Monthly Report August 2014 – Public Works Department

WATER – A total of 44,959,636 gallons of water were delivered, 19,788,000 gallons at Alder Creek treatment plant, 10,356,000 at Brownell Springs and 14,815,636 purchased from City of Portland. 0.83 inches of rainfall were recorded at the treatment plant site during the month. The PWB Intertie Project was wrapped up in August. With the exception of some landscaping issues at the booster pump station and the reservoir site the punchlist is complete. The landscape items will be taken care of in the Fall when plant survival rates are better.

WASTEWATER – A total of 28,960,000 gallons of sewage were treated and re-used for irrigation purposes. Minimum flow was 0.86 MGD on the 20th. Maximum flow was 1.05 MGD on the 11th, (rainfall was 0.2 inches on the 10th and 0.6 inches on the 11th). A total of 0.95 inches of rainfall was recorded during the month.  BOD concentration was 11 mg/l; BOD loading was 84.6 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 5.8  mg/l; SS loading was 43.9 lbs.; permit allows 10 mg/l and 125 lbs. Effluent BOD and SS permit limits do not apply when the treated wastewater is used for land application – these figures are shown to demonstrate treatment efficiency.   No sludge was processed during the month. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 306 hours. A pump at the Northside pump station failed and will be replaced. 

STREETS – The street sweeping contractor spent 45 hours sweeping streets and collected more than 15 tons (23 cu. yds.) of debris, covering 129 lane miles. The Dubarko Drive rehabilitation Project was completed, final striping will be performed in September.

PARKS / OTHER –  The FTTH project continues to consume a lot of PW staff time. The volume of utility locate requests has required at least one and sometimes two PW staff members to keep up with the work.

PW staff began removing existing yellow paint from curbs in the new two hour parking zones.

Monthly Report July, 2014 – Public Works Department

WATER – A total of 49,236,000 gallons of water were delivered, 18,323,000 at Alder Creek Treatment Plant, 15,713,000 at Brownell Springs and 15,190,000 purchased from City of Portland. Peak day water delivery was 2.211 MG on the 30th. A total of 1.38 inches of rainfall were recorded at the treatment plant site during July.  The contractor completed most of the punchlist items for the Intertie Project . There are still some issues with the landscaping at both sites. The landscape subcontractor will be back in the Fall to replace dead plants and perform maintenance and weeding. We are holding back some retainage until this work is completed. The contract should be finalized in October or November.

SEWER – A total of 29,550,000 gallons of wastewater were treated and pumped to Iseli Nursery and used for irrigation. Minimum flow was 0.86 MGD on the 28th. Maximum day flow was 1.2 MGD on the 23rd. Rainfall was .20″ on July 22nd and .60″ on the 23rd.  1.30 inches of rainfall were recorded at the treatment plant site during July.  BOD concentration was 15.7 mg/l; BOD loading was 132 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 7.2  mg/l; SS loading was 60.0 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of July. Effluent BOD and SS permit limits do not apply when the treated wastewater is used for land application – these figures are shown to demonstrate treatment efficiency.   No sludge was processed during the month.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 670 hours with no significant problems.

STREETS – The street sweeping contractor spent 50 hours sweeping streets and collected more than 17 tons (25 cu. yds.) of debris, covering 154 lane miles. City crews replaced several water services under Dubarko Rd. prior to the paving project.

PARKS / OTHER –  The splash pad at Bornstedt Park continues to be very popular – over 600,000 gallons of water were used for turf irrigation and the splash pad.  Meinig Park fared well through the Mountain Festival and the new lighting has resisted vandalism so far.

The FTTH project has consumed more staff time than anticipated. The volume of utility locate requests has required at least one and sometimes two PW staff members to keep up with the requests.

Monthly Report – June, 2014 – Public Works Department

WATER – A total of 39,460,000 gallons of water were delivered, 12,523,000 at Alder Creek Treatment Plant, 12,096,000 at Brownell Springs and 14,841,000 purchased from City of Portland. Peak day water delivery was 1.472 MG on the 7th. A total of 5.21 inches of rainfall were recorded at the treatment plant site during June. Delivery and pumping from the Portland Water Bureau source was consistent throughout June. Both the booster pump station and transfer pump station ran without significant problems. Work on the Intertie project continued. The contractor is working on punchlist items. The Skyview Acres connection was completed and placed into service on June 28th.

SEWER – A total of 32,130,000 gallons of wastewater were treated and pumped to Iseli Nursery and used for irrigation. Minimum flow was 0.86 MGD on the 10th. Maximum day flow was 2.5 MGD on the 27th. Rainfall was .15″ on June 26th and .10″ on the 27th.  3.95 inches of rainfall were recorded at the treatment plant site during June.  BOD concentration was 12.9 mg/l; BOD loading was 104 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 7.5  mg/l; SS loading was 60.5 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of June. Effluent BOD and SS permit limits do not apply when the treated wastewater is used for land application – these figures are shown to demonstrate treatment efficiency.   No sludge was processed during the month.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 241 hours with no significant problems.

