Monthly Report July, 2016 – Public Works Department

WATER – A total of 44,354,000 gallons of water were treated and delivered, 17,694,000 gallons from Alder Creek treatment plant, 10,940,000 gallons from Brownell Springs and 15,720,000 gallons purchased from City of Portland. Maximum day production was 1.36 MG on July 5th. 1.24 inches of rainfall were recorded at the treatment plant site during the month. The influent header on Filter #3 cracked and was removed for replacement.  We had several pump failures at Terra Fern Reservoir during July. Two new pumps have been ordered.

WASTEWATER – A total of 26,950,000 gallons of sewage were treated and pumped to Iseli Nursery for irrigation. Minimum flow was 0.7 MGD on the 3rd. Maximum flow was 1.07 MGD on the 9th. Rainfall was 0.15 inches on the 8th and 0.55 inches on the 9th. A total of 1.22 inches of rainfall were recorded during July.  BOD concentration was 13.2 mg/l; BOD loading was 94 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 12.9 mg/l; SS loading was 92 lbs.; permit allows 10 mg/l and 125 lbs.  Permit limits do not apply when the water is used for irrigation, these figures are shown to demonstrate plant efficiency. 147 metric tons of sludge was procesed and 30 metric tons were hauled and spread on DEQ-approved pasture sites. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 274 hours with no significant problems. Our contractor completed cleaning and video inspection of all 14,550 lineal feet of the sewer trunk line between University Ave. and the treatment plant during July. The trunk line was in remarkably good condition and no obvious signs of inflow or infiltration were revealed by the inspection. However an unusually large amount of big rocks and debris was found immediately upstream of the treatment plant (see photo).

STREETS & STORM – The street sweeping contractor spent 51 hours sweeping streets and collected more than 15 tons (26 cu. yds.) of debris, covering 165 lane miles.

PARKS, BUILDINGS AND GROUNDS –  Parks, Buildings and Grounds staff were kept busy preparing for and cleaning up after the Mountain Festival. We have been able to get a lot of little items taken care of in various parks with our seasonal worker working on Sundays.

Monthly Report – Public Works Department March 2016

WATER – A total of 29,108,000 gallons of water were treated and delivered, 2,448,000 gallons from Alder Creek treatment plant, 10,936,000 gallons from Brownell Springs and 15,724,000 gallons purchased from City of Portland. Maximum day production was 1.05 MG on March 4th. 9.33 inches of rainfall were recorded at the treatment plant site during the month. A motor starter on a pump at the Terra Fern pump station was replaced.

WASTEWATER – A total of 71,460,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.57 MGD on the 31st. Maximum flow was 3.77 MGD on the 14th. Rainfall was 0.65 inches on the 13th and 0.50 inches on the 15th. A total of 7.82 inches of rainfall were recorded during March.  BOD concentration was 11.7 mg/l; BOD loading was 224 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 12.1 mg/l; SS loading was 235 lbs.; permit allows 10 mg/l and 125 lbs.  Due to equipment failure and heavy rainfall in March the wastewater plant exceeded permit limits.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 573 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 63 hours sweeping streets and collected more than 17 tons (29 cu. yds.) of debris, covering 163 lane miles. We were able to take advantage of the dry weather and catch up on some street and utility trench patching associated with water or sewer repair projects. Nine tons of asphalt were used in this work.

PARKS, BUILDINGS AND GROUNDS –  Blackberries and ivy were removed from all of the areas along the Tickle Creek corridor that were sprayed in January and February. Our Parks utility worker, Steve Gillis retired effective at the end of March and we began the process to fill the position.

Monthly Report February, 2016 – Public Works Department

WATER – A total of 28,230,000 gallons of water were treated and delivered, 2,330,000 gallons from Alder Creek treatment plant, 10,230,000 gallons from Brownell Springs and 15,670,000 gallons purchased from City of Portland. Maximum day production was 1.13 MG on February 15th. 8.5 inches of rainfall were recorded at the treatment plant site during the month. Some of the perimeter fencing at the water treatment plant that was damaged by fallen trees was replaced.

