WATER – A total of 35,890,000 gallons of water were treated and delivered during the September. 17,414,000 gallons from Alder Creek treatment plant, 3,500,000 gallons from Brownell Springs and 14,975,000 gallons purchased from City of Portland. Peak day production was 2.02 MGD on the 3rd. Production at Brownell Springs was still limited to 90 gpm in September and will likely remain at that level until significant rainfall increases streamflow in Cedar Creek. 5.6 inches of rainfall were recorded at the water treatment plant site during the month. A leaking gasket on booster pump No. 1 was repaired.

WASTEWATER – A total of 32,740,000 gallons of sewage were treated and used for irrigation. Maximum flow was 1.50 MGD on the 18th (0.09 inches of rain on 9/17 and 0.02 inches on 9/18). Monthly rainfall recorded at the plant was 4.84 inches. 235,370 gallons of sludge were dewatered and landfilled. Two air supply valves were replaced. Two reclaimed water pumps were rebuilt. The scum sweep arm in clarifier No. 2 was repaired and a reclaimed water pump was rebuilt. There were six positive total coliform exceedences (none contained e. coli) during the month.

STREETS – The slurry sealing project started and finished in September. The contract originally called for all work to be completed prior to the start of school but the contractor experienced weather delays on other projects and wasn’t able to start in Sandy until after September 3rd. 855,200 sq. ft. (about 19.6 acres) of street surface were treated on this project.

Production at Brownell Springs was still limited to 90 gpm in September and will likely remain at that level until Fall rains return. Maximum day production was 2.12 MG on September 3rd.  1.59 inches of rainfall were recorded at the water treatment plant site during the month.

WASTEWATER – A total of 20,210,000 gallons of sewage were treated and used for irrigation. Minimum flow was 0.42 MGD on the 27th. Maximum flow was 0.81 MGD on the 12th. No rainfall was recorded at the treatment plant site during the month of September. BOD concentration was 13.0 mg/l; BOD loading was 61 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 36.2 mg/l; SS loading was 115 lbs.; permit allows 10 mg/l and 125 lbs. Monthly permits limits for BOD and TSS do not apply when the effluent is used for irrigation. These numbers are shown to demonstrate treatment efficiency. The Plant Optimization Improvements Project was completed in September.

STREETS AND STORM – The stormwater detention pond in the Snowberry subdivision was cleared of invasives and brush. The street sweeping contractor spent about 71 hours sweeping City streets, collecting 33 cu. yds. (25 tons) of debris.

PARKS, BUILDINGS AND GROUNDS – The new supplemental irrigation system in Sandy Bluff Park has been keeping the grass much greener.

WATER – A total of 55,437,000 gallons of water were treated and delivered during the month. 36,079,000 gallons from Alder Creek treatment plant, 4,030,000 gallons from Brownell Springs and 15,328,000 gallons purchased from City of Portland. Production at Brownell Springs was still limited to 90 gpm and will likely remain at that level until Fall rains return. Maximum day production was 2.1 MG on August 14th.  0.94 inches of rainfall were recorded at the water treatment plant site during August. Staff met with Oregon Drinking Water Services in August to iron out the details in the proposed Bi-Lateral Compliance Agreement for cryptosporidium treatment of water purchased from Portland Water Bureau.

WASTEWATER – A total of 20,650,000 gallons of sewage were treated and used for irrigation. Minimum flow was 0.41 MGD on the 31st. Maximum flow was 0.78 MGD on the 18th. No rainfall was recorded at the treatment plant site during the month of August. BOD concentration was 11.0 mg/l; BOD loading was 61 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 20.8 mg/l; SS loading was 115 lbs.; permit allows 10 mg/l and 125 lbs. Monthly permits limits for BOD and TSS do not apply when the effluent is used for irrigation. These numbers are shown to demonstrate treatment efficiency. Work continued on the WW Plant Optimization Improvements. All the air piping was relocated and fitted with new, temperature-resistant gaskets, the flow splitter chamber was poured and several drain and process water lines that had been damaged by the high temperatures were replaced.

