Monthly Report – November 2017 Public Works Department

WATER – A total of 31,665,000 gallons of water were treated and delivered during the month. 11,316,000 gallons from Alder Creek treatment plant, 9,930,000 gallons from Brownell Springs and 10,629,000 gallons purchased from City of Portland. Maximum day production was 1.48 MG on November 3rd. 12.07 inches of rainfall were recorded at the water treatment plant site during the month. Due to high turbidity in the Bull Run system we did not take any water from the PWB source between November 1st and November 7th. A new control system was installed on the altitude valve at the Vista Loop reservoirs. This system should provide more precise control of reservoir levels.

WASTEWATER – A total of 59,050,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.01 MGD on the 1st. Maximum flow was 3.7 MGD on the 23rd. Rainfall was 1.0 inches on the 22nd and 0.7 inches on the 23rd. A total of 10.25 inches of rainfall were recorded at the treatment plant site during November. BOD concentration was 8.0 mg/l; BOD loading was 114 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 11.0 mg/l; SS loading was 114 lbs.; permit allows 10 mg/l and 125 lbs. 21.28 tons of sludge was processed and stored during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 757 hours. There was an overflow out of the Northside pump station on November 16th that was reported to DEQ. We determined that the pump controls did not return to the default operating parameters after there was an interruption in power and that the power cord for the pumps (460 volts) created magnetic field interference with the low voltage cable for the level sensor system. A filter has been installed on the low voltage cable, a surge protector has been installed on the control system and the PLC program has been revised to return the system to default conditions after power has been interrupted.

STREETS & STORM – The street sweeping contractor spent 114 hours sweeping streets and collected more than 25 tons (183 cu. yds.) of debris, covering 460 lane miles. Our striping contractor performed some of the striping on City streets during the dry weather we had earlier in the month. There are still some streets that remain to be striped. City staff were kept busy cleaning storm drain grates, ditch inlets and culverts during rain events.

PARKS, BUILDINGS AND GROUNDS –  PB&G staff winterized facilities and irrigation systems at City parks and buildings; placed Christmas lights on City buildings and sites and cleared some downed trees and limbs from Tickle Creek Trail prior to the Tickle Trot. PW staff cut, felled, transported and erected the tree in Centennial Plaza.

Monthly Report – Public Works Department April, 2017

WATER – A total of 30,078,000 gallons of water were treated and delivered during the month. 11,264,000 gallons from Alder Creek treatment plant, 5,184,000 gallons from Brownell Springs and 13,630,000 gallons purchased from City of Portland. Maximum day production was 1.24 MG on April 7th. 9.06 inches of rainfall were recorded at the water treatment plant site during the month. CH2M’s recent process optimization work resulted in the reduction of the primary coagulant and filter aid used during April while improving finished water quality. The results from the most recent round of Disinfection By-Product (DBP) treatment options testing showed promising results using ascorbic acid and sodium ascorbate (Vitamin C) to reduce chlorine residual and DBPS. Quality Tank completed welding the new above-ground connections at Sandercock reservoir.

WASTEWATER – A total of 61,460,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.22 MGD on the 3rd. Maximum flow was 1.28 MGD on the 26th. Rainfall was 0.50 inches on the 25th and 1.0 inches on the 26th. A total of 6.05 inches of rainfall were recorded at the treatment plant site during April. BOD concentration was 8.0 mg/l; BOD loading was 149 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 10.0 mg/l; SS loading was 202 lbs.; permit allows 10 mg/l and 125 lbs.  We exceeded the monthly average for lbs of suspended solids and BOD discharged. No sludge was processed, hauled or spread during the month. The domestic well pump failed and was replaced. The best information we have indicates that this pump had been in service since 1971. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 456 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 58 hours sweeping streets and collected more than 20 tons (15 cu. yds.) of debris, covering 185 lane miles. PW staff excavated a large failed section of pavement on Wolf Dr. on the 27th and a contractor repaved it on the 28th. This area was damaged by traffic and freeze-thaw action during the cold weather in December and January.

