WATER:

  • Alder Creek  had a Peak Day production of 0.901 MG on June 30th.
  • Alder Creek  water plant production net of backwash water used was 11.66 MG.
  • Brownell Springs production was a total of 7.03 MG and Peak Day production was on June 7th with a total of 435,615 gallons.
  • Portland Water Bureau  source production was a total of 13,757,517 gallons with a Peak Day production of 614,468 on June 17th.
  • We recorded a total of 9.28 inches of rainfall at the water plant with peak rainfall on June 10th with a total of 2.51 inches.
  • Equipment Issues:  None noted.

WASTEWATER

  • On June 10th the Peak day flow was 3.74 MG and there was 1.35 inches of rainfall.  The day before on March 9th, no rainfall was recorded.
  • A total of 42.52 MG of sewage was treated in the month of June.
  • Monthly rainfall recorded at the plant was 6.03 inches with a peak of 2.00 inches on June 11th.
  • 1,170,280 gallons of sludge were dewatered, processed and landfilled during June.
  • Monthly Average Effluent BOD and the June monthly average for TSS was reported as N/A (recycled).
  • Equipment Issues: 
    June 12th – Overflow led to clogged process pumps.  Replaced both.
    June 22nd – Disk filter 1 drive motor failed. Replacement options are being investigated

    June 10th – Large rain event led to emergency discharge into Tickle Creek

Public Works – MAY Monthly Report

WATER:

  • Alder Creek had a Peak Day production of 0.733 MG on May 30th.
  • Alder Creek water plant production net of backwash water used was 8.148 MG.
  • Brownell Springs production was a total of 7.16 MG and Peak Day production was on May 7th with a total of 355,425 gallons.
  • Portland Water Bureau source production was a total of 13,794,001 gallons with a Peak Day production of 500,276 gallons on May 21st.
  • We recorded a total of 9.66 inches of rainfall at the water plant with peak rainfall on May 13th with a total of 1.35 inches.
  • EQUIPMENT ISSUES: None noted

WASTEWATER

  • On May 7th the Peak day flow was 4.51 MG with .81 inches of rainfall.  The day before on May 6th, 1.01 inches of rainfall were recorded.
  • A total of 46.2 MG of sewage was treated in the month of May.
  • Monthly rainfall recorded at the plant was 7.16 inches with a peak of 1.01 inches on the 6th of May.
  • 1,408,740 gallons of sludge were dewatered, processed and landfilled during May.

PUBLIC WORKS – Monthly Report – April 2022

  • Alder Creek had a Peak Day production of 0.606 MG on April 13th.
  • Alder Creek water plant production net of backwash water used was 11.15 MG.
  • Brownell Springs production was a total of 2.30 MG and Peak Day production was on April 27th with a total of 250,380 gallons.
  • Portland Water Bureau source production was a total of 17,986,097 gallons with a Peak Day production of 1,826,507 on April 17th.
  • We recorded a total of 9.23 inches of rainfall at the water plant with peak rainfall on April 10th with a total of 1.52 inches.
  • EQUIPMENT ISSUES: A Power outage on April 16th  caused loss of SCADA setpoints throughout the system, resulting in additional PWB water taken                     
  • On April 13th the Peak day flow was 2.95 MG and there was .71 inches of rainfall.  The day before on April 12th, 0.70 inches of rainfall were recorded.
  • A total of 41.7 MG of sewage was treated in the month of April.
  • Monthly rainfall recorded at the plant was 7.99 inches with a peak of 1.00 inches on the 11th of April.
  • 431,970 gallons of sludge were dewatered, processed and landfilled during April.
  • Monthly Average Effluent BOD was 8.5 mg/l and the April monthly average for TSS was 13.6 mg/l.
  • EQUIPMENT ISSUES:
    * IMLR Pump 1 returned to Service on April 7th.
    * BFP Polymer mixing system failure on April 13th.
    * BFP stator and expansion joint failure on April 14th.
    * Major power outage and loss of SCADA controls on April 16th
        (ongoing issues for several days)
    * BFP Polymer system repaired and returned to service on April 22nd.

  • The City’s street sweeping contractor removed 16 cubic yards of debris.
  • With the heavy rains during the month of April, there was localized flooding with a sizeable flood at Meinig Park. Public Works staff responded and checked the flow control station located in the parking lot.

