Monthly Report Public Works Department – June, 2015

WATER – A total of 45,552,596 gallons of water were delivered, 19,635,000 gallons from Alder Creek treatment plant, 10,152,000 gallons from Brownell Springs and 15,765,596 gallons purchased from City of Portland. 1.42 inches of rainfall were recorded at the treatment plant site during June. Work began on ‘perfecting’ our water rights on Alder Creek and Brownell Springs with site visits by the consultant at each location on the 22nd.

WASTEWATER – A total of 33,910,000 gallons of sewage were treated and used for irrigation. Minimum flow was .79 MGD on the 4th. Maximum flow was 1.49 MGD on the 15th.  A total of 0.8 inches of rainfall was recorded during June.  BOD concentration was 6.2 mg/l; BOD loading was 58 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 9.3 mg/l; SS loading was 88 lbs.; permit allows 10 mg/l and 125 lbs.  Effluent permit loading and limits do not apply when treated wastewater is used for irrigation. These figures are shown to demonstrate treatment efficiency. Sludge processing began on the 22nd. No sludge was hauled or spread during June.  Clarifier No. 1 was drained for inspection and cleaning. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 250 hours with no significant problems.  

STREETS – The street sweeping contractor spent 46 hours sweeping streets and collected more than 11 tons (16 cu. yds.) of debris, covering 138 lane miles. A total of 12 tons of asphalt were used patching potholes and making street repairs in June. Considerable time was spent mowing weeds in City right-of-ways. The Seasonal Worker position was filled in June and began followup work behind the mower in the right-of-ways.

PARKS / OTHER – Irrigation demand really increased with the unusually dry and hot weather we had in June. Irrigation time was extended at all parks to try and compensate. The new Parks Seasonal Worker position was advertised and interviews were conducted with the goal of getting someone started on July 1 when the funding became available.

Monthly Report, Public Works Department – April, 2015

WATER – A total of 27,240,000 gallons of water were delivered, 2,121,000 gallons from Alder Creek treatment plant, 9,980,000 gallons from Brownell Springs and 15,139,000 gallons purchased from City of Portland. 5.34 inches of rainfall were recorded at the treatment plant site during April. City staff disinfected, refilled and returned to service Vista Loop No. 1 reservoir. This will allow us to drain and inspect the Revenue Ave. and Vista Loop No. 2 reservoirs.

WASTEWATER – A total of 44,430,000 gallons of sewage were treated and discharged to Tickle Creek and the land application site. Minimum flow was 1.04 MGD on the 22nd . Maximum flow was 2.3 MGD on the 1st. (rainfall was 0.25 inches on March 31st and 0.25 inches on April 1st). A total of 4.6 inches of rainfall was recorded during April.  BOD concentration was 6.2 mg/l; BOD loading was 68 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 12.8 mg/l; SS loading was 140 lbs.; permit allows 10 mg/l and 125 lbs.  Due to the dry spring weather land application of treated wastewater began on April 17th. This is about two weeks earlier than the start date in our permit. No sludge was processed, hauled or spread during the month. One of the clarifiers was drained for repairs to the sweep arms. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 389 hours with no significant problems.  

STREETS – The street sweeping contractor spent 48 hours sweeping streets and collected more than 15 tons (24 cu. yds.) of debris, covering 151 lane miles. PW staff installed the first of the wayfinding signs in April.

PARKS / OTHER – Parks staff began work on rehabilitating the turf in the east one-half of the Sandy Bluff dog park.

Monthly Report Public Works Department – May, 2015

WATER – A total of 20,253,584 gallons of water were produced, 2,078,000 gallons from Alder Creek treatment plant, 9,979,000 gallons from Brownell Springs and 8,195,584 gallons purchased from City of Portland. 3.52 inches of rainfall were recorded at the treatment plant site during May. The Revenue Ave. reservoir was drained as part of the 1-year warranty inspection for the PWB Intertie project. The warranty inspection revealed a few issues, mostly related to painting and landscaping at the pump stations. There were also some minor cosmetic concrete repairs required on the interior of the reservoir and as a result we had to keep it drained for about two weeks. A lighting strike on the 19th affected several items at the treatment plant and Springs but they were repaired or replaced quickly.