PARKS, BUILDINGS AND GROUNDS –  PB&G staff tried to keep up with spring mowing when the weather cooperated. PB&G staff began opening the restrooms in Meinig Park during the month, they are closed in the evenings with a timer.

Monthly Report – March, 2017 Public Works Department

WATER – A total of 30,924,040 gallons of water were treated and delivered during the month. 12,141,000 gallons from Alder Creek treatment plant, 11,963,520 gallons from Brownell Springs and 6,819,520 gallons purchased from City of Portland. The Portland Water Bureau resumed delivery from the Bull Run system on March 15th after several consecutive non-detects for Cryptosporidium from this source. It took us a few days to get the transmission main and reservoir flushed out and back in service. Maximum day production was 1.07 MG on March 1st. 14.88 inches of rainfall were recorded at the water treatment plant site during the month. CH2M replaced some of the filter media in the large treatment unit at the water plant and repaired several valves and flow sensors to allow automatic operation of the large treatment unit during March. CH2M’s lab in Corvallis performed what we hope is the last round of testing on ascorbic acid to reduce chlorine residuals (and ultimately Disinfection Byproducts) in March. We expect the results back in early April. PW staff relocated some piping at Sandercock reservoir to bypass a leaking section of pipe underneath the reservoir. The old line was filled with concrete and the new connections should be completed in early April.

WASTEWATER – A total of 93,320,000 gallons of sewage were treated and discharged to Tickle Creek. This is the highest monthly flow total recorded at the plant, an average of over 3,000,000 gallons per day.  Minimum flow was 1.93 MGD on the 3rd. Maximum flow was 5.13 MGD on the 9th. Rainfall was 0.90 inches on the 8th and 0.75 inches on the 9th. A total of 12.10 inches of rainfall were recorded at the treatment plant site during March. BOD concentration was 7.0 mg/l; BOD loading was 152 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 7.0 mg/l; SS loading was 209 lbs.; permit allows 10 mg/l and 125 lbs.  We exceeded the daily maximum and weekly average for lbs of suspended solids during the week of the 20th. No sludge was processed, hauled or spread during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 1036 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 58 hours sweeping streets and collected more than 26 tons (20 cu. yds.) of debris, covering 185 lane miles. We were able to make some small progress on patching potholes during the couple of days of dry weather we had in March.

PARKS, BUILDINGS AND GROUNDS –  PB&G staff tried to keep up with spring mowing when the weather cooperated. The restrooms in Meinig Park were opened on good weather days during Spring Break. We advertised for the Seasonal Worker position and hope to have someone on board in April.

Monthly Report, February, 2017 – Public Works Department

WATER – A total of 26,706,570 gallons of water were treated and delivered during the month. 11,500,000 gallons from Alder Creek treatment plant, 9,435,000 gallons from Brownell Springs and 5,771,570 gallons purchased from City of Portland. The Portland Water Bureau shut off the Bull Run supply on February 13th due to the presence of Cryptosporidium oocysts in several samples from Bull Run. We were able to keep up with demand using our Alder Creek and Brownell Springs sources. Maximum day production was 1.12 MG on February 15th. 12.87 inches of rainfall were recorded at the treatment plant site during the month. CH2M inspected the filter media in the large filter unit at the treatment plant and removed some clogged media from the unit. Replacement media will be placed in March.

WASTEWATER – A total of 85,270,000 gallons of sewage were treated and discharged to Tickle Creek. This is the highest monthly flow total recorded at the plant, an average of over 3,000,000 gallons per day.  Minimum flow was 1.23 MGD on the 2nd. Maximum flow was 6.85 MGD on the 5th. Rainfall was 1.85 inches on the 4th and 1.90 inches on the 5th. A total of 13.62 inches of rainfall were recorded at the treatment plant site during February. This month was unusual in that rainfall totals at the water treatment plant have always been higher than at the wastewater plant. BOD concentration was 7 mg/l; BOD loading was 186 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 10 mg/l; SS loading was 246 lbs.; permit allows 10 mg/l and 125 lbs.  We exceeded the monthly average for lbs of BOD and suspended solids but the mas load limits are suspended when the daily flow exceeds 2.5 MGD. All samples were taken on days when flow exceeded 2.5 MGD so we do not believe violations will result from these exceedences. No sludge was processed, hauled or spread during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 915 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 74 hours sweeping streets and collected more than 34 tons (41 cu. yds.) of debris, covering 239 lane miles. During the few dry days we had in February we were able to get out and perform temporary repairs on several potholes. There are some areas that will require complete excavation and replacement that will have to wait for dry weather. Fortunately most of our streets held up very well (compared to nearby County roads and ODOT highways) after the freezing and unusually wet weather.