WASTEWATER – A total of 67,140,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.51 MGD on the 10th. Maximum flow was 3.63 MGD on the 18th. Rainfall was 1.0 inches on the 17th and 0.75 inches on the 18th. A total of 6.82 inches of rainfall were recorded during February.  BOD concentration was 9.5 mg/l; BOD loading was 161 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 12.5 mg/l; SS loading was 191 lbs.; permit allows 10 mg/l and 125 lbs.  Due to equipment failure and heavy rainfall in February the wastewater plant exceeded permit limits.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 682 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 48 hours sweeping streets and collected more than 10 tons (18 cu. yds.) of debris, covering 152 lane miles. We were able to take advantage of the dry weather and get a contractor in to replace damaged sidewalk panels at City parks and associated with water or sewer repair projects. During the same stretch of dry weather PW staff installed about 250 feet of 12″ storm drain pipe and a catch basin in Tupper Rd., eliminating a roadside ditch that was difficult and expensive to maintain.

PARKS, BUILDINGS AND GROUNDS –  The contractor performing the invasive species removal in the Tickle Creek corridor sprayed all the invasives and began removing plants that had been sprayed in December and January. P,B&G staff coordinated contractor removal of windthrown timber and planting of 36 conifer trees at the east end of the Tickle Creek trail. We filled the Parks Seasonal Worker position in February this year to help fill in for a permanent employee out on extended sick leave.

Monthly Report January, 2016 – Public Works Department

WATER – A total of 30,104,800 gallons of water were treated and delivered, 4,830,000 gallons from Alder Creek treatment plant, 10,936,800 gallons from Brownell Springs and 14,338,000 gallons purchased from City of Portland. Maximum day production was 1.42 MG on January 13th. 10.27 inches of rainfall were recorded at the treatment plant site during the month.  

WASTEWATER – A total of 79,980,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.44 MGD on the 1st. Maximum flow was 5.24 MGD on the 7th. Rainfall was 1.0 inches on the 6th and 1.2 on the 7th. A total of 10.65 inches of rainfall were recorded during January.  BOD concentration was 10.2 mg/l; BOD loading was 216 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 15.3 mg/l; SS loading was 336 lbs.; permit allows 10 mg/l and 125 lbs.  Due to equipment failure and heavy rainfall in January the wastewater plant exceeded permit limits.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 923 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 63 hours sweeping streets and collected more than 20 tons (33 cu. yds.) of debris, covering 194 lane miles. We applied liquid de-icer to all arterial and collector streets twice in January.

PARKS, BUILDINGS AND GROUNDS –  The contractor performing the invasive species removal in the Tickle Creek corridor sprayed all the invasives and began removing plants that had been sprayed in January.

Monthly Report: December 2015 – Public Works Department

WATER – A total of 30,279,000 gallons of water were treated and delivered, 8,577,000 gallons from Alder Creek treatment plant, 10,940,000 gallons from Brownell Springs and 10,762,000 gallons purchased from City of Portland. Maximum day production was 1.12 MG on December 14th. 19.85 inches of rainfall were recorded at the treatment plant site during the month. We took no water from the Portland Water Bureau source for about 10 days in December due to elevated turbidity in the Bull Run system as a result of the heavy rains we had during the month. While these elevated turbidity levels still comply with the regulations for an unfiltered source like Portland’s it does require extra sampling and monitoring on our part. It is easier to turn off the PWB source and draw more water from Alder Creek and Brownell Springs during these events. Even though we can treat the water from Alder Creek its water quality was equally affected by the heavy rain. CH2M staff worked diligently to meet standards during these high rainfall and streamflow events.