WASTEWATER – A total of 35,860,000 gallons of sewage were treated and used for irrigation. Minimum flow was 0.9 MGD on the 22nd . Maximum flow was 1.45 MGD on the 1st. (rainfall was 0.0 inches on April 30th and 0.2 inches on May 1st). A total of 1.37 inches of rainfall was recorded during May.  BOD concentration was 6.1 mg/l; BOD loading was 60 lbs; permit allows 10 mg/l and 125 lbs.; SS concentration was 10.2 mg/l; SS loading was 101 lbs.; permit allows 10 mg/l and 125 lbs.   No sludge was processed, hauled or spread during the month. Repairs to Clarifier No. 2 were completed. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 308 hours with no significant problems.  

STREETS – The street sweeping contractor spent 58 hours sweeping streets and collected more than 12 tons (17 cu. yds.) of debris, covering 154 lane miles. Approximately 26,000 lineal feet of cracks were sealed on various City streetsPW staff finished installing the wayfinding signs in May.

PARKS / OTHER – The drier weather in May allowed Parks staff to keep up with the mowing however the warmer weather made the grass grow that much faster. PW staff installed water meters on the splash pad, irrigation service and rental house at Bornstedt Park. This will allow us to keep track of water usage for each feature and reduce monthly sewer bills which had been based on a single meter. The one year warranty inspection for Bornstedt Park was performed. The contractor connected the irrigation for the community garden to the on-site well which will further reduce utility bills. It was supposed to have been done as part of the project but was not discovered until the garden was prepared. The contractor will replace several trees and shrubs that are not thriving later in the Fall. PW staff installed a new water service and standpipe in the dog park during May.

Monthly Report Public Works Department – March 2015

WATER – A total of 27,169,000 gallons of water were delivered, 1,310,000 gallons from Alder Creek treatment plant, 10,220,000 gallons from Brownell Springs and 15,639,000 gallons purchased from City of Portland. 8.15 inches of rainfall were recorded at the treatment plant site during March. The one-year warranty inspection of the gas to liquid disinfectant project at the treatment plant and Brownell Springs was completed. A few items were noted and are being corrected.

WASTEWATER – A total of 50,820,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.02 MGD on the 4th. Maximum flow was 4.42 MGD on the 15th. (rainfall was 2.1 inches on the 14th and 0.4 inches on the 15th). A total of 6.2 inches of rainfall was recorded during March.  BOD concentration was 6.6 mg/l; BOD loading was 82 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 4.3 mg/l; SS loading was 59 lbs.; permit allows 10 mg/l and 125 lbs.  We were in compliance with our discharge permit for the month of March. Due to the unusually warm and dry weather we had in March we sent treated wastewater to the nursery for irrigation use between the 5th and the 15th. No sludge was processed, hauled or spread during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 337 hours with no significant problems.  

STREETS – The street sweeping contractor spent 48 hours sweeping streets and collected more than 15 tons (24 cu. yds.) of debris, covering 151 lane miles. Preliminary work began on installing the wayfinding signs.

PARKS / OTHER – Parks staff were busy with mowing between rain showers in the last half of the month. Over Spring Break parks staff resumed opening the restrooms in Meinig Park between 8:00 and 5:00.  Parks staff pruned street trees on Proctor Blvd.

Monthly Report February 2015 – Public Works Department

WATER – A total of 26,124,856 gallons of water were delivered, 2,456,000 gallons from Alder Creek treatment plant, 9,590,000 gallons from Brownell Springs and 14,078,856 gallons purchased from City of Portland. 4.86 inches of rainfall were recorded at the treatment plant site during February. The structural engineer’s review of the support beams in the Vista Loop reservoir was completed in February the report should be finished in March.

