recorded at the treatment plant site during the month. BOD concentration was 5.9 mg/l; BOD loading was 56 lbs.; permit allows 10 mg/l and 83 lbs.; SS concentration was 5.3 mg/l; SS loading was 84 lbs.; permit allows 10 mg/l and 83 lbs. Permit limits do not apply when the effluent is used for irrigation purposes, BOD and SS levels are shown to demonstrate treatment efficiency.  140,870 pounds of sludge were processed and stored for land application once the application sites dry out. PW staff constructed a truck loading ramp at the WWTP site to make it easier to load sludge in the spreader truck. The pumps at Marcy St.; Northside, Southeast and Meinig Ave. lift stations ran a total of 392 hours. There was a problem with the standby generator transfer switch at Meinig Ave. pump station that we weren’t able to duplicate when the service contractor looked at it.

STREETS – The street sweeping contractor spent 36 hours sweeping streets and collected 4 tons (9 cu. yds.) of debris, covering 131 lane miles. 9 tons of asphalt were used to patch potholes and utility cuts. Weeds and overhanging vegetation in the right-of-way of unimproved City streets were mowed.

PARKS / OTHER – Field grass in public open space and other City properties was mowed. The summer seasonal position was filled and work began on cutting weeds in the right-of-way of unimproved streets and stormwater detention facilities. Parks staff spread bark mulch on the landscape beds in the Meinig Park parking lot and over-seeded the grass areas.

 

 

 

Monthly Report – Public Works, May 2012

WATER A total of 32,103,000 gallons of water were produced, 19,003,000 at Alder Creek Treatment Plant and 13,100,000 at Brownell Springs. Peak day water production was 1.66 MG on May 13th. A total of 5.08 inches of rainfall were recorded at the treatment plant site during the month.  There was a short power outage at the treatment plant on the 22nd but the standby generator was able to supply power to run the plant. City staff received final training on the Automated Meter Reading system software. We ready to start up the system with the June billing cycle. We have approximately 60 meters installed and operating. City staff began replacing water services on streets that are scheduled for asphalt overlays this summer.

 SEWER A total of 32,100,000 gallons of wastewater were treated and discharged. Minimum flow was .65 MGD on the 18th. Maximum day flow was 2.27 MGD on the 4th, (rainfall was .25 inches on May 3rd  and 0.65 inches on the 4th). A total of 3.83 inches of rainfall was recorded at the treatment plant site during the month. We were in compliance with our waste discharge permit for the month of May. BOD concentration was 6.4 mg/l; BOD loading was 51 lbs.; permit allows 20 mg/l and 125 lbs.; SS concentration was 6.9 mg/l; SS loading was 62 lbs.; permit allows 20 mg/l and 125 lbs. No sludge was processed or hauled off-site during the month of May. City staff constructed a loading ramp at the sludge storage building which will help keep the site cleaner and allow more efficient loading of the sludge truck. The pumps at Marcy St.; Northside, Southeast, Meinig Ave. and Sleepy Hollow lift stations ran a total of 299 hours with no significant problems.

STREETS – The street sweeping contractor spent 40 hours sweeping streets and collected 14 tons (22 cu. yds.) of debris, covering 137 lane miles. City staff finished sealing cracks on local streets using rented equipment. Approximately 60 streets were treated. 

PARKS / OTHER – With the drier weather towards the end of the month park mowing became a little easier to keep up with. The Parks Attendant position was filled and the restrooms in the park are now opened and closed on a daily schedule.  A trash enclosure was constructed in the Meinig Park parking lot allowing Hoodview Disposal to collect garbage without entering the park. Two trees were removed in the Park to allow better access from the new path alignment for Mountain Festival vendors and parks maintenance staff.

Monthly Report – April 2012, Public Works Department

WATER – A total of 26,666,100 gallons of water were produced, 14,535,000 at Alder Creek Treatment Plant and 12,131,100 at Brownell Springs. Peak day water production was 1.16 MG on April 23rd. A total of 7.38 inches of rainfall were recorded at the treatment plant site during the month.  CH2M-Hill and City staff met with a consultant to review operational and water quality issues associated with our existing water production facilities and the new Portland Water Bureau source. We wanted to identify any issues before design on the PWB project was too far along in case changes needed to be made.

 

SEWER – A total of 39,190,000 gallons of wastewater were treated and discharged. Minimum flow was .75 MGD on the 14th. Maximum day flow was 2.02 MGD on the 1st, (rainfall was .50 inches on March 31st and 0.05 inches on the 1st). A total of 6.07 inches of rainfall was recorded at the treatment plant site during the month. Discharge of treated effluent to Iseli Nursery began on April 27th. We were in compliance with our waste discharge permit for the month of April. BOD concentration was 4.49 mg/l; BOD loading was 46.4 lbs.; permit allows 20 mg/l and 125 lbs.; SS concentration was 4.18 mg/l; SS loading was 46 lbs.; permit allows 20 mg/l and 125 lbs. No sludge was processed or hauled off-site during the month of April. City staff repaired a broken water line at the plant site in April. It was under a flight of concrete stairs which made it difficult. Two of the large blowers were sent in for repairs. The pumps at Marcy St.; Northside, Southeast, Meinig Ave. and Sleepy Hollow lift stations ran a total of 347 hours with no significant problems. City staff pressure washed the exterior surfaces of pump housings, control panels and generator enclosures and performed spring cleaning and landscaping at all pump station sites during April.