STREETS – The street sweeping contractor spent 51 hours sweeping streets and collected more than 17 tons (24 cu. yds.) of debris, covering 131 lane miles.

PARKS / OTHER –  The splash pad at Bornstedt Park is very popular – over 425,000 gallons of water were used for turf irrigation and the splash pad. The summer seasonal worker used our boom mower to mow weeds in unimproved rights-of-way. This went a lot quicker than the hand work used in previous seasons.

WATER – A total of 26,748,356 gallons of water were delivered, 2,240,000 at Alder Creek Treatment Plant, 9,763,200 at Brownell Springs and 14,808,156 purchased from City of Portland. Peak day water delivery was 0.975 MG on the 21st. A total of 6.09 inches of rainfall were recorded at the treatment plant site during May. Delivery and pumping from the Portland Water Bureau source was consistent throughout May. Both the booster pump station and transfer pump station ran without significant problems. Work on the Intertie project continued. Landscaping and paving was completed at the booster pump station and reservoir sites. The contractor is working on punchlist items. The change order for the Skyview Acres connection will add some time to the contract. We hope top have it closed out by the end of July.

Rainfall was .70″ on May 8th and 1.40″ on the 9th.  4.47 inches of rainfall were recorded at the treatment plant site during May.  BOD concentration was 12.8 mg/l; BOD loading was 118 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 5.6  mg/l; SS loading was 60 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of May. Effluent BOD and SS permit limits do not apply when the treated wastewater is used for land application – these figures are shown to demonstrate treatment efficiency.   No sludge was processed during the month.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 772 hours with no significant problems.

STREETS – The street sweeping contractor spent 47 hours sweeping streets and collected more than 15 tons (23 cu. yds.) of debris, covering 136 lane miles.

PARKS / OTHER –  Mowing of turfgrass in City parks continued in May. Because of the new turf added at Bornstedt Park we have let a contract for mowing at Sandy Bluff Park. Our summer seasonal position was filled in late May and work began on mowing right-of-ways and City property.

Monthly Report – Public Works Department – April 2014

WATER – A total of 17,717,992 gallons of water were produced, 8,301,000 at Alder Creek Treatment Plant and 9,416,992 at Brownell Springs. Peak day water production was 0.862 MG on the 3rd. A total of 8.01 inches of rainfall were recorded at the treatment plant site during April. Work on the chlorine conversion project at Brownell Springs and Alder Creek WTP was wrapped up and seems to be working well. Work on the Intertie project continued. Startup and performance testing at the Hudson Rd. pump station and the Revenue Ave transfer pump station began on April 7th. Most of the performance testing was completed that week. The operational testing – which requires seven consecutive days of operation with no faults or alarms was more problematic.  By the end of the month we were operating the PWB connection on a daily basis at a rate of 500,000 gallons / day and it seemed to be functioning well.

SEWER – A total of 45,340,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was 0.96 MGD on the 15th. Maximum day flow was 2.49 MGD on the 24th. Rainfall was .55″ on April 23rd and .70″ on the 24th.  6.03 inches of rainfall were recorded at the treatment plant site during April.  BOD concentration was 4.8 mg/l; BOD loading was 54.2 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 4.6  mg/l; SS loading was 55.8 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of April.   No sludge was processed during the month.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 365 hours with no significant problems.

STREETS – The street sweeping contractor spent 47 hours sweeping streets and collected more than 15 tons (23 cu. yds.) of debris, covering 136 lane miles. City staff installed guardrails adjacent to the new sidewalks on Pleasant St. where the fill slope was steep enough to present a hazard to pedestrians.

PARKS / OTHER – Parks staff installed fencing between the rental home and the splashpad in Bornstedt Park. Mowing of turfgrass in City parks began in earnest in April. The additional acreage in Bornstedt Park means we will probably have to contract out for some of the park mowing.

Monthly Report – Public Works Department – March 2014

WATER – A total of 20,779,200 gallons of water were produced, 12,837,000 at Alder Creek Treatment Plant and 7,942,200 at Brownell Springs. Peak day water production was 0.997 MG on the 25th. A total of 14.79 inches of rainfall were recorded at the treatment plant site during March. Work on the chlorine conversion project at Brownell Springs and Alder Creek WTP was substantially completed.  After some issues with delivery at Alder Creek the liquid disinfectant system was placed into service and seems to be working well. Work on the Intertie project continued also. The booster pump station was placed into service and used to flush and disinfect the pipeline between Hudson Rd. and the Revenue Ave. reservoir. The wet weather in March slowed down earthwork at the reservoir site but the upper retaining wall and most of the backfill had been completed by the end of the month.