WASTEWATER – A total of 42,730,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 0.95 MGD on the 24th. Maximum flow was 2.67 MGD on the 18th. (rainfall was 0.7 inches on the 23rd and 0.25 inches on the 24th). A total of 5.6 inches of rainfall was recorded during February.  BOD concentration was 6.7 mg/l; BOD loading was 88 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 6.1 mg/l; SS loading was 69 lbs.; permit allows 10 mg/l and 125 lbs.   No sludge was processed, hauled or spread during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 321 hours with no significant problems. The radiator on the standby generator at the Northside pump station was replaced. 

STREETS – The street sweeping contractor spent 38 hours sweeping streets and collected more than 6.5 tons (17 cu. yds.) of debris, covering 131 lane miles. Five existing wheelchair ramps were replaced and one new ramp was installed along Dubarko Rd. As part of our Fund Exchange agreement with ODOT for the Dubarko Rd. resurfacing project we were required to bring substandard ADA ramps adjacent to the project up to standard. The sandblasting residue from the yellow curb paint removal contained enough lead that special disposal of the material was required at a cost of over $1,600.

PARKS / OTHER – With the warm dry weather turf grass mowing in City parks resumed in February. New locks were installed on the restroom doors in Meinig Park. This will allow us to open and lock up the restrooms automatically instead of having to hire a seasonal employee working 10 hours a week during the months when the restrooms are open.

PW staff finished up cleaning all storm water catch basins and water quality sumps during February.

Monthly Report – Public Works Department – January, 2015

WATER – A total of 27,574,300 gallons of water were delivered, 2,245,000 gallons from Alder Creek treatment plant, 11,130,000 gallons from Brownell Springs and 14,199,300 gallons purchased from City of Portland. 5.77 inches of rainfall were recorded at the treatment plant site during January. The effluent flow meters at Alder Creek Treatment Plant and at Brownell Springs were calibrated. There were problems with some automated valves installed at the Water Treatment Plant as part of last years’ improvements but they are still under warranty and the vendor is replacing them. City staff drained the 1 MG Vista Loop steel reservoir early in the month in order to have the interior coating inspected. For the most part the coating was in very good shape. There was some significant corrosion in the roof beams (the portion of the reservoir that is not submerged) so we are having a structural engineer come out in February to evaluate it.

WASTEWATER – A total of 48,180,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.0 MGD on the 29th. Maximum flow was 3.08 MGD on the 18th. (rainfall was 2.0 inches on the 17th and 0.55 inches on the 24th). A total of 3.75 inches of rainfall was recorded during January.  BOD concentration was 6.2 mg/l; BOD loading was 78 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 6.1 mg/l; SS loading was 61 lbs.; permit allows 10 mg/l and 125 lbs.   No sludge was processed, hauled or spread during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 455 hours with no significant problems. 

STREETS – The street sweeping contractor spent 41 hours sweeping streets and collected more than 8 tons (19 cu. yds.) of debris, covering 140 lane miles.

PARKS / OTHER – Parks staff removed holiday decorations from City facilities. PW staff continued cleaning storm drain lines and catch basins.

Monthly Report, December 2014 – Public Works Department

WATER – A total of 28,139,000 gallons of water were delivered, 3,879,000 gallons from Alder Creek treatment plant, 10,310,000 gallons from Brownell Springs and 13,950,000 gallons purchased from City of Portland. 10.6 inches of rainfall were recorded at the treatment plant site during December. We experienced some problems with a power supply on the SCADA system on the 12th which required manual operation and oversight over the weekend.