Konell Construction was notified of intent to award the contract for 362nd & Bell St construction (April 26, 2022)

Public Works fixed a water leak at the location where AntFarm holds their annual Farmers Market. (see below)

WATER – A total of 34,223,524 gallons of water were treated and delivered during December. 11,738,500 gallons from Alder Creek treatment plant; 7,195,000 gallons from Brownell Springs and 15,290,002 524 gallons purchased from City of Portland. Peak day production was 1,579,693 gallons on December 7th. 12.99 inches of rainfall were recorded at the water treatment plant site during the month with a peak of 1.71 inches on the 19th.

WASTEWATER – A total of 58,310,000 gallons of sewage were treated and discharged to Tickle Creek during the month of December. Maximum flow was 3.55 MGD on the 19th (rainfall was 0.8 inches on the 11th and 1.23 inches on the 12th). Monthly rainfall recorded at the plant was 11.43 inches with a peak of 1.57 inches on the 20th. 471,180 gallons of sludge were dewatered, processed and landfilled during the month. Monthly Average Effluent BOD was 6.85 mg/l. Monthly Average Effluent TSS was 10.13 mg/l. Monthly average permit limits are 10 mg/l for BOD and TSS. There was a partial bypass around the effluent filters and the equalization basin on the 21st. The influent screen assembly slipped on the shaft and was repaired. Minor repairs were performed on the sludge press and grit collector. Main line bursting, service line replacement and lining continued in December. Supply chain issues with liner materials delayed the completion of some smaller diameter private service lateral lining.

STREETS – The City’s street sweeping contractor devoted 109 hours to sweeping streets, covering 290 travel and lane miles and collecting and disposing of 50 cubic yards of debris.

STORMWATER – City staff responded to localized street flooding calls and removed debris from catch basin drains and stormwater facilities during the larger storm events in December.

Monthly Report – Public Works Department November, 2021

WATER – A total of 34,701,002 gallons of water were treated and delivered during November. 12,783,000 gallons from Alder Creek treatment plant; 7,414,000 gallons from Brownell Springs and 14,504,002 gallons purchased from City of Portland. Peak day production was 1,076,535 gallons on November 14th. 13.56 inches of rainfall were recorded at the water treatment plant site during the month with a peak of 2.6 inches on the 11th during the atmospheric river storm event over Veteran’s Day weekend. We lost SCADA communications at Brownell Springs and the water treatment plant during the storm event which caused us to take more water from the Portland Water Bureau source on the 14th.

WASTEWATER – A total of 51,600,000 gallons of sewage were treated and discharged to Tickle Creek beginning October 31. Maximum flow was 3.73 MGD on the 12th (rainfall was 0.8 inches on the 11th and 2.0 inches on the 12th). Monthly rainfall recorded at the plant was 9.2 inches with a peak of 2.0 inches on the 12th during the atmospheric river storm event over Veteran’s Day. The plant performed well during this event. Veolia staff were able to keep all the biomass in the system without washing out the clarifiers. 609,610 gallons of sludge were dewatered, processed and landfilled during the month. Monthly Average Effluent BOD was 8.25 mg/l. Monthly Average Effluent TSS was 6.3 mg/l. Monthly average permit limits are 10 mg/l for BOD and TSS. We had a daily exceedance for ammonia due to the lack of MLSS return pumps at startup which prevented the plant from operating in nutrient removal mode. We also had a daily exceedance for total coliforms due to the failure of the primary coolant pump and the backup coolant pump relay in the UV disinfection system.

Slayden and Veolia staff continued working on levelling effluent weirs in Clarifier #2. Temporarily draining the clarifier basin and tightening bolts on the weir supports seemed to address the issue. Main line bursting, service line replacement and lining continued in November. All manhole grouting was completed during the month of November. Supply chain issues with liner materials delayed the completion of some smaller diameter private service lateral lining.

STREETS – The City’s street sweeping contractor devoted 155.4 hours to sweeping streets, covering 506 travel and lane miles and collecting and disposing of 178 cubic yards of debris, mainly consisting of leaves.

STORMWATER – City staff responded to localized street flooding calls and removed debris from catch basin drains and stormwater facilities during the larger storm events in November.

Monthly Report – Public Works Department October, 2021

WATER – A total of 39,919,769 gallons of water were treated and delivered during October. 16,868,000 gallons from Alder Creek treatment plant; 7,645,000 gallons from Brownell Springs and 15,406,769 gallons purchased from City of Portland. Peak day production was 1.32 MGD on October 27th. 6.17 inches of rainfall were recorded at the water treatment plant site during the month with a peak of 0.79 inches on the 21st.