PARKS, BUILDINGS AND GROUNDS –  PB&G staff repainted the lunch/break room in City Hall to make it match the rest of the building and started to prep for spring mowing. New engineered wood fiber was placed in the playgrounds at Meinig Park and Tupper Park.

Monthly Report, January 2017 – Public Works Department

WATER – A total of 33,240,776 gallons of water were treated and delivered, 7,347,000 gallons from Alder Creek treatment plant, 11,785,000 gallons from Brownell Springs and 14,108,776 gallons purchased from City of Portland. Maximum day production was 1.6 MG on January 15th. 5.41 inches of rainfall were recorded at the treatment plant site during the month. A 6″ water main on Bluff Rd. north of Kelso broke (see photo) and was repaired on the 3rd. The temperature was in the 20’s at the time. We also responded to about a dozen calls regarding burst or frozen pipes on customer premises. PW staff replaced a defective valve in a pressure regulating station during the wee hours of the 18th and 19th so that few customers would be affected by the shutdown.

WASTEWATER – A total of 53,800,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.17 MGD on the 31st. Maximum flow was 2.81 MGD on the 18th. Rainfall was 1.0 inches on the 17th and 0.35 inches on the 18th. A total of 5 inches of rainfall were recorded at the treatment plant site during January. BOD concentration was 6 mg/l; BOD loading was 85 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 3.5 mg/l; SS loading was 68 lbs.; permit allows 10 mg/l and 125 lbs.  We were in compliance with our waste discharge permit for the month of January. No sludge was processed, hauled or spread during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 448 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 88 hours sweeping streets and collected more than 65 tons (91 cu. yds.) of debris, covering 364 lane miles. PW staff was busy during January deicing, plowing and sanding streets. we used over 100 tons of sand and over 2,000 gallons of de-icer. The wintry weather caused a temporary shortage of de-icer from the sole supplier in the state. We were down to less than 300 gallons at the end of the month. Shortly after all the sand was swept up strong east winds dropped a lot of tree debris on City streets.

PARKS, BUILDINGS AND GROUNDS –  PB&G staff was kept busy clearing snow off sidewalks and parking lots at City buildings and parks. The strong east winds also dropped a lot of branches and debris in City parks which we started to clean up once the snow was gone.

Monthly Report December, 2016 – Public Works Department

WATER – A total of 34,780,950 gallons of water were treated and delivered, 8,479,000 gallons from Alder Creek treatment plant, 13,660,000 gallons from Brownell Springs and 12,641,950 gallons purchased from City of Portland. Maximum day production was 1.6 MG on December 18th. 10.6 inches of rainfall were recorded at the treatment plant site during the month. December was a bad month for water leaks. A 6″ water main in Pioneer Blvd. broke on the 2nd; a 1″ service line on Hwy 26 east of Sandy broke on December 19th; a 6″ water main on Ten Eyck broke on the 21st and another service line break occurred later that same day.

WASTEWATER – A total of 71,320,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.4 MGD on the 25th. Maximum flow was 4.0 MGD on the 11th. Rainfall was 0.5 inches on the 10th and 0.6 inches on the 11th. A total of 6.85 inches of rainfall were recorded at the treatment plant site during December.  BOD concentration was 6 mg/l; BOD loading was 96 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 4.0 mg/l; SS loading was 71 lbs.; permit allows 10 mg/l and 125 lbs.  No sludge was processed, hauled or spread during December. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 800 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 103 hours sweeping streets and collected more than 68 tons (96 cu. yds.) of debris, covering 458 lane miles. PW staff was busy during the week of the 12th deicing and sanding streets.