STREETS AND STORM – City staff painted crosswalk markings, parking lot stripes and stop bars on City streets in August. Additionally, our striping contractor finished up the remaining centerline and bike lane striping on City streets that they were unable to complete in the Fall of 2017. City crews installed about 100 lineal feet of 18″ storm drain piping in an open storm drain channel south of the the intersection of Tupper Rd. and Dubarko Dr. There were many trees that had sprouted up in this channel over the years sometimes resulting in stormwater overflowing the channel during large storm events. The street sweeping contractor spent about 65 hours sweeping City streets, collecting 34 cu. yds. (26 tons) of debris.

PARKS, BUILDINGS AND GROUNDS – With the warm and dry summer weather the pond that supplies the irrigation system in Sandy Bluff Park was drawn down very low such that the irrigation pump would have been starved for water by the end of the summer. Public Works installed a 1″ water service and meter and connected it to the irrigation piping allowing us to supplement the irrigation system with potable water during dry summers. New engineered wood fiber was installed in the Fantasy Forest, Tupper Park, Bornstedt Park, Salmon Creek Park and Cascadia Village Park playgrounds.

WATER – A total of 55,900,000 gallons of water were treated and delivered during the month. 33,173,000 gallons from Alder Creek treatment plant, 6,450,000 gallons from Brownell Springs and 16,277,000 gallons purchased from City of Portland. Maximum day production was 2.2 MG on July 30th.  0.07 inches of rainfall were recorded at the water treatment plant site during July. The main storage reservoir on Vista Loop Dr. drained in the early morning of July 7th due to a failure in the altitude valve that controls the level. A level sensor also failed so we were getting erroneous data on the reservoir level and as a result the low level alarm that normally would have been tripped did not activate.  Some areas of the City had very low or no water pressure and we were required to issue a boil water advisory. We were able to move water from the Revenue Ave. water reservoir to restore pressure and we were able to find a lab open on the weekend that could analyze the samples we collected. All samples came back negative for coliform contamination and we were able to lift the boil advisory on the 8th. On July 20th the Water Resources Dept. regulated all users on Cedar Creek which requires us to reduce the flow from Brownell Springs to about 90 gallons per minute. We usually get about 250-350 gallons per minute from this source. We have the senior water right in the Cedar Creek basin but it for a very small amount. The Oregon Dept. of Fish and Wildlife has a water right senior to our other rights from Brownell for 25 CFS which is far more than the flow available in Cedar Creek this time of year. One of the booster pumps on the water plant influent line was rebuilt. The other pump will be rebuilt later this summer.

WASTEWATER – A total of 20,950,000 gallons of sewage were treated and used for irrigation. Minimum flow was 0.36 MGD on the 21st. Maximum flow was 0.94 MGD on the 8th. No rainfall was recorded at the treatment plant site during the month of July. BOD concentration was 11.8 mg/l; BOD loading was 66 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 46.0 mg/l; SS loading was 147 lbs.; permit allows 10 mg/l and 125 lbs. Monthly permits limits for BOD and TSS do not apply when the effluent is used for irrigation. These numbers are sown to demonstrate treatment efficiency. 22.53 dry tons of sludge were processed in July. Work began on the Plant Optimization Improvements project. The bypass air piping was installed and the contractor began replacing leaking gaskets in the air line.

STREETS & STORM – The street sweeping contractor spent 73 hours sweeping City streets collecting 32 cu. yds. (24 tons) of debris. City crews used 12 tons of asphalt to patch potholes and utility cuts during July. Excess vegetation, weeds and trees were removed from stormwater detention ponds and swales during the month. Since we received no applicants for the seasonal worker position Public Works staff worked on weed cutting and mowing on City streets. This has been a continuing problem, we may have to re-evaluate the pay scale for the Seasonal Worker position for next summer.