WASTEWATER – A total of 38,280,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation use. Maximum flow was 2.4 MGD on the 29th (rainfall was 0.18 inches on the 28th and 1.0 inches on the 29th). Monthly rainfall recorded at the plant was 5.80 inches with a peak of 1.0 inches on the 29th. 505,780 gallons of sludge were dewatered, processed and landfilled during the month. Monthly Average Effluent BOD was 2.0 mg/l. Monthly Average Effluent TSS was 13.0 mg/l. Monthly BOD and TSS limits do not apply when plant effluent is used for irrigation purposes. These figures are shown to demonstrate treatment efficiency. The plant was in compliance with permit limits during the month of October. Veolia was able to fill one operator position on the project and their General Manager, Mike Greene is filling in as the plant manager position until a replacement is found.

Work on aeration basin 2 was completed and it was placed in service. Due to a conflict with the new location of a gate the MLSS return pumps were not operational at startup. Rehabilitation of Clarifier #2 was completed and it was returned to operation. There were some issues with the level of the effluent weirs in Clarifier #2 and Slayden and Veolia staff worked to resolve them. Main line bursting, lining and manhole rehabilitation work continued in Basin 2 in October and manhole grouting on the trunk line began. City crews performed smoke testing in basins 6, 7 and 9 in October.

STREETS – The City’s street sweeping contractor spent 136 hours sweeping streets covering 360 travel and lane miles and collecting and disposing of 80.5 cubic yards of debris, mainly leaves.

STORMWATER – City staff removed leaves and debris from catch basin drains and stormwater facilities during the first flush rainfall events of the season.

Monthly Report – Public Works Department September, 2021

WATER – A total of 47,674,841 gallons of water were treated and delivered during September. 24,912,000 gallons from Alder Creek treatment plant; 7,794,000 gallons from Brownell Springs and 14,968,841 gallons purchased from City of Portland. Peak day production was 2.25 MGD on September 3rd. 4.75 inches of rainfall were recorded at the water treatment plant site during the month with a peak of 1.13 inches on the 17th. A level control valve on one of the filter units failed and was replaced.

WASTEWATER – A total of 23,100,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation use. Maximum flow was 1.28 MGD on the 18th and 28th (rainfall was 0.96 inches on the 18th and 1.28 inches on the 28th). Monthly rainfall recorded at the plant was 3.69 inches with a peak of 1.03 inches (no date). 784,010 gallons of sludge were dewatered, processed and landfilled during September. Monthly Average Effluent BOD was non-detect. Monthly Average Effluent TSS was 29.0 mg/l. Monthly BOD and TSS limits do not apply when plant effluent is used for irrigation purposes. These figures are shown to demonstrate treatment efficiency. The plant was in compliance with permit limits during the month of September. Veolia’s plant manager, Tom Romesberg retired in September and the lead operator left for another position. The lead operator position has been filled and Veolia’s regional manager, Mike Greene is filling in as the plant manager position until a replacement is found.

The dividing wall in the aeration basin was poured, work continued on pipe and gate installation, One of the clarifiers was rehabilitated but was not returned to service pending review of structural calculations. Main line bursting, lining and manhole rehabilitation work started in Basin 2 in September. A subcontractor started work on lateral lining in Basin 8 in September. City crews performed smoke testing in Basin 5 and portions of basin 6 in September.

STREETS – Public Works crews sealed over 8,600 lineal feet of cracks on seven City street segments during September using rental equipment. The City’s street sweeping contractor spent 100 hours sweeping streets covering 253 travel and lane miles and collecting and disposing of 48.5 cubic yards of debris.

Monthly Report – August, 2021 Public Works Department

WATER – A total of 57,301,361 gallons of water were treated and delivered during August. 27,839,000 gallons from Alder Creek treatment plant; 8,820,000 gallons from Brownell Springs and 20,642,361 gallons purchased from City of Portland. Peak day production was 2.37 MGD on August 18th. 0.58 inches of rainfall were recorded at the water treatment plant site during the month with a peak of 0.15 inches on the 20th. A specialized coupling failed on one of the effluent pumps at the water treatment plant which caused us to purchase more water from Portland until a replacement could be air-freighted in. Veolia is now keeping a spare of this item on site.