WASTEWATER – A total of 109,800,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.62 MGD on the 1st. Maximum flow was 6.52 MGD on the 7th. Rainfall was 1.6 inches on the 6th and 2.25 on the 7th. A total of 20.02 inches of rainfall were recorded during December.  BOD concentration was 11.4 mg/l; BOD loading was 348 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 16.2 mg/l; SS loading was 497 lbs.; permit allows 10 mg/l and 125 lbs.  Due to heavy rainfall in December the wastewater plant exceeded permit limits.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 1340 hours with no significant problems.

STREETS & STORM – The street sweeping contractor spent 73 hours sweeping streets and collected more than 40 tons (70 cu. yds.) of debris, covering 241 lane miles. The stormwater system responded well during the heavy rain events; we had crews out checking trouble spots during the heaviest rains and most of the problems were caused by storm drains blocked by leaves and debris from the wind storms.

PARKS, BUILDINGS AND GROUNDS –  More trees blew down at the east end of the Tickle Creek Trail with each storm event, however few of them fell on the trail itself.

Monthly Report, November 2015 – Public Works Department

WATER – A total of 29,793,800 gallons of water were treated and delivered, 9,980,000 gallons from Alder Creek treatment plant, 8,810,000 gallons from Brownell Springs and 11,003,800 gallons purchased from City of Portland. Maximum day production was 1.69 MG on November 19th. 10.8 inches of rainfall were recorded at the treatment plant site during the month. The 2.0 MG Vista Loop reservoir was cleaned, inspected and returned to service.The 1.0 MG reservoir at the same site has been taken out service for the winter. With the heavy rains at the end of October we were able to increase the flow at Brownell Springs on November 4th. CH2M staff worked on rebuilding components on the smaller filter units at the Treatment Plant. They were also able to salvage a streaming current monitor from one of their other projects in Oregon for use at the water plant, saving us the expense of a new unit ($7,500). The screens on the raw water intake were cleaned on the 24th.

WASTEWATER – A total of 67,022,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.4 MGD on the 30th. Maximum flow was 3.33 MGD on the 19th. Rainfall was 1.0 inches on the 19th . A total of 10.55 inches of rainfall were recorded during November.  BOD concentration was 11.7 mg/l; BOD loading was 223 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 13 mg/l; SS loading was 262 lbs.; permit allows 10 mg/l and 125 lbs.  Due to heavy rainfall the first week in November the wastewater plant exceeded permit limits on the 3rd and 4th.  Delivery of irrigation water to Iseli Nursery ceased and discharge to Tickle Creek resumed on November 2nd. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 647 hours with no significant problems.

STREETS – The street sweeping contractor spent 101 hours sweeping streets and collected more than 90 tons (132 cu. yds.) of debris, covering 383 lane miles. Work was suspended on the 2015 Pavement Maintenance Project due to weather, work will resume in late spring. We had two people out responding to street flooding calls overnight on October 31st/November 1st.

PARKS, BUILDINGS AND GROUNDS –  The beaver dam on NoName Creek immediately east of Ruben Lane blew out in the October 31/November 1 storm event. All traces of the dam and its builder(s) are gone.
KIMG0591The west half of the Sandy Bluff Dog Park was reopened.  The City Arborist performed the annual safety review of trees on all City properties, including right-of-ways, open spaces and parks. The windstorm on November 17th blew down about 14 trees at the east end of the Tickle Creek Trail corridor. PW staff opened up the trail in time for the Tickle Trot 5K on Thanksgiving. KIMG0606 P,B&G staff installed Christmas lights on City buildings. PW staff installed a 24″ socket and cover for the Christmas tree in the plaza.

Monthly Report October 2015 – Public Works Department

WATER – A total of 29,374,600 gallons of water were delivered, 11,400,000 gallons from Alder Creek treatment plant, 4,017,600 gallons from Brownell Springs and 13,957,000 gallons purchased from City of Portland. Maximum day production was 1.62 MG on October 15th. 5.84 inches of rainfall were recorded at the treatment plant site during the month the vast majority of which fell on October 31st. The roof at the treatment plant was replaced in October. The original tile roof was in relatively good condition but there were about 30 broken tiles which led to several leaks. These tiles are no longer manufactured so the only alternative was to replace the roof. City staff replaced a valve and drained the 2.0 MG concrete reservoir on Vista Loop for inspection and cleaning. It will be returned to service in November.