PARKS, BUILDINGS AND GROUNDS – In addition to their regular duties Parks staff worked on preparing Meinig Park for the Mountain Festival and restoring the park after the Festival and in preparation for the summer concert and event season. Parks, Buildings and Grounds staff installed a fence in Bornstedt Park to better delineate the leasehold area from the rest of the park.

WATER – A total of 32,552,800 gallons of water were treated and delivered during the month. 8,332,000 gallons from Alder Creek treatment plant, 9,500,000 gallons from Brownell Springs and 14,720,000 gallons purchased from City of Portland. Maximum day production was 1.2 MG on April 3rd.  7.47 inches of rainfall were recorded at the water treatment plant site during April.

WASTEWATER – A total of 40,150,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 0.75 MGD on the 25th. Maximum flow was 3.19 MGD on the 8th. BOD concentration was 9.0 mg/l; BOD loading was 95 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 14.0 mg/l; SS loading was 124 lbs.; permit allows 10 mg/l and 125 lbs.

STREETS & STORM –  PW staff placed over 40 tons of asphalt repairing potholes, utility cuts, paver seams and drainage issues. We rented a grinder allowing us to remove high spots on several streets to improve drainage.

PARKS, BUILDINGS AND GROUNDS – PB&G staff focused on mowing and weeding in City parks and at City buildings.

WATER – A total of 30,423,000 gallons of water were treated and delivered during the month. 9,553,000 gallons from Alder Creek treatment plant, 6,320,000 gallons from Brownell Springs and 14,550,000 gallons purchased from City of Portland. Maximum day production was 1.57 MG on March 3rd.  4.37 inches of rainfall were recorded at the water treatment plant site during March. During March we blended water from Alder Creek and Brownell Springs at a 1:1 ratio with water from City of Portland inside the Revenue Ave. reservoir for five consecutive nights. After sampling for Disinfection By-Products we found the levels dropped to about half of what they had been and well under the maximum contaminant level. We will be working on automating this process and see if we experience similar results in the second and third quarters this year.

WASTEWATER – A total of 46,400,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.07 MGD on the 15th. Maximum flow was 2.55 MGD on the 24th. Rainfall was 0.65 inches on the 23rd and 0.26 inches on the 24th. A total of 4.16 inches of rainfall were recorded at the treatment plant site during march. BOD concentration was 6.0 mg/l; BOD loading was 60 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 6.0 mg/l; SS loading was 92 lbs.; permit allows 10 mg/l and 125 lbs. 8.78 wet tons of sludge were processed and hauled to landfill during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 692 hours with no significant issues. Staff from Murraysmith visited the treatment plant over two days in March to review plant performance and operations as part of the Facilities Plan process. Murraysmith also visited and reviewed operations at the land application site and Everfresh Fruit on Kelso Rd.

STREETS & STORM –  On dry days during March PW staff mowed roadside ditches and stormwater swales to get a jump on vegetation control. A school zone traffic analysis was performed by the City’s traffic engineer in March and as a result we will be installing School Speed Zone signs on Bluff for Cedar Ridge middle school. Survey and preliminary design work began for a project to resurface Bluff Rd. between Hwy 26 and Hood St. this summer.

PARKS, BUILDINGS AND GROUNDS – PB&G staff focused on Meinig Park to get it ready for the Easter Egg Hunt and on other parks to get them ready for Spring Break during March.  The Parks Seasonal Worker position was filled with the same person we had last summer so they were able to jump right in a get things ready for Spring Break. We were also able to utilize the new 1/2 time position shared with Community Services for this work.

WATER – A total of 26,964,000 gallons of water were treated and delivered during the month. 7,274,000 gallons from Alder Creek treatment plant, 5,950,000 gallons from Brownell Springs and 13,740,000 gallons purchased from City of Portland. Maximum day production was 1.31 MG on February 27th.  5.11 inches of rainfall were recorded at the water treatment plant site during February.