PARKS, BUILDINGS AND GROUNDS –  PB&G staff was kept busy clearing snow off sidewalks and parking lots at City buildings and parks.

Monthly Report November 2016 – Public Works Department

WATER – A total of 30,206,612 gallons of water were treated and delivered, 7,572,000 gallons from Alder Creek treatment plant, 9,979,200 gallons from Brownell Springs and 12,655,412 gallons purchased from City of Portland. Maximum day production was 1.54 MG on November 29th. 9.01 inches of rainfall were recorded at the treatment plant site during the month.

WASTEWATER – A total of 61,170,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.24 MGD on the 23rd. Maximum flow was 3.46 MGD on the 25th. Rainfall was 1.41 inches on the 24th and 0.15 inches on the 25th. A total of 9.55 inches of rainfall were recorded during October.  BOD concentration was 6 mg/l; BOD loading was 83 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 7 mg/l; SS loading was 71 lbs.; permit allows 10 mg/l and 125 lbs.  No sludge was processed hauled or spread during November. The transmittance monitor on the UV disinfection system failed in November. The new unit was ordered and when it arrived it was placed into service. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 554 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 125 hours sweeping streets and collected more than 85 tons (125 cu. yds.) of debris, covering 500 lane miles. We were fortunate to get almost all of the fall leaves collected with a single sweeping in November. Some years we pay for an additional sweep if there are still a lot of leaves left to drop after the first trip. City crews installed signs for the Transit department’s new in-town bus route, prepped and patched several failed trench patches on the south bound lane in North Bluff and readied the snow and ice control equipment for use this winter.

PARKS, BUILDINGS AND GROUNDS –  PB&G staff installed Christmas lights on City buildings and winterized buildings and irrigation systems in City parks. Public Works staff set up the Christmas tree in Centennial Plaza. We believe we have reached the height limit for Christmas trees for access using our existing equipment with this year’s edition.

Monthly Report October 2016 – Public Works Department

WATER – A total of 32,750,012 gallons of water were treated and delivered, 9,319,000 gallons from Alder Creek treatment plant, 10,311,840 gallons from Brownell Springs and 13,119,172 gallons purchased from City of Portland. Maximum day production was 1.29 MG on October 20th. 18.41 inches of rainfall were recorded at the treatment plant site during the month. CH2M staff continued work on the clarifier for filter unit #3. We contracted with CH2M’s Corvallis lab to perform some bench-scale analysis of the PWB source to determine if raising the pH of the water would affect Disinfection By-Product (DBP) formation. Raising the pH did not significantly affect DBP formation. Curran-McLeod will review these results and explore other alternatives.

WASTEWATER – A total of 67,850,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation or discharged to Tickle Creek. Minimum flow was 0.81 MGD on the 1st. Maximum flow was 3.81 MGD on the 17th. Rainfall was 1.75 inches on the 16th and 0.95 inches on the 17th. A total of 15.22 inches of rainfall were recorded during October.  BOD concentration was 13 mg/l; BOD loading was 235 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 10.3 mg/l; SS loading was 189 lbs.; permit allows 10 mg/l and 125 lbs.  Permit limits do not apply when the water is used for irrigation, these figures are shown to demonstrate plant efficiency. Due to heavy rains in early and mid-October Iseli Nursery asked that we temporarily discontinue pumping to their irrigation ponds to prevent any overflows. Plant staff notified DEQ and we complied with the nursery’s request. We ended up discharging to the stream for about twelve days prior to October 31st which is a permit violation. Since Iseli is obligated to accept our treated wastewater between May 1 and October 31st we will see how DEQ handles this discharge.  245 metric tons of sludge was processed and stored on site. No sludge was hauled and spread during October. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 629 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 90 hours sweeping streets and collected more than 80 tons (110 cu. yds.) of debris, covering 334 lane miles.