SEWER – A total of 63,350,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was 1.01 MGD on the 8th. Maximum day flow was 3.89 MGD on the 14th. Rainfall was 1.05″ on March 13th and 0.5″ on the 14th.  8.96 inches of rainfall were recorded at the treatment plant site during March.  BOD concentration was 4.5 mg/l; BOD loading was 63.0 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 3.5  mg/l; SS loading was 52 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of March.   No sludge was processed during the month.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 647 hours with no significant problems.

STREETS – The street sweeping contractor spent 66 hours sweeping streets and collected more than 30 tons (46 cu. yds.) of debris, covering 201 lane miles. The work on the Northside sidewalk improvement project wrapped up in March. This project added approximately 2100 lineal feet of new sidewalk on Beers, Bluff, Pleasant, Hoffman and Bruns. There are still some minor adjustments that will be performed by City staff.

PARKS / OTHER – Parks staff and some Ant Farmers spread wood fiber at the Bornstedt Park playground site. PW staff prepared plans and specifications for the dog park project. Parks staff cleaned up winter storm damage and opened the restrooms in Meinig Park during Spring Break. The City’s Consulting Arborist thinned and pruned healthy trees and removed hazard trees in City parks, on public property, in right-of-ways and in open space areas during March.

Monthly Report – Public Works Department, February 2014

WATER – A total of 24,918,200 gallons of water were produced, 17,580,000 at Alder Creek Treatment Plant and 7,338,200 at Brownell Springs. Peak day water production was 1.52 MG on the 12th. A total of 11.3 inches of rainfall were recorded at the treatment plant site during February. A PLC failure at the water plant and the heavy rains the week of the 10th reduced water production considerably but we were able to return Brownell Springs to service on the 13th and increase production. PW staff responded to six call outs for frozen or burst pipes during the cold snap. Work on the chlorine conversion project at Brownell Springs and Alder Creek WTP continued.  Work on the Intertie project continued also. The booster pump station electrical work and yard piping and pump skid installation at the reservoir site were completed.

SEWER – A total of 56,170,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was 0.84 MGD on the 19th. Maximum day flow was 3.38 MGD on the 14th. Rainfall was 0.65″ on February 13th and 0.5″ on the 14th. Influent flow to the plant exceeded 2.5 MGD for 10 days straight (02/11 through 02/21) 7.95 inches of rainfall were recorded at the treatment plant site during February.  BOD concentration was 8.1 mg/l; BOD loading was 85.2 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 6.0  mg/l; SS loading was 58.4 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of February.   No sludge was processed during the month.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 430 hours. Due to a PLC failure we had an overflow at the Northside pump station on the 17th. Staff responded within 20 minutes of the call and restored the station to normal operations.

STREETS – The street sweeping contractor spent 66 hours sweeping streets and collected more than 30 tons (46 cu. yds.) of debris, covering 201 lane miles. Unfortunately less than two days after the sweeping was completed a big windstorm blew a lot of branches and needles out of trees onto the streets. Staff devoted about 156 hours of time to plowing and sanding operations during the February snow and ice storm.

PARKS / OTHER – Parks staff devoted time to clearing snow at transit stops and cleaning up storm debris in parks and open space (including the birch tree at City Hall). On February 22nd three PW staff members chipped up storm debris, branches, etc. brought in by residents after the freezing rain event – we had approximately 11 residents take advantage of this service.

Monthly Report Public Works Department – December, 2013

WATER – A total of 30,184,600 gallons of water were produced, 12,939,000 at Alder Creek Treatment Plant and 8,031,000 at Brownell Springs. Peak day water production was 1.63 MG on the 4th. A total of 5.74 inches of rainfall were recorded at the treatment plant site during December. The interior of the reservoir was completed and the pipe connections and fixed equipment were installed. On the other water system project the replacement building at Brownell Springs was roughed in and work began at the treatment plant site.

SEWER – A total of 44,580,000 gallons of wastewater were treated and discharged to Tickle Creek. Minimum flow was 0.84 MGD on the 19th. Maximum day flow was 4.56 MGD on the 1st. Rainfall was 0.46″ on November 30th and 2.2″ on the 1st. 4.79 inches of rainfall were recorded at the treatment plant site during December.  BOD concentration was 6.1 mg/l; BOD loading was 63.6 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 5.0  mg/l; SS loading was 49.3 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of December.   No sludge was processed during the month.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 282 hours with no significant problems.