WASTEWATER – A total of 33,530,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 0.67 MGD on the 13th. Maximum flow was 2.22 MGD on the 25th. Rainfall was 0.1 inches on the 24th and 0.6 inches on the 25th. A total of 6.14 inches of rainfall were recorded at the treatment plant site during February. BOD concentration was 6.0 mg/l; BOD loading was 58 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 6.0 mg/l; SS loading was 80 lbs.; permit allows 10 mg/l and 125 lbs. 6.7 wet tons of sludge were processed and hauled to landfill during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 356 hours with no significant issues. PW staff installed a drop pipe in the wet well at Northside pump station (see photo). This will reduce the turbulence in the wet well which we believe led to the two overflows from this pump station in 2017. Work continued on gathering data for the Wastewater Facilities Plan.

STREETS & STORM –  The snow in the middle of the month kept PW crews busy clearing streets and parking lots and sidewalks at City buildings. About 40 hours of overtime was devoted to snow removal. Due to the snow no street sweeping took place during the month of February.

PARKS, BUILDINGS AND GROUNDS – PB&G staff spent time at the former Cedar Ridge and Aquatics Center sites during February learning the finer points of pool and boiler maintenance and operations. Cleanup of limbs and branches from wind events during the month took place in Meinig Park, the Community Campus and on Tickle Creek Trail.

WATER – A total of 29,836,000 gallons of water were treated and delivered during the month. 10,126,000 gallons from Alder Creek treatment plant, 5,820,000 gallons from Brownell Springs and 13,890,000 gallons purchased from City of Portland. Maximum day production was 1.14 MG on January 10th. 11.12 inches of rainfall were recorded at the water treatment plant site during the month.

WASTEWATER – A total of 50,780,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 0.87 MGD on the 11th. Maximum flow was 2.62 MGD on the 22nd. Rainfall was 0.5 inches on the 21st and 0.75 inches on the 22nd. A total of 9.56 inches of rainfall were recorded at the treatment plant site during January. BOD concentration was 8.0 mg/l; BOD loading was 114 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 12.0 mg/l; SS loading was 128 lbs.; permit allows 10 mg/l and 125 lbs. There was an exceedance of the permit limits for ammonia on January 3rd. 165 tons of sludge was hauled to landfill during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 625 hours. Monitoring equipment for pump starts was installed at two pump stations as part of the Wastewater Facilities Plan.

STREETS & STORM – The street sweeping contractor spent a total of 57 hours sweeping streets collecting 17 tons (22 cubic yards) of debris.

WATER – A total of 33,128,000 gallons of water were treated and delivered during the month. 11,848,000 gallons from Alder Creek treatment plant, 7,180,000 gallons from Brownell Springs and 11,100,100 gallons purchased from City of Portland. Maximum day production was 1.23 MG on December 11th. 7.0 inches of rainfall were recorded at the water treatment plant site during the month. Due to a communications failure in the SCADA system we did not take any water from the PWB source between December 9th and December 14th. Public Works had a water leak repair callout on Christmas Day.

WASTEWATER – A total of 41,970,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 0.7 MGD on the 15th. Maximum flow was 2.9 MGD on the 29th. Rainfall was 0.8 inches on the 28th and 0.6 inches on the 29th. A total of 4.55 inches of rainfall were recorded at the treatment plant site during December. BOD concentration was 5.0 mg/l; BOD loading was 56 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 5.0 mg/l; SS loading was 69 lbs.; permit allows 10 mg/l and 125 lbs. There were three weekly ammonia permit violations and one monthly average permit violation. It is believed that these were a result of processing stored sludge and running the liquid waste stream from this process back through the plant. 10.1 tons of sludge were processed and stored during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 553 hours with no significant issues. Public Works staff repaired infiltration leaks in two manholes. Flow monitoring equipment for the Wastewater Facilities Plan was installed in 9 manholes in different drainage basins and at the wastewater treatment plant during the week before Christmas.

STREETS & STORM – The street sweeping contractor spent  91 hours sweeping streets and collected more than 16 tons (112 cu. yds.) of debris, covering 310 lane miles. Approximately 20 hours of overtime was devoted to plowing, sanding and de-icing operations over the Christmas holiday.