WASTEWATER – A total of 39,170,000 gallons of sewage were treated and re-used for irrigation. Minimum flow was 0.93 MGD on the 6th. Maximum flow was 3.3 MGD on the 31st. Rainfall was 1.0 inches on the 30th and 2.4 inches on the 31st. A total of 4.7 inches of rainfall were recorded during October.  BOD concentration was 11.5 mg/l; BOD loading was 118 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 27.5 mg/l; SS loading was 282 lbs.; permit allows 10 mg/l and 125 lbs.  Effluent permit loading and limits do not apply when treated wastewater is used for irrigation. These figures are shown to demonstrate treatment efficiency.13.67 metric tons of sludge were processed in October and 17.86 metric tons were hauled and spread on local pasture land. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 344 hours. A pump at the Southwest pump station was sent in for repairs.

STREETS – The street sweeping contractor spent 91 hours sweeping streets and collected more than 60 tons (83 cu. yds.) of debris, covering 312 lane miles. Work began on the 2015 Pavement Maintenance Project portions of Loundree Dr. , Smith St. and all of Long Circle received an overlay.

PARKS, BUILDINGS AND GROUNDS – The west half of the Sandy Bluff Dog Park was closed temporarily for overseeding and fertilizing.  A new stormwater inlet and drain was installed adjacent to Hwy 211 in Meinig Park.

Monthly Report – September 2015 – Public Works Department

WATER – A total of 37,746,000 gallons of water were delivered, 19,120,000 gallons from Alder Creek treatment plant, 3,900,000 gallons from Brownell Springs and 14,726,000 gallons purchased from City of Portland. Maximum day production was 1.54 MG on September 30th. 1.89 inches of rainfall were recorded at the treatment plant site during September.

WASTEWATER – A total of 34,730,000 gallons of sewage were treated and used for irrigation. Minimum flow was 1.01 MGD on the 9th. Maximum flow was 1.47 MGD on the 17th. Rainfall was 0.07 inches on the 16th and 0.5 on the 17th. A total of 1.38 inches of rainfall were recorded during September.  BOD concentration was 8.3 mg/l; BOD loading was 80 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 15 mg/l; SS loading was 146 lbs.; permit allows 10 mg/l and 125 lbs.  Effluent permit loading and limits do not apply when treated wastewater is used for irrigation. These figures are shown to demonstrate treatment efficiency.Twenty-seven metric tons of sludge were processed in September and 16.2 metric tons were hauled and spread on local pasture land. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 253 hours with no significant problems.

STREETS – The street sweeping contractor spent 56 hours sweeping streets and collected more than 40 tons (24 cu. yds.) of debris, covering 203 lane miles.

PARKS, BUILDINGS AND GROUNDS – Staff placed bark dust at City Hall, and various public paths around the city. Vegetation around the Veterans Memorial was trimmed.

Monthly Report – August 2015 – Public Works Department

WATER – A total of 53,716,000 gallons of water were delivered, 34,189,000 gallons from Alder Creek treatment plant, 3,888,000 gallons from Brownell Springs and 15,639,000 gallons purchased from City of Portland. Maximum day production was 2.05 MG on August 5th. 1.68 inches of rainfall were recorded at the treatment plant site during August. A pump motor at Terra Fern pump station was replaced and a spare pump motor at Alder Creek Treatment Plant was rebuilt and stored for backup. Accumulated sludge was cleaned from the backwash pond using a rented excavator and pump. The sludge will be stored on site until it dries out enough to haul away.