WASTEWATER – A total of 27,500,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation use. Maximum flow was 1.0 MGD on the 13th and 14th (no rain prior to or during these days). Monthly rainfall recorded at the plant was 0.10 inches with a peak of 0.02 inches (no date). 493,000 gallons of sludge were dewatered and processed during August. Monthly Average Effluent BOD was non-detect. Monthly Average Effluent TSS was 2.0 mg/l. Monthly BOD and TSS limits do not apply when effluent is used for irrigation purposes. These figures are shown to demonstrate treatment efficiency. The plant was in compliance with permit limits during the month of August. Aeration basin #1 was drained and removed from service in preparation for cleaning. Filter fabric on one effluent filter train was replaced with new materials, the fabric on the other filter will be replaced in September.

The contractor for the condition assessment improvements at the treatment plant mobilized on site in August and began demo and prep work on aeration basin #1. Work on the collections system rehabilitation project continued in August in Basin 8. All main line and lateral bursting was completed and all main line liners were installed with only lateral lining and trench restoration remaining in Basin 8.

STREETS – The City’s street sweeping contractor spent 75.25 hours sweeping streets covering 175 travel and lane miles and collecting and disposing of 16.0 cubic yards of debris.

Monthly Report – July, 2021 Public Works Department

WATER – A total of 60,761,135 gallons of water were treated and delivered during July. 34,294,000 gallons from Alder Creek treatment plant; 11,067,000 gallons from Brownell Springs and 15,411,135 gallons purchased from City of Portland. Peak day production was 2.26 MGD on July 25th. 0.01 inches of rainfall were recorded at the water treatment plant site during the month with a peak of 0.01 inches on the 14th. A pump at Terra Fern Pump Station was rebuilt and returned to service.

WASTEWATER – A total of 27,820,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation use. Maximum flow was 0.93 MGD on the 14th (no rain prior to or during the maximum day). Monthly rainfall recorded at the plant was 0.02 inches with a peak of 0.02 inches (no date). 789,560 gallons of sludge were dewatered and processed during July. Monthly Average Effluent BOD was 5.0 mg/l. Monthly Average Effluent TSS was 8.3 mg/l. Monthly BOD and TSS limits do not apply when effluent is used for irrigation purposes. These figures are shown to demonstrate treatment efficiency. The plant was in compliance with permit limits during the month of July. Aeration basin #1 was drained and removed from service in preparation for cleaning. The UV disinfection system was inspected and replacement parts were ordered.

Work on the collections system rehabilitation project continued in July in Basin 8.

STREETS – The City’s street sweeping contractor spent 79.15 hours sweeping streets covering 166 travel and lane miles and collecting and disposing of 16.75 cubic yards of debris.

PARKS, BUILDINGS AND GROUNDS –  New landscape maintenance contracts for grounds at city facilities started in July.

Monthly Report – June, 2021 Public Works Department

WATER – A total of 52,560,595 gallons of water were treated and delivered during June. 28,190,280 gallons from Alder Creek treatment plant; 8,477,000 gallons from Brownell Springs and 14,893,315 gallons purchased from City of Portland. Peak day production was 2.46 MGD on June 27th. Veolia staff were able to keep up with demand during the record high temperatures at the end of the month. 2.13 inches of rainfall were recorded at the water treatment plant site during the month with a peak of 0.47 inches on the 13th.

WASTEWATER – A total of 30,460,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation use. Maximum flow was 1.55 MGD on the 14th, with 0.48 inches on the 13th and 0.51 inches on the 14th. Monthly rainfall recorded at the plant was 1.80 inches with a peak of 0.51 inches on the 14th. 342,370 gallons of sludge were dewatered and processed during June. Monthly Average Effluent BOD was 7.5 mg/l. Monthly Average Effluent TSS was 7.5 mg/l. Monthly BOD and TSS limits do not apply when effluent is used for irrigation purposes. These figures are shown to demonstrate treatment efficiency. Total coliform on May 21st was 24.6 MPN (most probable number) exceeding the 23.0 MPN permit standard for class B recycled water. Aeration basin #2 was refilled and returned to service due to high flows in the middle of the month.

Work on the collections system rehabilitation project continued in June in Basin 8.

STREETS – City crews used 9 tons of asphalt patching potholes and utility trenches. The City’s street sweeping contractor spent 63.52 hours sweeping streets covering 16 travel and lane miles and collecting and disposing of 16.5 cubic yards of debris.