PARKS, BUILDINGS AND GROUNDS –  Due to all the rain and warm temperatures in October the west half of the dog park in Sandy Bluff Park greened up nicely and will be opened back up in early November. The splash pad at Bornstedt Park was closed for the season. Parks staff kept busy with leaf collection and removal in City parks. The City’s consulting arborist reviewed tree health and looked for tree hazards in City parks, open spaces and rights-of-way on October 5th. The arborist made several recommendations for tree pruning and/or removal that we will implement. Standby generators at all city facilities (11 total) were serviced and tested in October.

Monthly Report August, 2016 – Public Works Department

WATER – A total of 50,002,700 gallons of water were treated and delivered, 22,852,000 gallons from Alder Creek treatment plant, 10,584,000 gallons from Brownell Springs and 16,566,700 gallons purchased from City of Portland. Maximum day production was 1.88 MG on August 26th. 1.03 inches of rainfall were recorded at the treatment plant site during the month. A feed pump failure at the treatment plant on August 9th caused chlorine residuals to dip below the required minimum between the treatment plant and Brownell Springs. Chlorine is added again at Brownell Springs so customers west of the Springs and inside the City would not have been affected by this. There was a problem with the alarm system and plant staff were not notified during the early morning hours of the 9th.  This will require a public notice to be published in a future utility bill newsletter. The influent header on Filter #3 and several valves were repaired.

WASTEWATER – A total of 28,520,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation. Minimum flow was 0.86 MGD on the 1st. Maximum flow was 1.02 MGD on the 28th. There was no rain before or during the maximum day so the maximum monthly flow was solely wastewaster. A total of 0.65 inches of rainfall were recorded during August.  BOD concentration was 11.7 mg/l; BOD loading was 82 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 15.9 mg/l; SS loading was 126 lbs.; permit allows 10 mg/l and 125 lbs.  Permit limits do not apply when the water is used for irrigation, these figures are shown to demonstrate plant efficiency. 212 metric tons of sludge was processed and 206 metric tons were hauled and spread on DEQ-approved pasture sites. Plant staff drained and cleaned both clarifiers during August. The pumps at Marcy St. Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 184 hours with no significant problems.

 

STREETS & STORM – The street sweeping contractor spent 59 hours sweeping streets and collected more than 14 tons (25 cu. yds.) of debris, covering 172 lane miles.

PARKS, BUILDINGS AND GROUNDS –  Bornstedt Park was very popular during August. Over 35,000 gallons of water were used at the splash pad during the month.

Monthly Report September 2016 – Public Works Department

WATER – A total of 38,734,500 gallons of water were treated and delivered, 13,284,000 gallons from Alder Creek treatment plant, 10,584,000 gallons from Brownell Springs and 14,866,500 gallons purchased from City of Portland. Maximum day production was 1.72 MG on September 1st. 4.72 inches of rainfall were recorded at the treatment plant site during the month. Two failed pumps and motors were replaced at Terra Fern pump station. CH2M staff worked on replacing the influent header to one of the filter units. City staff removed the last of the sludge from the backwash pond and graded and re-seeded the storage area at the treatment plant site.

WASTEWATER – A total of 33,830,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation. Minimum flow was 0.7 MGD on the 24th. Maximum flow was 1.69 MGD on the 18th. Rainfall was 1.25 inches on the 17th and 0.5 inches on the 18th. A total of 3.25 inches of rainfall were recorded during September.  BOD concentration was 19.3 mg/l; BOD loading was 181 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 21.9 mg/l; SS loading was 208 lbs.; permit allows 10 mg/l and 125 lbs.  Permit limits do not apply when the water is used for irrigation, these figures are shown to demonstrate plant efficiency. 209 metric tons of sludge was processed and 381 metric tons were hauled and spread on DEQ-approved pasture sites. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 274 hours with no significant problems. CH2M staff replaced some of the surface media on the effluent filters in September.

STREETS & STORM – The street sweeping contractor spent 57 hours sweeping streets and collected more than 19 tons (32 cu. yds.) of debris, covering 173 lane miles. PW Staff used 6 tons of asphalt patching potholes and utility trenches.

PARKS, BUILDINGS AND GROUNDS –  Parks, Buildings and Grounds staff closed off portions of the dog park at Sandy Bluff in order to re-seed the area.