WASTEWATER – A total of 61,770,000 gallons of sewage were treated and discharged to Iseli Nursery for irrigation. Minimum flow was 1.2 MGD on the 16th. Maximum flow was 3.08 MGD on the 25th. (rainfall was 0.53 inches on the 24th and 0.26 inches on the 25th). A total of 8.02 inches of rainfall was recorded during December.  BOD concentration was 12 mg/l; BOD loading was 173 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 9.9 mg/l; SS loading was 146 lbs.; permit allows 10 mg/l and 125 lbs.  Effluent BOD and SS permit limits do not apply when the treated wastewater is used for irrigation – these figures are shown to demonstrate treatment efficiency. No sludge was processed, hauled or spread during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 580 hours with no significant problems. A pump that failed last September at Northside pump station was replaced with a new unit.

STREETS – The street sweeping contractor spent 64 hours sweeping streets and collected more than 38 tons (53 cu. yds.) of debris, covering 205 lane miles.We replaced the transfer pump and some wiring on our liquid de-icer system in December.

PARKS / OTHER – PW staff resumed cleaning sanitary sewer lines, storm drain catch basins and removing filters from catch basins in new developments where home construction is nearly completed.

Monthly Report, November 2014 – Public Works Department

WATER – A total of 28,147,000 gallons of water were delivered, 4,571,000 gallons at Alder Creek treatment plant, 10,320,000 gallons at Brownell Springs and 13,256,000 gallons purchased from City of Portland. 9.05 inches of rainfall were recorded at the treatment plant site during November. The state Drinking Water Program performed its triennial inspection of the treatment and distribution systems on the 5th. No significant items were noted, we should receive the written report after the first of the year. A critical component in the Supervisory Control and Data Acquisition System (SCADA) at the water plant failed and was replaced. It took a couple of days to get everything back to normal at all sites. Problems with pump control valves at the Hudson Rd. booster pump station just before Thanksgiving forced us to shut down the PWB source for about a week. The valves were still under warranty and the contractor was able to get them properly adjusted within about a week.

WASTEWATER – A total of 50,460,000 gallons of sewage were treated and discharged to Tickle Creek. Minimum flow was 1.09 MGD on the 20th. Maximum flow was 2.8 MGD on the 23rd. (rainfall was 0.40 inches on the 22nd and 0.65 inches on the 23rd). A total of 6.96 inches of rainfall was recorded during November.  BOD concentration was 11.9 mg/l; BOD loading was 342 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 12.8 mg/l; SS loading was 158 lbs.; permit allows 10 mg/l and 125 lbs.  Effluent BOD and SS permit limits do not apply when the treated wastewater is used for irrigation – these figures are shown to demonstrate treatment efficiency. No sludge was processed, hauled or spread during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 532 hours with no significant problems.

PW staff also repaired several sewer laterals both in the right-of-way and on private property damaged by the FTTH contractor.

STREETS – The street sweeping contractor spent 94 hours sweeping streets and collected more than 90 tons (136 cu. yds.) of debris, covering 399 lane miles.

PARKS / OTHER –  The top (about 30 feet) of a cedar tree adjacent to Knollwood Park broke off during the windstorm on the 14th. Fortunately, it landed upright, leaning on another tree and did not cause any damage to the park. Our arborist took it down on the 18th – we are keeping the largest part of the tree at the park where it could be used as large woody debris in the stream channel. Parks staff took advantage of breaks in the weather to install Christmas lighting on City buildings and at Civic Plaza.

PW staff resumed cleaning catch basins and removing filters from catch basins in new developments where home construction is nearly completed.

Monthly Report – Public Works Department October, 2014

WATER – A total of 30,996,764 gallons of water were delivered, 5,732,000 gallons at Alder Creek treatment plant, 10,310,000 gallons at Brownell Springs and 14,954,764 gallons purchased from City of Portland. 10.71 inches of rainfall were recorded at the treatment plant site during October. CH2M-HILL staff reconfigured the splash boards on the dam at the Alder Creek intake to improve fish passage over the winter. City staff inspected access hatches, vents and overflow piping at each storage reservoir.