STREETS – The street sweeping contractor spent 50 hours sweeping streets and collected 11 tons (24 cu. yds.) of debris, covering 144 lane miles. Staff spread de-icer on city streets during the ‘inversion’ period over the holidays.

PARKS / OTHER –  Parks staff focused on building maintenance projects and startup and training on the new systems at Bornstedt Park. PW staff continued cleaning catch basins and storm drainage pipes.

Monthly Report November 2013 – Public Works Department

WATER – A total of 20,097,000 gallons of water were produced, 12,939,000 at Alder Creek Treatment Plant and 8,031,000 at Brownell Springs. Peak day water production was 1.02 MG on the 3rd. A total of 8.63 inches of rainfall were recorded at the treatment plant site during November.  A transformer at the water plant failed during the windy weather on the 8th, fortunately PGE had a crew mobilized nearby due to the windstorm and they were able to replace the transformer on the same day. Work continued on the Intertie project. The framing for the booster pump station building on Hudson Rd. was finished and the pumping equipment was delivered and installed. The reservoir was completed and work began on the transfer pump station building at the reservoir site. Work also began on the replacement building at Brownell Springs and on the chlorine feed conversion at the water plant.

SEWER – A total of 37,170,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.72 MGD on the 28th. Maximum day flow was 2.18 MGD on the 19th. Rainfall was 0.4″ on the 18th and 0.2″ on the 19th. 5.15 inches of rainfall were recorded at the treatment plant site during November.  BOD concentration was 4.3 mg/l; BOD loading was 51 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 3.2  mg/l; SS loading was 38 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of November. Effluent BOD and SS limits do not apply when the treated wastewater is used for land application these figures are shown to demonstrate treatment efficiency.   No sludge was processed during the month.  The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 220 hours with no significant problems.

STREETS – The street sweeping contractor spent 62 hours sweeping streets and collected 91 tons (114 cu. yds.) of debris, covering 381 lane miles. City crews prepared the snowplows, sanders and de-icing equipment for the winter. We spread de-icer on city streets just prior to Thanksgiving for the long weekend.

PARKS / OTHER –  Parks staff winterized all parks facilities and City buildings and installed Christmas lighting and decorations. The City’s consulting arborist reviewed and inspected trees in City parks, open space and right-of-ways.  PW staff continued cleaning catch basins and storm drainage pipes.

Monthly Report – Public Works Department – October, 2013

WATER – A total of 23,625,400 gallons of water were produced, 15,846,000 at Alder Creek Treatment Plant and 7,779,400 at Brownell Springs. Peak day water production was 1.28 MG on the 14th. A total of 2.95 inches of rainfall were recorded at the treatment plant site during October.  Work continued on the Intertie project. The slab for the booster pump station on Hudson Rd. was poured, the reservoir roof was completed and work began on the pre-stressing and strand wrapping of the reservoir wall.

SEWER – A total of 32,800,000 gallons of wastewater were treated and reused for irrigation purposes. Minimum flow was 0.74 MGD on the 18th. Maximum day flow was 2.63 MGD on the 1st. Rainfall was 0.6″ on the 31st and 0.5″ on the 1st. 2.2 inches of rainfall were recorded at the treatment plant site during October.  BOD concentration was 4.9 mg/l; BOD loading was 61 lbs.; permit allows 10 mg/l and 125 lbs.; SS concentration was 2.9  mg/l; SS loading was 34.8 lbs.; permit allows 10 mg/l and 125 lbs. We were in compliance with our discharge permit for the month of October. Effluent BOD and SS limits do not apply when the treated wastewater is used for land application these figures are shown to demonstrate treatment efficiency.   2.5 dry tons of sludge were processed and spread on local pasture land.  Two pumps at the treatment plant failed, were taken in for repair and returned to service during October. The Southside pump station at Arletha and Cascadia Village Dr. serving the Snowberry subdivision was placed into service. The pumps at Marcy St.; Northside, Southside, Southeast, Southwest and Meinig Ave. lift stations ran a total of 218 hours with no significant problems. The failed pump at Meinig Ave. PS was replaced with a new unit in October. City staff inspected the sewer trunk line alignment between 362nd and the wastewater treatment plant in October. We found two manholes that need repairs, one significant and the other minor.

STREETS – The street sweeping contractor spent 62 hours sweeping streets and collected 48 tons (77 cu. yds.) of debris, covering 259 lane miles. City crews used 5 tons of asphalt patching potholes and utility cuts. The dry weather in October allowed the developer’s contractor to complete paving and striping on the project widening Hwy 211 at Village Blvd.

PARKS / OTHER –  Parks staff took advantage of the dry October weather to catch up on fertilizing and seeding of areas that were too wet in September. PW staff began cleaning catch basins and storm drainage pipes in anticipation of winter rains.