Monthly Report – March, 2012 Public Works

WATER

A total of 27,254,900 gallons of water were produced, 13,486,000 at Alder Creek Treatment Plant and 13,167,900 at Brownell Springs. Peak day water production was 1.09 MG on March 12th. A total of 17.20 inches of rainfall were recorded at the treatment plant site during the month.  There were some problems with high turbidity coming into the plant during the heavier rainfall and rain on snow events during March however WTP staff were able to keep producing water and meet all water quality standards.

SEWER

A total of 56,460,000 gallons of wastewater were treated and discharged. Minimum flow was 0.77 MGD on the 9th. Maximum day flow was 4.05 MGD on the 30th (rainfall was 1.4 inches on the 29th and 0.5 inches on the 30th). A total of 11.14 inches of rainfall was recorded at the treatment plant site during the month. We were in compliance with our waste discharge permit for the month of March. BOD concentration was 9.64 mg/l; BOD loading was 161 lbs.; permit allows 20 mg/l and 125 lbs.; SS concentration was 4.5 mg/l; SS loading was 74 lbs.; permit allows 20 mg/l and 125 lbs. No sludge was hauled off-site during the month of March. The pumps at Marcy St.; Northside, Southeast, Meinig Ave. and Sleepy Hollow lift stations ran a total of 495 hours with no significant problems.  The contractor performing cleaning and video inspection of the collection system in Proctor, Pioneer and US 26 completed the work in March. Approximately 7,000 lineal feet of main line was cleaned and inspected and about 70 sewer laterals were inspected. We found several significant issues and numerous smaller items that need to be taken care of prior to the ODOT highway overlay project scheduled for late summer

STREETS

– The street sweeping contractor spent 47 hours sweeping streets and collected 12 tons (19 cu. yds.) of debris, covering 135 lane miles. Several small snowfall events kept PW staff busy during the month of March. We also applied liquid de-icer several times during the month, we ran out of the initial 3,000 gallons we ordered in January and had to borrow 300 gallons from ODOT to finish out the month. We hope not to order any more material until November. City crews used 3 tons of asphalt repairing potholes and utility trenches on the one dry day we had in March.

PARKS / OTHER

–  City crews installed the lighting in the parking lot at Meinig Park, we are waiting for the electrician to wire everything up. The new fixtures are all LED lighting with dimmable controllers, allowing us to adjust the lighting levels for different times of the evening. We also made provisions to mount cameras on the poles in the future.  Since the western path entrance is no longer accessible for Hoodview’s trucks we installed a block enclosure adjacent to the parking lot for refuse containers.

Monthly Report, February 2012 – Public Works

WATER A total of 24,969,900 gallons of water were produced, 12,729,000 at Alder Creek Treatment Plant and 12,240,900 at Brownell Springs. Peak day water production was 1.1 MG on February 12th. A total of 9.36 inches of rainfall were recorded at the treatment plant site during the month. City crews abandoned a section of pipe and replaced a valve at the intersection of Ten Eyck and US 26 in preparation for the ODOT paving project this summer. City staff finished replacing existing water meters with the new radio read meters in February, we have about 52 installed, including the Library and the new High School site. These meters should be enough to test the tower transceiver and reading software.

SEWER – A total of 34,750,000 gallons of wastewater were treated and discharged. Minimum flow was 0.84 MGD on the 9th. Maximum day flow was 2.01 MGD on the 22nd, (rainfall was 0.5 inches on the 21st and .25 inches on the 22nd). A total of 6.24 inches of rainfall were recorded at the treatment plant site during the month. We were in compliance with our waste discharge permit for the month of February. BOD concentration was 5.0 mg/l; BOD loading was 48.5 lbs.; permit allows 10 mg/l and 83 lbs.; SS concentration was 6.44 mg/l; SS loading was 61.6 lbs.; permit allows 10 mg/l and 83 lbs. 85,610 gallons of sludge were generated dewatered and stored during the month of February. No sludge was hauled off-site. The pumps atMarcy St.; Northside, Southeast,Meinig Ave. and Sleepy Hollow lift stations ran a total of 368 hours with no significant problems.

STREETS – The street sweeping contractor spent 38.25 hours sweeping streets and collected 10 tons (16 cu. yds.) of debris, covering 133 lane miles.  We applied de-icer to collector and arterial streets three times during the month. PW staff were called out on the early on the 28th to plow snow.