 

WASTEWATER – A total of 36,610,000 gallons of sewage were treated and re-used for irrigation purposes. Minimum flow was 0.89 MGD on the 7th. Maximum flow was 2.7 MGD on the 31st. (rainfall was 0.25 inches on the 30th and 1.25 inches on the 31st). A total of 9.35 inches of rainfall was recorded during October.  BOD concentration was 11.9 mg/l; BOD loading was 144.6 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 8.9  mg/l; SS loading was 100 lbs.; permit allows 10 mg/l and 125 lbs. Effluent BOD and SS permit limits do not apply when the treated wastewater is used for irrigation – these figures are shown to demonstrate treatment efficiency.   31.3 dry tons of sludge were processed during the month. 25.65 dry tons were hauled and spread on local pasture land as fertilizer. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 366 hours. There were some minor problems with the backup generator at Southside pump station after the power failure on October 23rd. 

On October 30th I received a call from the ODFW district fish biologist about a salmon kill on Tickle Creek. ODFW crews performing spawning surveys counted 66 dead coho in the vicinity of the Colorado Rd. bridge. The wastewater plant does not discharge treated wastewater between May 1st and October 31st and the Colorado Rd, bridge is upstream of the land application site so we were confident that a wastewater discharge was not the cause. CH2M-HILL staff stayed on site until after 9:00 PM that night to show ODFW and OSP fish and wildlife enforcement personnel the outfall and various other locations on Tickle Creek.  We haven’t heard back from ODFW about any cause for the fish mortality.

STREETS – The street sweeping contractor spent 70.4 hours sweeping streets and collected more than 30 tons (44 cu. yds.) of debris, covering 233 lane miles. PW staff began installing the 2 hour parking signage in the Downtown parking district.

PARKS / OTHER –  Parks staff winterized all irrigation systems, drinking fountains and restrooms in parks and on City property.

Monthly Report September 2014 – Public Works Department

WATER – A total of 41,974,088 gallons of water were delivered, 15,945,000 gallons at Alder Creek treatment plant, 9,980,000 at Brownell Springs and 16,049,088 purchased from City of Portland. 1.37 inches of rainfall were recorded at the treatment plant site during September. The fish passage improvements constructed by the Portland Water Bureau at our intake on Alder Creek were completed in September. During the warm and dry weather we were still able to maintain water production at the treatment plant during construction. City staff also took advantage of the opportunity to make some repairs to the intake structure while the stream was dewatered.

WASTEWATER – A total of 26,700,000 gallons of sewage were treated and re-used for irrigation purposes. Minimum flow was 0.81 MGD on the 4th. Maximum flow was 1.05 MGD on the 24th, (rainfall was 0.15 inches on the 23rd and 0.35 inches on the 24th). A total of one-half inch of rainfall was recorded during September.  BOD concentration was 6.4 mg/l; BOD loading was 59.8 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 3.7  mg/l; SS loading was 31.5 lbs.; permit allows 10 mg/l and 125 lbs. Effluent BOD and SS permit limits do not apply when the treated wastewater is used for irrigation – these figures are shown to demonstrate treatment efficiency.   1,135,250 gallons of sludge (80.25 dry tons) were processed during the month. 1,125,000 gallons of sludge (71.25 dry tons) were hauled and spread on local pasture land as fertilizer. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 203 hours. Revisions to the backup level controls at Meinig Ave. pump station were made to improve reliability. 

STREETS – The street sweeping contractor spent 59.5 hours sweeping streets and collected more than 23 tons (32 cu. yds.) of debris, covering 178 lane milesThe final lane striping on Dubarko and Meinig was completed in September.

PARKS / OTHER –  Bornstedt Park continues to be popular even after school has resumed. Over 297,000 gallons of water were used for park irrigation and the splash pad during September. City crews removed sediment and debris from underground detention structures in Meinig Park and the Deer Point subdivision while water levels were low and prior to Fall rains.