WASTEWATER – A total of 34,350,000 gallons of sewage were treated and used for irrigation. Minimum flow was 0.99 MGD on the 13th. Maximum flow was 1.47 MGD on the 30th. Rainfall was 0.27 inches on the 29th and 0.15 on the 30th. A total of 1.01 inches of rainfall was recorded during August.  BOD concentration was 6.2 mg/l; BOD loading was 62 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 10 mg/l; SS loading was 69 lbs.; permit allows 10 mg/l and 125 lbs.  Effluent permit loading and limits do not apply when treated wastewater is used for irrigation. These figures are shown to demonstrate treatment efficiency. Forty-four dry tons of sludge were processed in August and 41 dry tons were hauled and spread on local pasture land. We had a significant failure on the standby generator at the the plant, costing over $42,000 to repair. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 238 hours with no significant problems.

STREETS – The street sweeping contractor spent 53 hours sweeping streets and collected more than 7 tons (25 cu. yds.) of debris, covering 158 lane miles.  A total of 9 tons of asphalt were used patching potholes and making street repairs in August. City crews hauled and spread over 280 cubic yards of bark mulch in medians on Bell St. and Jewelberry Ave. We caught up on weed mowing and trimming in rights-of-ways in August and were able to devote more time to projects like the medians.

PARKS / OTHER – The existing irrigation pump at Sandy Bluff park was repaired and returned to service in August. Resuming Irrigation and the rain we had in August allowed the grass in the park to start greening up again.

Monthly Report Public Works Department – July, 2015

WATER – A total of 58,678,100 gallons of water were delivered, 37,767,000 gallons from Alder Creek treatment plant, 5,270,400 gallons from Brownell Springs and 15,640,700 gallons purchased from City of Portland. This is a new monthly record for water production. On July 6th,  the Oregon Water Resources Department required us to reduce the amount of water we take from Brownell Springs to about 90 gallons per minute due to low flow in Cedar Creek. Cedar Creek also supplies the Sandy Fish Hatchery. This has happened in the past, typically in September or October. However this is the earliest we have ever had to reduce withdrawal from the Springs. On the 30th treatment plant staff placed plastic sheeting on the upstream face of the wing dam to provide more water to the Alder Creek intake. 0.41 inches of rainfall were recorded at the treatment plant site during July.

WASTEWATER – A total of 33,100,000 gallons of sewage were treated and used for irrigation. Minimum flow was 0.95 MGD on the 2nd. Maximum flow was 1.24 MGD on the 26th.  A total of 0.42 inches of rainfall was recorded during July.  BOD concentration was 6.9 mg/l; BOD loading was 63 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 10.5 mg/l; SS loading was 96 lbs.; permit allows 10 mg/l and 125 lbs.  Effluent permit loading and limits do not apply when treated wastewater is used for irrigation. These figures are shown to demonstrate treatment efficiency. Sludge processing began in June and sludge hauling started on July 7th. Twenty-one dry tons of sludge were processed in July and 41 dry tons were hauled and spread on local pasture land.  Clarifier No. 2 was drained for inspection and cleaning. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 203 hours with no significant problems. City crews doing routine sewer line cleaning discovered a FTTH conduit bored directly through an 8″ sewer main on Loundree Drive.  Fortunately, we discovered it before it could cause a backup and it was repaired on the 22nd.

STREETS – The street sweeping contractor spent 61 hours sweeping streets and collected more than 16 tons (22 cu. yds.) of debris, covering 212 lane miles. These totals include sweeping after the Mountain Festival parade.  A total of 9 tons of asphalt were used patching potholes and making street repairs in July. Considerable time was spent mowing weeds in City right-of-ways.

PARKS / OTHER – Irrigation demand stayed high with the continued dry and hot weather. After trying several alternatives we finally determined the irrigation pump for Sandy Bluff Park needed to be replaced. A new pump was ordered and will be installed in August. The new Parks Seasonal Worker position was filled and started work on July 1. The focus for this position has been to catch up on a backlog of work at all parks and and help prep and clean up Meinig Park before and after the Mountain Festival.