PARKS / OTHER – Parks staff cleaned up branches and downed trees in various parks after storm events.

WATER

A total of 26,048,800 gallons of water were produced during the month of December, 13,799,700 at Alder Creek Treatment Plant and 12,249,100 at Brownell Springs. 13.48 inches of rainfall were recorded at the treatment plant site during the month of January. The rain on snow event over the 17th, 18th and 19th forced us to shut down the Alder Creek treatment plant on the 17th until the turbidity level in the stream dropped enough to resume treating water. The plant was returned to service on the 19th. Reservoir storage and flow from Brownell Springs allowed us to keep up with water demand. All influent and effluent flow meters at the water treatment plant and Brownell Springs were calibrated.

WASTEWATER

A total of 58,460,000 gallons of wastewater was treated and discharged to Tickle Creek during January. Minimum day flow was 0.9 MG on the 14th; maximum day flow was 6.93 MG on the 19th  . Rainfall was 1.15” on the 18th and 2.0” on the 19th. The flow equalization pond was used to store some of the peak flows. A total of 9.45 inches of rainfall were recorded at the treatment plant site during January.  We were in compliance with our waste discharge permit for the month of January. BOD concentration was 7.78 mg/l; BOD loading was 57 lbs.; permit allows 10 mg/l and 83 lbs.; SS concentration was 7.1 mg/l; SS loading was 70.3 lbs.; permit allows 10 mg/l and 83 lbs. No sludge was hauled off-site during the month of January. The pumps at Marcy St.; Northside, Southeast, Sleepy Hollow and Meinig Ave. lift stations ran a total of 440 hours with no significant problems.

STREETS

The street sweeping contractor spent 48 hours sweeping streets and collected 14 tons (30 cu. yds.) of debris, covering 187 lane miles. The snow on the 16th interrupted sweeping until it could resume on the 19th. The snow presented few problems. We had two people scheduled to come in at 5:00 AM on the 16th to start plowing. One person was called in at about 1:30 AM to deal with some tree problems and began plowing shortly afterwards in order to get a head start on the snow.  We placed our new liquid de-icing equipment into service in January and were pleased with the results during hard frosts and when the temperature dropped while the streets were still wet. We were able to apply the de-icer during regular work hours the day before the temperature dropped and it was still working two days later saving overtime. We found it costs about $350-$400 per application which is less than the cost of applying sand to the same streets with the advantage of not having to sweep anything up after we are done.

PARKS / OTHER

There were a few trees and branches that came down on the Tickle Creek Trail and in Meinig Park during the storm. Parks staff was able to clean up the damage shortly afterwards. The heavy rains on the 15th, 16th and 17th presented few problems. We had PW staff monitoring critical inlets to keep them free from debris. The new inlet and detention system under the parking lot in Meinig Park performed well. The stormwater inlet improvements made over the last two years at McCormick Ct., Sunset St. and Bluff Rd. seemed to accommodate the increased flows with no overtopping or backwater damages.

Two PW staff members worked on Saturday, January 28th to chip up debris from the storm. We had about 10 residents take advantage of the service by bringing their limbs and branches to PW World HQ on Champion Way. We also loaned out the chipper several times for on-site chipping of limbs and branches.

WATER – A total of 27,478,200 gallons of water were produced, 13,980,000 at Alder Creek Treatment Plant and 13,498,200 at Brownell Springs. Peak day water production was 1.14 MG on December 19th. A total of 7.62 inches of rainfall were recorded at the treatment plant site during the month. The treatment plant shut down for about 12 hours on the 30th until water quality in Alder Creek improved and water production resumed.  The leaking roof at Terra Fern pump station was repaired. City staff received training on the new automated meter reading system and installed 16 meters in the Salmon Creek subdivision, west of 362nd. There is an issue with the radio transceiver that will keep us from placing the system into service until it is resolved.

SEWER – A total of 33,000,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was .63 MGD on the 25th. Maximum day flow was 3.83 MGD on the 30th, (1.6” rainfall on the 29th and 0.35” on the 30th). A total of 4.57 inches of rainfall was recorded at the treatment plant site during the month. We were in compliance with our waste discharge permit for the month of December. BOD concentration was 5.43 mg/l; BOD loading was 42 lbs.; permit allows 20 mg/l and 83 lbs.; SS concentration was 7.8 mg/l; SS loading was 42 lbs.; permit allows 20 mg/l and 83 lbs. No sludge was hauled during the month of December. The pumps at Marcy St., Meinig Ave., Southeast, Northside and Sleepy Hollow lift stations ran a total of 219 hours with no significant problems.

STREETS The street sweeping contractor spent 72 hours sweeping streets and collected 35 tons (64 cu. yds.) of debris, covering 245 lane miles.

PARKS / OTHER We lost a few trees along the Tickle Creek Trail during the windy weather on New Year’s weekend.
